1. CALL TO O RDER:
Chairperson pro tem Mary Bogert called the meeting to order at 7:00 p.m.

3. APPROVE MINUTES
The minutes from the November 14,2018 Board meeting were reviewed.No changes were
requested.
Motion by Jean Hart. Second by Becky Gauthier to approve the November 14,2018 minutes.

There were no suggested changes.
5. CALL TO THE PUBLIC
Rhonda Hudson, Circulation Library Aide was our guest this evening.
6. LIBRARY OPERATIONS
Halsted Bernard.
The November 2018 Statistical Report was distributed.
These devices will be available for circulation to help meet a need for people who don't have access
to Wi-Fi at home or while traveling.We will initially start with eleven devices and re-evaluate if this
meets the needs of our patrons.

A. Borrowing Materials Policy
The Board reviewed and discussed the Borrowing Materials policy.This policy was last reviewed
on February 11,2015.There were a few suggestions to amend the policy as some of the items
had changed.
Under the Fines,Fees and Replacement Charges section,the last sentence has been revised to reflect
the change that we no longer charge fines for juvenile materials. Also,the last sentence in the
second paragraph of this section will be removed.
The suggested change to the verbiage is as follows:
Fines, Fees and Replacement Charges
Librarymaterial is loaned without charge for a defined loan period. Material retained past the loan period
is subject to overdue fines. Tigard Public Library charges overdue fines in order to encourage library
users to return materials for use by other patrons. Patrons are charged fines for material that is overdue,
beginning the first day after the due date. There are no fines assessed for juvenile materials and fFines
are not charged for days that the library is closed.
The charge for lost or damaged material is the replacement cost of the item plus the processing charge.
The processing charge is intended to help offset the labor and materials cost involved with processing a
replacement item.

Motion by Jean Hart. Second by Joseph Callahan to adopt the Borrowing Materials policy as
amended.Motion was approved unanimously.
B. Library Card Policy
The Board reviewed and discussed the Library Card policy. This policy was last reviewed on
February 11, 2015.
Motion by Jean Hart. Second by Becky Gauthier to re-adopt the Library Card policy as
amended by the city attorney.Motion was approved unanimously.
8. ALA POLICY REVIEW
A. ALA Access to LibraQy Resources and Services for Minors: Library Bill of Rights-(Formerly
titled Free Access to Libraries for Minors)
This ALA policy was last reviewed on September 13, 2017.Motion by Lorin Hoklin. Second
by Jean Hart to endorse and reaffirm the ALA Access to Library Resources and Services for
Minors policy.Motion was approved unanimously.

Chairperson pro tem Bogert adjourned the meeting at 7:40 p.m. The next meeting of the Tigard
Library Board is scheduled for Wednesday,January 9, 2019 at 7:00 p.m. in the library conference
room.
