This condition needs to apply to the lot/h,merite on 121st Avenue as well as the portions of the plat that abut the street. In orde.' to avoid an undesirable half-street improvement along 121st Avenue , the entire frontage, including the proposed 0. 11 acre parcel, should be improved to major collector street standards d . Since the Plan has been acknowledged, the State Goals no longer have to be addressed the Planning staff concludes that the proposal with modifications is consistent with the relevant portions of the Comprehensive Plan based upon the findings noted below 1 Police 2. 1 . 1 is satisfied because the Neighbo►nood Planning Organisation and surrounding property owners were given notice of the hearing and an opportunity to comment on the applicant' s proposal 2 Policy 1 1 2 , 7 31 , and 7 4 4 are satisfied because adequate water , sewer, and storm drainage facilities are available to the development The applicant also indicates that these facilities will be provided within the subdivision as required by City standards 3 Policy 1 1 1 calls for • safe and efficient street system that meets current and1 ro ected needs The plat allows for the p extension of Suamercrest Drive as a local street . The previously determined street stubout locations of SW Summercrest Drive determined thti westerly intersection location. 2. Any kind of street access to North Dakota Street or 121st Avenue would also require a variance and would have serious traffic safety ramifications . 3 . This proposal represents the best option for providing safe street access to the project and other alternatives will clearly be detrimental . 4 . Because this is the last parcel in the area to develop, no other alternatives exist to provide access to the eastern portion of the property . Denial of this variance will result in poor utilization of this property .
