The analysis shall include alternates other than what the developer originally submits as a proposal for access to highways, city streets. and county roads. 2. The analysis of alternate access proposals should included: a. Existing daily and appropriate design peak hour counts . by traffic movements. at intersections which would Le affected by traffic generated by the development (use traffic flow diagrams). b. Projected daily and appropriate design peak hour volumes for these same 'ntersections and at the proposed access points after completion of the development. If the development is to be constructed in phases. projected traffic volumes at the completion of each phase should be determined (use traffic flow diagrams) . c. Trip Generation shall be by the 1982 Institute of Transportation Engineers informational report "TRIP GENERATION" or other, more current, and/or more applicable information ( include appendix of calculations). d. A determination of the need for traffic signals based on warrants in the "Manual on Uniform Traffic Control Devices. " 3. The recommendations made in the report should be specifi' and should be based on a minimum level of service "D" when the development is in full service. As an example, if a traffic signal is recommended, the recommendations should include the type of traffic signal control and what movements should be signalized. If a storage lane for right turns or left turns is needed, the recommendation should include the amount of storage needed. If several intersections are involved for signalitation, and an interconnect system is considered, specific analysis should he made concerning progression of traffic between intersections . 4. The internal circulation of parking lots must be analysed to the extent that it can be determined whether the points of access will operate properly. 5. The site was logged over several years ago , and the remaining grounJ cover is brush with Ash, Alder . Oat and a few Flr trees . S. PLANNED UNIT DRVILOPPSNT PROPOSAi. AND VARIANCRS: 1 . The proposal is to create 109 single family detached home sites, on the gross acreage of 18. 98 acres which yields a density of 5.74 units per acre. Under the e:sisting zoning of R-7 the site should support 128 units . The development will be constructed in two phases as shown on the preliminary plat . 2 . No special setbacks are ►equested . However, as stated in detail in Paragraph B-4 below, variances in lot width and lot area are being requested. 1 . One of the purposes of a planned unit development is ti encourage developers and builders to create innovative and varied living environments that will promote better use of the land and better housing. This approach to development will cause a greater pride of ownership in the newly created neighborhoods and result in the residents taking a more active and productive role in the Tigard community . The R-7 sone restricts this creative effort to the extent of limiting the lot width to 30 feet and the lot area to a minimum of 5000 square feet. . This restriction does not allow any flexibility to accommodate varied housing styles or the saving of trees that might otherwise be saved. 1 4 111 If the lots were to be made larger than the 5000 square foot minimum the density would drop and the developed lot price could become excessive as cost of the raw land is determine{t by the present zoning and density that can be obtained. Lower densities could also affect the Comprehensive Plnn requirements . As shown on the Preliminary Plat the lot sizes have been varied, however, it is impossible to anticipate the needs of future owners . Based upon the needs and desires of the hour, buyers In the developments of Chelsea Hill , Bond Park and Dover Landing it has been found that the need to modify the side lot lines slightly to accommodate a special house plan or to retain trees that would otherwise have to be removed is highly desirable and does not Jeopardize the Intent or function of the R-7 zone . 4 . The requested variances from the R-7 zone are as follows: a. Allow side lot line adjustments of two ( 2 ) feet . This adjustment r1Ili not adversely affect the functional use of any of the utilities that may be stubbed mut ,at the original lot lines. Ashford Drive. Supportive data follow• : The current Washington County Uniform Road Improvement Design Standards , which were adopted July 22, 1986 and agreed to by the City of Tigard, allow streets to be designed in the same manner as shown. In fact , the county Standard Drawing No. M-405 . 5 allows an inside curb radius of 25 feet and an eyebrow curb radius of 36 feet , the proposal Is for a 33 foot inside curb radius and 42 foot eyebrow curb radius which exceeds the standard . • 411 The city 's required curb radius at an intersection is 20 feet . The proposed 33 foot radius will increase the ease of traveling mound the corner An estimated 120 trips per day may be expected from S.W. 82ud Court, this traffic count is so low that the impact upon the functional use is negligible. An estimated 170 trips per day may be expected from S.W. Ashford Drive. It is reasonable to expect that half of this traffic will access to S.M. Mall Blvd. via. S.W. 81st. Ave. or to S.M. 79th Ave. via. S.W. Ashford Street, these various routes will result in a very low traffic count on the curve. In Ashford Oaks a similar road alignment was approved with similar traffic counts . C. HEISTING 1JTILI1idS AND PACILITIBS: I . Sanitary sewers will be available at the east t•oundary of S.W. Ashford Street with the development of Ashford Oaks . 2. Storm drainage will be provided with the extension of tura irainage system f:om Ashford Oaks . 1 .
