Beef Mend Road is closed between Roy Rogers Road and Myrtle Ave through Tuesday,March 5. Commercial Street—West of Main Street Beginning the week of January 21,the water division will be working on SW Commercial Street between Lincoln Avenue and Main Street.This work is scheduled to be complete by February 28,2019.Traffic delays can be expected on Maid Street,inciudi,.g a detour around the construction site.Access will be maintained to the Park Glen Apartments on Commercial Street. ,Cook Park Sewer Line A portion of Clean Water Services'West Durham Basin Improvement Program has started at Cook Park.The project is replacing aging sewer interceptor pipes that help control water flow with larger,more resilient pipes to improve wastewater capacity. Truck traffic,trail closures and detours at the park are planned through April 2019. Work began near the wastewater plant and progresses westward. This project completed a missing link of the Fanno Creek Greenway Trail,provided an ADA accessible route where it did not exist before,increased trail safety by lining the trail up with a safe crosswalk,and provided a very clear definition of the regional trail route at Tiedeman Avenue. Most of the project was paid for with a generous $800,000. Grant from Metro. Upcoming projects in this location include safety changes at the crosswalk,adding refuge islands and more visible lighting. A new mural will also be painted on the retaining wall and bridge foundation to add character to the trail and to help discourage graffiti. Dirksen Nature Park Construction is in the final stages on a nature play area in Dirksen Nature Park south of Tigard Street. The Fanno Creek Trail and the Nature Park are open.The restroom facility is open!Portions of the trail and park may have short-term closures as construction wraps up. School Construction Construction continues on Templeton Elementary School,and on the new Durham Center education services building near Durham Elementary School. Completed Project on Commercial Street The Public Works Water Division partnered with Streets to complete work on Commercial Street this week. Beginning the week of January 21, the water division started working on Commercial Street between Lincoln Avenue and Main Street. Taking advantage of the break in weather,paving was completed on Wednesday. Originally this project was expected to be completed on February 28, 2019. Thanks to all for getting it done so quickly. The City of Tigard maintains approximately 250 miles of pipelines that deliver safe, clean drinking water to homes and business. Every year we invest in replacing aging pipelines to keep our water system operating smoothly. When we can,we "piggyback" our replacements on roadway improvement projects, reducing the cost and providing new pipelines that work better with the improved roadways. Our cost saving approach to replacing pipelines in coordination with other public works construction projects is part of our commitment to maintaining affordability for customers. r Summerlake Park Tree Planting on Saturday Join Friends of Trees in partnership with the City of Tigard and Clean Water Services as we continue our planting efforts at Summerlake Park. Help is needed to plant hundreds of native trees and shrubs to green this popular park. Volunteers are asked to arrive by 8:45 a.m. to sign-in and enjoy some breakfast treats and coffee, tea, or hot chocolate. The planting starts promptly at 9 a.m. Friends of Trees will provide gloves, tools, and guidance, so all you need to do is show up dressed for the weather and wearing sturdy shoes or boots— and be ready to have fun! Tigard will help a downtown business relocate before its lease expires,providing the owners with a$450,000 relocation assistance offer that will pave the way to build an expansive plaza along Barham Street earlier than expected. On Tuesday,the Tigard City Council,acting as the city's Town Center Development Agency Board,approved a measure allowing Ferguson Enterprises at 9110 S.W. Burnham St.to be excused from its lease with the city early. The money to move would be funded through urban renewal funds. The city is planning to build Universal Plaza on the property,which could be used for such events as concerts,movies and farmer markets. The city acquired the 1.18—acre Burnham Street property in 2014 but the property had a lease already in place that allowed Ferguson to remain there until 2024. If Ferguson chose to keep its lease,the plaza wouldn't have been completed until 2026.Now,the city hopes to begin construction in 2021 with plans to soon seek out a design team for the project. Still in the preliminary concept plan stage,the plaza would be built adjacent to the Fanno Creek Trail.A previous survey of more than 600 Tigard residents has shown interest in creating a plaza that includes food carts,ample parking,a splash pond for children and other amenities. City staff said the square footage rate for the Tualatin site is 47 percent higher than that charged at its Tigard location. Councilor John Goodhouse said he believes the new plaza will be a huge improvement to the downtown area. Meanwhile,the council also approved having staff provide more information and look at the possibility of adding 52 cents per household to the monthly parks and recreation fee found in residents'utility bills.The addition would allow the hiring of a 1.35 full-time equivalent employee to work on recreation programs. Deep cuts were made to the recreation program during the most recent budget cycle but the next proposed budget will ask for retention of the recreation program along with a recreation coordinator. I Also,the council approved having the Tigard Budget Committee look at adding$1.02 per household to the same parks and recreation fee during upcoming budget discussions so the city can keep up with parks maintenance projects around the city.
