02/13/2019 - Minutes City of Tigard Tigard Public Library Board Minutes MEETING DATE/TIME: Wednesday,February 13,2019 7:00 p.m. MEETING LOCATION: 13500 SW Hall Blvd., Conference Room, Second Floor 1. CALL To ORDER: Chair Pro Tem Bogert called the meeting to order at 7:02 p.m. 2. Reh 3. APPROVE MINUTES The minutes from the January 9,2019 Board meeting were reviewed. No changes were requested. Motion by Lonn Hoklin. AGENDA ADDITIONS AND DELETIONS Halsted announced that we had some additional guests with us who would also have input on Agenda Item 8-Reinvigorating Library Spaces. 5. CALL TO THE PUBLIC Newly hired Adult Services Supervisor Annie Sprague was our guest this evening. Annie has been here for about a month and a half. She joined us from Hillsboro Public Library. Annie worked in libraries while she was earning her Library Science degree. One of the things Annie is the most excited about here is the new Bibliocommons catalog and the reader's advisory aspect of it. She is encouraging the free creation of staff accounts to make recommendation of books and movies. Annie shared some of her favorite reads with the Board. 6. LIBRARY OPERATIONS Halsted distributed the latest e-content dashboard from WCCLS which outlined the increased usage of the various e-content collections. Halsted reported on programs and other events we had in January: MLK: Together at the Table; MLX weekend of Service with our volunteers; and the Stuffy Sleepover that was conducted by the Teen Library Council and sponsored by the Friends of the Library. Halsted spoke to the Diversity, Equity and Inclusion program that the City of Tigard is embarking on, both internally and externally. The January 2019 Statistical Report and the revised December 2018 Statistical Report were distributed to the Board. The revised December report reflected the changes Halsted had informed the Board about at the January meeting. WCCLS had realized that the circulation numbers are incorrect. This copy has the corrected data concerning the check-outs and renewals. 7. ALA POLICY REVIEW A. ALA Access to Library Resources and Services Regardless of Sex, Gender Identity, Gender Expression, or Sexual Orientation This ALA policy was last reviewed on November 8,2017. The ALA updated this document on July 7,2018. Each Board Member received a red-lined copy displaying the changes made to the document they had previously endorsed on November 8, 2017. Motion by Kate Ristau. Second by Joseph Callahan to endorse and affirm the ALA Access to Library Resources and Services Regardless of Sex, Gender Identity, Gender Expression, or Sexual Orientation Statement. Motion was approved unanimously. 8. Discussion on Reinvigorating LibrarySpaces Staff is constantly polling patrons through an annual survey and through other informal means to keep the pulse of what they are looking for in their library. There have been many changes that have been a direct response to requests we have received—the recent moving of the A/V holds out with the other holds is an example of this. We have received positive responses regarding our Adult programming and the programs we have for children.What we have seen as not being well supported is an inviting space and programs that meet the needs of our teenage patrons. We have been looking for creative ways to use the space in the library and want to do more to reach out to these members of our community. Lisa Elliott, our Young Adult Librarian and Liliana Sanders, Co-President of the Teen Library Council (TLC) were present at the meeting. Lisa and Liliana shared ideas they have been mulling over with other members of the TLC, with the Library Board. There may be an opportunity to move the Young Adult area, along with the YA collection of materials to the first floor. In return, the A/V materials would be moved to the 2nd floor behind the Adult Reference Desk. Sketches of proposed designs the TLC created were shared with the Board. This concept is in a preliminary stage where input and ideas are being tossed around. A grand discussion took place,with the Board being very much in favor of seeing this move happen. 9. Discussion on preparing for Annual Report to City Council in April The Library Board will be meeting with the City Council for their annual reporting of what's happening at the library, on Tuesday, April 16. There will be two more meetings to discuss and prepare the materials to be shared with the Council. A brief discussion took place informing the new members of past formats. The circulation numbers and other library statistics could be shared with the Council using an infographic slide. The e-content statistics could be shared, as those stats are going through the roof. It was suggested to highlight the new Bibliocommons catalog and the many features it provides. Presenting a live demo at Town Hall was suggested. Short video clips could also be provided. The group could then segue to sharing the proposed shifting of the teen space in the library. 10. OTHER BUSINESS Lisa Elliott informed the Board that the Teen Library Council members are interested in participating in the Library Board meetings. The consensus was that the TLC would be welcomed to attend the meetings. It was suggested that the TLC members would alternate among themselves to attend, and would attend as interested citizens. The Board would be open to inviting them to speak on different topics as they arise. 11. ADJOURNMENT Chair Pro Tem Bogert adjourned the meeting at 8:05 p.m. The next meeting of the Tigard Library Board is scheduled for Wednesday,March 13, 2019 at 7:00 p.m. in the library conference room.
