Re: Rescheduling Council Workshop on Utility Financial Studies
Date: March 19, 2019
This memo is to inform council that staff is rescheduling the April 16 council workshop agenda
item related to the next water rate study. The department had tentatively scheduled this time
back in early February after our briefing with council on January 29 during a study session.
The delay is due to the department completing the award of a contract for on-call utility-
business services on March 26. The goal is to provide adequate time to meet and discuss with
the contracted business services firm our need to develop accurate information and analysis for
council consideration regarding current and future expenditures and funding. It is not possible
to complete these tasks before April 16.
We anticipate completing these tasks over the next few months and developing an overview of
funding requirements to present to council sometime in June or July.
Mr. Mayor recently contacted a concerned citizen regarding the status of a water rate study, and
mentioned the April 16 council workshop discussion. The department has contacted this
resident and apologized for the delay in progress regarding any recommendations to council
pertaining to water rates.
Please let me know if you have any questions regarding our actions or cause in delay.

Washington County's unemployment rate was 3.7 January 2019,not seasonally adjusted
percent in January 2019, a slight increase from last Local Area Unemployment Statistics
year. Some cities also saw unemployment rates
slightly higher than the prior year (not seasonally

Beef Bend east of Roy Rogers Road
Construction is on-going on the sewer line being installed on Beef Bend Road. Beef Bend Road has been
reopened but will have flagged lane closures during the day while the crews clean up.They will return in

OR 99W Sidewalk Project: Royalty Parkway to Durham Road
ODOT,in partnership with King City,plans to construct new sidewalk on OR 99W (Pacific Highway) and on
Royalty Parkway. Work has begun and is expected to continue through May. During construction,road users
should expect daytime and nighttime work. 'T'liery will be single-1 tie and shoulder closures on OR 99W and on
Royalty Parkway as well as short-term sidewalk closures,xvith.1.DA-approved pedestrian detours. Nearby
residents may hear intermittent nighttime noise. More information can be found on the project website at

Cook Park Sewer Line
A portion of Clean Water Services'West Durham Basin Improvement Program has started at Cook Park. The
project is replacing aging sewer interceptor pipes that help control water flow with larger,more resilient pipes to
improve wastewater capacity.Truck traffic, trail closures and detours at the park are planned through April
2019. The East parkin; lot\%-ill be repaved:incl open by the end of the month.The West parking lot will remain
under consh•uctio ll until dune 2019. Work began near the wastewater plant and progresses westward. More info

Fanno Creek Trail—Woodard Park to Tiedeman Ave
The new bridge and trail connecting the Fanno Creek Trail straight from Woodard Park across the creek to the
existing crosswalk on Tiedeman Avenue is now open. This project completed a missing link of the Fanno
Creek Greenway Trail,provided an ADA accessible route where it did not exist before,increased trail safety by
lining the trail up with a safe crosswalk, and provided a very clear definition of the regional trail route at
Tiedeman Avenue. Most of the project was paid for with a generous $800,000 grant from Metro. Upcoming
projects in this location include safety changes at the crosswalk, adding refuge islands and more visible
lighting. As soon as a long enough stretch of rain free weather happens,a new mural will also be painted on the
retaining wall and bridge foundation to add character to the trail and to help discourage graffiti.
Dirksen Nature Park
Construction is in the final stages on a nature play area in Dirksen Nature Park south of Tigard Street. The
Fanno Creek Trail and the Nature Park are open. The restroom facility is open. Portions of the trail and park
may have short-term closures as construction wraps up.
River Terrace Area Construction
• River Terrace subdivisions are under construction particularly on the east side of Roy Rogers Rd south
of Scholls Ferry Rd. If you have any questions,please contact Mike White at 503-718-2464.
• A contractor is building a new subdivision on the west side of 150'Ave south of Hawksridge. Utility
work (with traffic delays) is in progress in 150`'Ave.
• Bull Mountain Road Widening and Traffic Signal Construction: Bull Mountain Road (from 164`'
to Roy Rogers Rd) is open with a new roundabout at the future River Terrace Blvd, and a traffic signal

Hwy 217 Auxiliary Lanes
The Oregon Department of Transportation (ODOT)is designing a project to add an auxiliary third lane on
Hwy 217 southbound from Beaverton-Hillsdale Hwy to Hwy 99W, and Hwy 217 northbound from Hwy 99W
to Scholls Ferry Rd. More information is on the project website at hwy217.org.
Fanno Creek Trail (Woodard Park to Bonita and Hall Blvd to Tualatin
Design work is in progress on a project to build the remaining segments of the Fanno Creek Trail from
Woodard Park to Bonita Road and build a new connection from the end of 85`'Avenue (Hall Boulevard) to the

A Hampton Inn is being constructed on 69''Avenue at Clinton Street. 69" Avenue is closed to traffic from

Taco Bell on Highway 99W
Demolition has started at the Taco Bell on 99W. No traffic impacts expected on Hwy 99W,light impacts
possible on Park St from construction vehicle traffic.
Oak Street near 90`'Avenue
A contractor is working on Oak Street near 90`'Avenue for a new apartment complex. Daytime delays likely.
76'and 79`'Avenues south of Bonita Road
A developer is constructing the Elderberry Ridge subdivision on the south end of 76`'Ave east of 79'Ave
south of Bonita Road. The contractor is waiting for a break in weather to complete the road work. Some traffic
impacts expected on 79t'Ave.
Tiedeman Avenue and Tigard Street
A developer is building a new subdivision on Tigard Street east of Tiedeman Avenue. The contractor is
installing storm line in Tigard Street between Tiedeman and Katherine streets. Expect delays on Tigard Street.
68`'Parkway south of Hwy 99W
A developer is building a new self-storage facility on the west side of 68`''Parkway south of Highway
99W. Sidewalk improvements along 68'Parkway will be beginning soon. Some delays possible.
150th Ave south of Hawk Ridge Drive
A developer is building a 180-lot subdivision on 150`'Ave south of Hawk Ridge Drive. No impacts to traffic
expected.
121st Ave south of Springwood Drive
A developer is building a 17-lot subdivision on 121ST Ave south of Springwood D&e. Work is nearing
completion. Pavement work to repair damaged areas will affect traffic on 121st Ave and Springwood Dr,but
work has been postponed until the weather is appropriate for paving.
72'Avenue between Clinton St and Baylor St
A developer is building a new 37-unit apartment building on the east side of 72"a Ave between Clinton St and
Baylor St. The contractor has finished installing sanitary- sewer service on 72"a between Clinton and Baylor.
Contractors are doing foundation work for main building and elevator shaft. Light traffic impacts possible on
72nd Ave.
98th Ave between Greenberg Rd and Scott Ct
A developer is building a subdivision on 98'Avenue between Greenburg Rd and Scott Ct. The contractor will
be installing a waterline along 98'Avenue. Some traffic impacts are expected on 98'Ave.
Hunziker Road—Fields Apartments
A developer is building apartments on Hunziker Rd and improvements include widening Hunziker Rd.
Construction is ongoing, some traffic impacts expected.
Atlanta Street—Tigard Storage
A sanitary line is being installed at the Tigard Storage on Atlanta Street. Possible light traffic impacts on Atlanta
Street.
School Construction
Construction continues on Templeton Elementary School, and on the new Durham Center education services
building near Durham Elementary School. Tigard High School construction is in progress,with periodic
sidewalk closures (with pedestrian detours) while the contractor is working in the immediate area.

Oh What Fun! Movie on the Court at Rose City Futsal
About 100 people joined Parks &Rec for the second Movie on the Court on Saturday night. Families enjoyed
old fashioned games like tug-o-v.-ar before the main feature. Thank you to everyone who made this event a
success,including donations to the Good Neighbor Center in Tigard.

Be on the Lookout: Pavement Patching
This summer, as part of the Pavement Management Program, the city's contractor will be slurry sealing many
neighborhood streets in Tigard. While slurry seal is a very cost-effective way to counter the effects of
weathering,it does not stop cracking.
In preparation, the city's Streets Crew is removing and replacing areas of more heavily cracked pavement in
advance of the slurry seal work. On Wednesday we met up with them in the area of 95f and Greenburg.

In mid-December department members were discussing a troublesome family where a 17-year-old
juvenile was causing many calls for service for our agency and others.You spoke up and commentcd
about why Department of Human Services (DHS) had not taken this child into state protective
custody.
Later that evening,we again dealt with the juvenile when she was under the influence of illegal drugs,
trying to get into stranger's vehicles, and was going into moving traffic. You took the lead on this
case and made all the arrangements with DHS to get the juvenile hospitalized. You contacted
afterhour's intake and made sure the juvenile would be taken into state protective custody when she
was released from the hospital. The next day you went to the court appearance with state
representatives and the family so the juvenile would remain in state custody and hopefully get the help
she needs.
You went above and beyond on this call to not only help this juvenile but also help your fellow officers.
Your actions reflect great credit upon yourself, the City of Tigard,and the Tigard Police Department
as well as our core values of Attitude,Leadership, Integrity, Service, and Teamwork. Thank you for
your great work!

DUII HVE Safety Campaign Yields One Arrest
The most recent High Visibility Enforcement Campaign J-1 E) was conducted during the 2019 St.
Patrick's Day weekend and yielded one DUII arrest. One patrol officer, working six hours on this
detail, arrested a driver for DUII and issued seven other warnings and citations. DUII incidents can
take 3-4 hours to process from the point of the traffic stop, Standard Field Sobriety Test,Intoxilyzer
breath test to the jail transport.
Tigard Police plan to continue participation in this grant-funded program that allows extra police
officers to primarily focus on arresting impaired drivers. The National Highway Traffic Safety
Administration sponsored campaign is credited with improving the safety of our roads, especially
during the holidays and other times when impaired driving typically increases.

Multiple Vehicle Crash on Saturday, March 16th
Around 4:40pm on Saturday,3/16/19,police responded to a call about a gray Honda Civic traveling
southbound on SVC'Greenburg Rd that left the roadway at the on-ramp to northbound Highway
217.The vehicle reportedly hit a large ODOT sign,went down the embankment,and spun out on
the center of the highway,crashing into two vehicles. One of the vehicles sustained heavy front-end
damage and the passengers required medical attention.
According to witness observations,the male subject exited the vehicle following the crash, stripped
off his clothes,and leapt over a barrier on to southbound Hwy 217,causing traffic to stop. He
jumped on the hood of a car,unsuccessfully tried to enter vehicles,and dove under one of them.
Bystanders at the scene approached the subject to try to contain him.As emergency personnel were
arriving,the male subject began running south. Ultimately,the 28-year old Portland man was
transported to a local hospital.
Officers have referred charges related to this incident to the Washington County District Attorney's
Office that include Reckless DriNing,Hit and Run,Reckless Endangering,and Criminal Mischief.

Tigard High School was the big winner from the state's biggest schools at the OSAA Drill
Championships, held last weekend at Veterans Memorial Coliseum.
The top honors in 6A went to Tigard with its show of"Paradox," scoring an 86.63.
Second place went to Lincoln, which scored 86.42 with its program, "Waves." Third place went to Lake
Oswego at 85.02 with its routine, "What a
feeling."
Washington County was well represented in the
top echelon: Sherwood was fourth, while
Westview of Beaverton took fifth.
