Call to order A special meeting of the Tigard Library Board was called
& roll call : to order by Chairman Yvonne Burgess on March 17, 1977
at 1: 30 PM in the Tigard Public Library.
Present : Yvonne Burgess, Betsy Chick, Don Jacobs and
Irene Ertell. Guest : Diene Lund , Cormul-,ity Press.
Excused: Mary Slemons. Absent : Jeri Cundiff.
Reports : The minutes of the previous regular meeting, March 8,
were read and approved. The secretary read the call of
the special meeting as follows: "The chairman of the
Tigard Public Library Board, with the consent of the
board members, has called a special meeting of the
board on March 17, 1 : 30 PM at the Tigard Public Library.
The purpose of the meeting is to study the Tigard City
ordinance which relates to the library, chapter 2.36
of the Tigard Municipal Code and to review material
relating to the operation of a small public library
which was supplied by the consultant for Library
Development, Oregon State Library."
Business: Chairman Burgess read aloud chapter 2. 36 of the Tigard
City code, the City code adopted by Lebanon, Oregon,
governing it library and a sample code furnished by
Oregon State Library.
The board decided to recommend to City Council for study
the following:
1 . Regarding section 2.36.030 as it relates to terms
and appointment of the board:
a. Public announcement of vacancies in local news-
papers.
b. Council solicit suggestions from Library Board.
C. Terms of office run from July 1 through June 30.
d. Board member may serve no more than two consecutive
terms, but may be reappointed after one year interval.
e. Regular representation outside the City boundaries
be a goal.
f. Suggest use of the terms "Chairman' and `Chairman
Pro-Tem" instead of "President and President Pro-Tem. "
g. Suggest that the Head Librarian be designated
Secretary.

h. Add to last paragraph: "These records will be
submitted to City Council. "
2. Regarding section 2. 36.040 relating to the duties
and power of the Board:
a. Participation of the Library Board in oral boards
for selecting the Head Librarian.
b. The Library Board will be responsible for for-
mulating rules and policies for the governance of the
Library.
c . The Library Board will review and approve the
budget prepared by the Head Librarian for submission
to the budget committee.
d. The Library Board shall advise the City Council
on such other activities as the City Council may assign.
Chairman Burgess asked Betsy Chick to get more information
on the City' s Selection Committee.
The board agreed to complete this study at the next
regular meeting.
The meeting adjourned at 3: 30 PM.
