09/12/1978 - Minutes MINUTES Tigard Library Board September 12, 1978 Call to Order The regular meeting of the Tigard Library Board $ Roll Call: was called to order by chairman Yvonne Burgess. All members were present. Reports; Minutes of the July 11 meeting were read and amended to excuse the absence of George Vaternick. Amended minutes were approved. Old Business: Nancie Stimler moved that the Board not subscribe Motion to The Library Trustee Newsletter . Motion was seconded and passed. The Librarian explained decision of the WCCLS Citizens Advisory Board to incorporate themselves rather than form a new committee to receive funds for capital improvements. (September 12, 1978 monthly report for August, paragraph 1c.) New Business: Darlene Laughlin nominated Betsy Chick to be chairman of Library Board during 1978-79. Darlene Laughlin Motion also moved that the nomination be accepted on a un- animous ballot. Motion was seconded and passed. The Stryker report on captial improvement needs for Washington County was discussed. Betsy Chick moved Motion that the Board formally adopt the report. The motion was seconded and passed. Goals & Objectives The Librarian reported that the Goals and Objectives for WCCLS as submitted by the WCCLS committee had been accepted by the Citizens Advisory Board and the Washington County Board of Commissioners. Librarian gave an up-date on work of the WCCLS Committee Administration to Study Administration of County Libraries. Final report of County Libraries will come to Board for acceptance. Librarian reported on VISTA program for out-reach to VISTA program senior citizens. Concern was expressed that the pro- gram might extend services that would have to be withdrawn at the end of the VISTA program. Librarian indicated that a primary goal of the program is to organize a volunteer group that will carry through after the VISTA is gone. Open House Librarian reviewed plans for the open house on Sep- tember 30 which is being sponsored by the Friends of the Library as a celebration of the state aid grant received in January. A suggestion was made that St. Anthony's be contacted aboutplacing a notice on their outdoor display sign. Jeri Cundiff agreed to take this suggestion to the Friends of the Library. Jeri also announced that the Friends of the Library Friends of Library will have a meeting on October 5 at the Library, meeting featuring Mrs. Duncan, who will give a book review. Librarian reported on WCCLS Computerized Circulation Computerized Circu- Committee, indicating that a system in Eugene is lation being favorably considered and that it is planned to begin the operation in Beaverton next July. Tigard would probably go on line in one to two years. The committee is also working on uniform circulation procedures for all libraries using the system. Kathy Tremaine Librarian announced that staff member, Kathy Tre- maine, plans to go on maternity leave beginning the first part of December. From October16 until December 1, she will work half-time. MINUTES, Tigard Library Board, September 12, 1978 - 2 Intellectual Librarian announced that there will be an Intellectual Freedom Workshop Freedom Workshop for all library staff and board members in October at the Hillsboro Library. It was urged that as many as possible attend. It was also agreed that following the workshop, the Board will review Tigard Public Library's selection policy. D. Laughlin Darlene Laughlin tendered her resignation because she will be moving to Beaverton. The resignation was accepted with regret. Appreciation was expressed for Darlene's service on the Board and as a volunteer. Board vacancy Two names were suggested as possible candidate; Sandy Clifton and Vi Cotter.
