Our theme for this newsletter is sustaining a sense of community during the winter. My distant relatives in Denmark figured out how to do winter well. I found this out while I studied architecture in Copenhagen. The winters are dark, so they appreciate every moment of light and go outside. Squares are lined with restaurants that have year-round outdoor tables (with blankets, heaters, and Christmas beer). The Danish sense of"hygge" (roughly translated to coziness) pours out of their well-lit homes and into the public space. The temperature doesn't keep Danes from engaging each other in the public realm. After studying urban design theory in Denmark with designer Kristian Villadsen at Gehl Architects, I realized how much our country needed the "people-first" approach to historic preservation, design, and planning. Jan Gehl's book Life Between Buildings revolutionized how I thought about our built environment, and studying in Copenhagen revealed my inner designer. Since then, Gehl Studios has grown beyond Copenhagen with two offices in the United States. I am thrilled that Gehl Studios San Francisco is our host for the Urban Design and Preservation Division's reception at the National Planning Conference on April 15th. At their studios, we will be able to learn more about how this innovative firm focuses on improving people's quality of life around the world. This is also a great opportunity to meet other design and preservation professionals. Whether it is at the conference or in an email, look forward to meeting you and sharing ideas for the future of the Division. See the detail inset for the layout if using a single flagger to control both directions of traffic on low volume roads (less than 400 ADT)with good sight distance as discussed below. 1. Use truck-mounted flashing warning lights on work and protection vehicles. See Section 4.3—Lights and Lighted Signs for exceptions. 2. For added visibility, a truck-mounted arrow board or PCMS in caution mode may be used. 3. Flaggers at each approach are required if any of the following conditions exist: a. Night Operations. b.
