1. Administration:
a. The Library Board held its regular meeting on July 9. Minutes are
attached.
b. Librarian attended Washington County Citizens Advisory Board meting
July 11. Of interest: (1) Board approved funds for Librarian to attend
Pacific Northwest Library Association meeting in Boise, Idaho, August 21-25,
as representative for Washington County Cooperative Library Service (WCCLS) ;
(2) Approved WCCLS request to try reciprocal borrowing with Clackamas County
for the FY 79-80 to determine amount of cross-over borrowing and feasibility
of a reciprocal borrowing agreement.
c. Librarian was guest speaker at the Kiwanis noon-tine group on July 18,
reviewing last three years of growth.
d. Librarian attended WCCLS professional board meeting on July 25. Of
interest: (1) A committee was formed to help WCCIS libraries organize infor-
mation and referral services; (2) The new outreach librarian will be inven-
torying the large-print book collection and establishing a procedure for
continual circulation to the using libraries.
e. Librarian attended Computerized Circulation Committee meting July 31.
The computerized circulation system was removed from the serial levy contract
at the meeting of the Serial Levy Contract Committee on July 11 and will be
negotiated in separate contracts with each city as they go "on line." There
has been concern by the County Commissioners (see mem of 12 June with June
report) regarding the feasibility of the whole project. Beaverton has ex-
pressed concern that the project might be scrapped. However, the Committee
has decided to revise the specifications as quickly as possible and try to
get the system set up in Beaverton during FY 1979-80. After that,each city
will be asked to go "on line" when they feel that they can support the system.
2. Personnel:
a. Volunteer hours totaled 81, an average of 3.2 per day.
b. Ida Mae Heck, student at Portland Community College, worked 100 hours
practicum in July. This is Tigard's second year to participate in this program.

4. Programs:
a. As part of the children's summer reading program the following special
sessions were held:
July 6 - Starship construction (paper) project - 10 children
July 17 - Zoo-to-you -- The Washington Park Zoo brought some small
animals for a demonstration - 19 children
July 20 - Superhero mask-making session - 20 children.
The sumer reading program has 114 children participating.

MEMORANDUM
TO: Washington County Board of Commissioners
FROM: Tigard Library Board
DATE: July 9, 1979
Since funding for local libraries through the serial levy is
provided by the county, we feel that the county may reasonably
expect professional-standards of performance from the libraries.
These standards should take. into consideration -local problems,
but the standards ought to be straightforward and uniform.
If there is no accountability, the possibility for chaos is
increased and future success for serial levies might well be
endangered.
The Tigard Library Board generally supports the serial levy
contract as first written.
