Bull Mountain Road
Washington Counts-is adding a 5-foot sidewalk on the east side of Bull Mountain Road,between Nemarnik Drive
and 155th Terrace,and on the north side of Bull Mountain Road,between 155th Terrace and Grandview Lane.
Construction has begun and the anticipated completion dart.is.July 15.Traffic will be reduced to one lane

Beef Bend east of Roy Rogers Road
Construction is on-going on the sewer line being installed on Beef Bend Road. Beef Bend Road has been reopened
but will have flagged lane closures during the day while the crews clean up. They will return in late Spring/early

OR 99W Sidewalk Project: Royalty Parkwav to Durham Road
ODOT,in partnership with King City,plans to construct new sidewalk on OR 99W (Pacific Highway) and on
Royalty Parkway. Work has begun and is expected to continue through May. During construction,road users
should expect daytime and nighttime work. There will be single-lane and shoulder closures on OR 99W and on
Royalty Parkway as well as short-term sidewalk closures,with ADA-approved pedestrian detours. Nearby residents
may hear intermittent nighttime noise. More information can be found on the project website at

Cook Park Sewer Line
A portion of Clean Water Services'West Durham Basin Improvement Program has started at Cook Park. The
project is replacing aging sewer interceptor pipes that help control water flow with larger,more resilient pipes to
improve wastewater capacity. Truck traffic, trail closures and detours at the park are planned through April
2019. The list parking lot will be repaved and open soon.The West perking leet will remain under construction
until dune 2019. Work began near the wastewater plant and progresses westward. More info is on the CWS website:

Fanno Creek Trail—Woodard Park to Tiedeman Ave
The new bridge and trail connecting the Fanno Creek Trail straight from Woodard Park across the creek to the
existing crosswalk on Tiedeman Avenue is now open. This project completed a missing link of the Fanno Creek
Greenway Trail,provided an ADA accessible route where it did not exist before,increased trail safety by lining the
trail up with a safe crosswalk, and provided a very clear definition of the regional trail route at Tiedeman
Avenue. Most of the project was paid for with a generous $800,000 grant from Metro. Upcoming projects in this
location include safety changes at the crosswalk, adding refuge islands and more visible lighting. As soon as a long
enough stretch of rain free weather happens, a new mural will also be painted on the retaining wall and bridge
foundation to add character to the trail and to help discourage graffiti.
Dirksen Nature Park
Construction is in the final stages on a nature play area in Dirksen Nature Park south of Tigard Street. The Fanno
Creek Trail and the Nature Park are open. The restroom facility is open. Portions of the trail and park may have
short-term closures as construction wraps up. A new playground structure %gill be installed in early
April!
River Terrace Area Construction
• River Terrace subdivisions are under construction particularly on the east side of Roy Rogers Rd south of

• A contractor is building a new subdivision on the west side of 150''Ave south of Hawksridge. Utility work
(with traffic delays)is in progress in 150''Ave.
• Bull Mountain Road Widening and Traffic Signal Construction: Bull Mountain Road (from 164'to
Roy Rogers Rd)is open with a new roundabout at the future River Terrace Blvd, and a traffic signal at Bull

Hwy 217 Auxiliary Lanes
The Oregon Department of Transportation (01301)is designing a project to add an auxiliary third lane on Hay
217 southbound from Beaverton-Hillsdale Hwy to Hwy 99W,and Hwy 217 northbound from Hwy 99NX'to Scholls

Fanno Creek Trail (Woodard Park to Bonita and Hall Blvd to Tualatin
Design work is in progress on a project to build the remaining segments of the Fanno Creek Trail from Woodard
Park to Bonita Road and build a new connection from the end of 85''Avenue (Hall Boulevard) to the Tualatin

A contractor is working on Oak Street near 90''Avenue for a new apartment complex. Daytime delays likely.
76' and 79''Avenues south of Bonita Road
A developer is constructing the Elderberry Ridge subdivision on the south end of 76''Ave east of 79'Ave south of
Bonita Road. The contractor is waiting for a break in weather to complete the road work. Some traffic impacts
expected on 79'Ave.
Tiedeman Avenue and Tigard Street
A developer is building a new subdit-ision on Tigard Street east of Tiedeman Avenue. The contractor is installing
storm line in Tigard Street between Tiedeman and Katherine streets. Expect delays on Tigard Street.
68''Parkway south of Hwy 99W
A developer is building a new self-storage facility on the west side of 68''Parkway south of Highway
99W. Sidewalk improvements along 68''Parkway will be beginning soon. Some delays possible.
150th Ave south of Hawk Ridge Drive
A developer is building a 180-lot subdivision on 150''Ave south of Hawk Ridge Drive. No impacts to traffic
expected.
121st Ave south of Springwood Drive
A developer is building a 17-lot subdivision on 121"Ave south of Springwood Drive.Work is nearing completion.
Pavement work to repair damaged areas will affect traffic on 121 st Ave and Springwood Dr,but work has been
postponed until the weather is appropriate for paving.
72nd Avenue between Clinton St and Baylor St
A developer is building a new 37-unit apartment building on the east side of 72nd Ave between Clinton St and

121st Avenue: Improvements for Walking & Biking
Tigard and Washington County have partnered to bring new sidewalks,bikelanes,lighting and drainage facilities to
121 st_avenue between Tippitt Place and Whistlers Loop.
This project will improve safety and traffic flow on 121st Avenue with:
• Continuous sidewalks
• Bicycle facilities
• Street lighting
• Drainage facilities
The city will install a 24-inch water main as part of this project.This coordination will lower the cost of the water
project and minimize road and traffic impacts. J Peck,Engineering Project Manager, City of Tigard
Survey work started this week and is expected to last six
weeks. Surveyors from WHPacific will be in the filed
gathering information about existing features such as utilities,
fences,lights, storm drainage structures, culverts,roof drains,
valves, landscaping, driveways,buildings,walks, signs and
striping. This work will take place along the project corridor a
distance of up to 50 feet from the edge of the right-of-way.

Washington County Museum Signs on for the
Camas Festival

Touching History Mobile Museum will bring the Washington County
Museum to Dirksen Nature Park on April 27,2019. Museum staff
will provide two opportundes for people to learn about the lives
of the indigenous people of the Tualatin Talley, the Atfalati
+� ;�s ,? •�', I branch of the Kalapuya tribe.Learn how the Atfalati dressed, their
customs,what they ate,where they lived and how they used their
natural resources. Furs, stone tools,baskets,and additional
artifacts will be displayed and discussed.

In addition to its beauty, the camas plant was an essential food
source for the Atfalati band of the Kalapuya.Learn more about

Tigard Police and TVF&R Investigate a Commercial Structure Fire
At 3:10am on Tuesday,April 2,2019,Tualatin Valley Fire and Rescue and Tigard Police were dispatched to a
fire at 12555 SVC'Hall Blvd,a commercial office building in Tigard.Within minutes of responding,emergency
personnel set up a buffer zone around the area,closing the roadway along SVC'Hall Boulevard between SW
Commercial and SVC'Scoffms for nearly two hours.Fortunately,there were no employees at the location
during the fire.
Based on the evidence at the scene,Tigard Police detectives are currently working with 11-T&R on a criminal
investigation.

Nyland named new Tigard assistant city
manager

Kathy Nyland, who has been with the city of Seattle for a decade,will assume her duties in Tigard on April
29.

The City of Tigard has hired Kathy Nyland as the city's next assistant city
manager.
Nyland has been with the City of Seattle for the last 10 years and is currently a
strategic advisor with Seattle Parks& Recreation.
She will be a key player for the city as it explores a future potential local option levy,
implementing City Council goals and advancing Tigard's DEI (diversity, equity and
inclusion) efforts, according to Tigard city officials.
Tigard City Manager Marty Wine said Nyland is known not only in Seattle but
nationally as both an effective leader and an expert in community engagement.
"Her record of success in building connections with all parts of the community is
important as we build a welcoming Tigard for everyone,"said Wine. "I am excited to
work with Kathy in advancing the 2019-2021 Tigard City Council goals. I am confident that Kathy will bring a new
perspective and ideas that will benefit everyone in the community."
Prior to her work with the Seattle Parks and Recreation Department, Nyland served as director of the Seattle
Department of Neighborhoods where she oversaw a $12 million budget, implemented equitable community outreach
and engagement practices and developed the department's strategic plan.
She also served as a senior policy advisor in Mayor Ed Murray's administration as well as serving as chief of staff
for a Seattle City Council member.
"As far as what I am looking forward to in this new role, being part of the Tigard team is near the top of my list,"said
Nyland,who has family in the area. "Realizing the priorities, implementing ideas, and focusing on the many
opportunities that are before Tigard are what I am looking forward to as I join this team."
Nyland replaces Eric Zimmerman who left in July to become deputy city manager of the City of Medford since July.
Nyland's first day with the city will be April 29.
WEA welcomes three new Board members March 31, 3019

Harrington Bubenik
Earlier this week WEA welcomed Washington County Chair Kathryn Harrington, Tigard Mayor Jason
Snider, and Tualatin Mayor Frank Bubenik to its Board of Directors.
All three were sworn into their current elected offices in January and as a result, they fill three of the
six public seats on the WEA Board of Directors.
Prior to January, Harrington was a Councilor on the Metro Council for 12 years; Snider was a
Councilor on the Tigard City Council for five years; and Bubenik was a Councilor on the Tualatin City
Council for eight years.
The other three public officials on the WEA Board include Metro Councilor Craig Dirksen, Hillsboro
Mayor Steve Callaway, and Beaverton Mayor Denny Doyle.

Tigard business fire under criminal
investigation

POR' LAND, Ore. (KOIN) -- Officials launched a criminal investigation into a fire that broke out in an office
building in Tigard.
Firefighters were sent to the fire at 12555 SAN Hall Boulevard around 3 a.m. Tuesday, according to the Tigard
Police Department.
Authorities said no employees viere i%siva the commercial office building when the fire broke out.
Responders set up a buffer zone antd closed part of the road between SW Commercial and SW Scoffins for
nearly 2 hours.
Detectives and officials with Tua'latin Valley Fire and Rescue launched a criminal investigation based on
evidence found at the scene, police said.
