Construction Project Update —January 9, 2019 Newslett r:/—/0
Cook Park Sewer Line
A portion of Clean Water Services'West Durham Basin Improvement Program has started at Cook Park. The
project is replacing aging sewer interceptor pipes that help control water flow with larger,more resilient pipes to
improve wastewater capacity. Truck traffic, trail closures and detours at the park are planned through April
2019. Work began near the wastewater plant and progresses westward. More info is on the CWS website:

Fanno Creek Trail—Woodard Park to Tiedeman Ave
The Fanno Creek trail is open now that the new bridge and trail segment are completed. In early January, the trail
will experience intermittent closures while the contractor completes an excavation next to Fanno Creek. This work
is to create a required floodplain bench. Erosion control measures will be in place and no equipment will be in the
creek. Short delays are possible on Tiedeman Ave. during this excavation for trucks coming and going from the
site.
Dirksen Nature Park
Construction is in the final stages on a nature play area in Dirksen Nature Park south of Tigard Street. The Fanno
Creek Trail and the Nature Park are open. The restroom facility is expected to be open early this year. Portions of
the trail and park may have short-term closures as construction wraps up.
River Terrace Area Construction
• River Terrace subdivisions are under construction particularly on the east side of Roy Rogers Rd south of
Scholls Ferry Rd. If you have any questions,please contact Mike White at 503-718-2464.
• A contractor is building a new subdivision on the west side of 150"Ave south of Hawksridge. Utility work
(with traffic delays) is in progress in 150'Ave.
• Bull Mountain Road Widening and Traffic Signal Construction: Bull Mountain Road (from 164`'to
Roy Rogers Rd) is open with a new roundabout at the future River Terrace Blvd, and a traffic signal at Bull

Hwy 217 Auxiliary Lanes
The Oregon Department of Transportation (ODOT) is designing a project to add an aux-1ary third lane on Hwy
217 southbound from Beaverton-Hillsdale Hwy to Hwy 99W,and Hwy-217 northbound from Hwy 99W to Scholls
Ferry Rd. More information is on the project website at hwy217.org.
Fanno Creek Trail (Woodard Park to Bonita and Hall Blvd to Tualatin)
Design work is in progress on a project to build the remaining segments of the Fanno Creek Trail from Woodard
Park to Bonita Road and build a new connection from the end of 85"Avenue (Hall Boulevard) to the Tualatin

nearing completion and will be submitted to ODOT and Metro in January for re-.iew.
Taco Bell on Highway 99W
Demolition has started at the Taco Bell on 99\\�. No traffic tinpacrs expected on H:\vy 99W,light impacts poo-sible.

Oak Street near 90'Avenue
A contractor is working on Oak Street near 90'Avenue for a new apartment complex. Daytime delays likely.
76' and 79"Avenues south of Bonita Road
A developer is constructing the Elderberry Ridge subdivision on the south end of 76'Ave east of 7.9'Ave south of
Bonita Road. The first layer of paving is done on 79th;utility work is underway.
Tiedeman Avenue and Tigard Street
A developer is building a new subdivision south of Tigard Street east of Tiedeman Avenue. The contractor is
working in Tiedeman Ave from gam to 3pm installing storm and sanitary utilities. Expect delays on Tiedeman.
68`' Parkway south of Hwy 99W
A developer is building a new self-storage facility on the west side of 68`"Parkway south of Highway 99VX7. Some
delays possible.
SW 150th Ave south of Hawk Ridge Drive
A developer is building a 180-lot subdivision on SW 150'Ave south of Hawk Ridge Drive. Grading is substantially
complete, started pipe works, now stopped,but promised to resume work in January of 2019. No impacts to traffic
expected.
SW 121st Ave south of Springwood Drive
A developer is building a 17-lot subdivision on SW 121"Ave south of Springwood Drive. Testing of SA, Storm and
Water systems are under way. Pavement work to repair damaged areas will effect traffic on SW 121 st Ave and
Springwood Dr.
72"d Avenue between Clinton St and Baylor St
A developer is building a new 37-unit apartment building on the east side of 72 d Ave between Clinton St and
Baylor St. The contractor has finished installing sanitary sewer service on i 2nd between Clinton and Baylor. Work
continues on-site as the building footprints are excavated and prepped. Expect some traffic impacts in the area as
work continues.
School Construction
Construction continues on Templeton Elementary School, and on the new Durham Center education services
building near Durham Elementary School. Tigard High School construction is in progress,with periodic sidewalk
closures (with pedestrian detours) while the contractor is working in the immediate area.

Multiple DLIII Arrests Made During Recent High
Visibility Enforcement Safety Campaign
During the most recent High Visibility Enforcement Campaign (Hti'E) which began on December
14th and ended January 2, 2019; nine drivers were arrested for DLIII. Also, during the two-week
long safety-campaign,Tigard Police initiated 37 additional motorist contacts resulting in the issuance
of a citation or warning for other violations including speeding and driving while suspended.
Tigard Police plan to continue participation in the grant-funded program which focuses on extra
police officers patrolling with the primary focus of arresting impaired drivers. The National Highway
Traffic Safety Administration sponsored campaign is credited with improving the safety of our
roads, especially-during the holiday season and other times when alcohol typically is consumed such
as when major televised sporting events air. The next planned HVE will be conducted in February,
throughout Super Bowl weekend.

New Tigard Mayor Jason Snider, along with Councilors John Goodhouse and Liz Newton, were officially sworn
in Tuesday evening at Tigard City Hall. A reception preceded the event. Following the event, Goodhouse was
voted as council president for the new year.

Meanwhile, the council selected three candidates, one of whom will be appointed to Snider's unexpired term as
a Tigard City Council member, to return next week for final interviews. Heidi Lueb, Jason Rogers and Brian
Wolf were selected from a list of 10 total applicants.
The trio will appear next Tuesday night at 6:30 p.m. for 45-minute interviews by the council.
A final decision on who to appoint could be made at that meeting or at a later date.

The "Chat with the Chief" series of talks with Tigard Police
Chief Kathy Alpine continues on Jan. 16 with a discussion on
photo traffic enforcement,which will be installed in the city
this year.
The chat is set from 6:30 to 7:30 p.m. at Tigard City Hall, 13135
S.W. Hall Boulevard.
The city plans to install photo red light cameras along Highway
99W at three intersections—Hall Boulevard, Durham Road and 72nd Avenue. Future plans are to give those
same cameras the ability to ticket motorists who "speed on green."
Engineering studies, approval processes by the Oregon Department of Transportation and other collateral
elements all leading up to the eventual rollout of the program are all occurring presently, according to a police
spokesman. Tentative plans are to activate the equipment this spring.

Because the planned Southwest Corridor MAX line is expected to displace low-income households
between Portland and Tigard,both cities are offering a one-year, $100,000 grant to form a community-
based group to help organize such residents around anti-displacement strategies.
The funding is available through the Equitable Housing Strategy adopted by Portland,Tigard and Metro,
the elected regional government that is planning the project.Applications are due by Jan. 22,the funding
decision will be made on Jan.29,and the money will be available in February.

Those who live on Southwest 92nd Avenue in Tigard will tell you,there's normally not a lot of
action going on.
But following Saturday night's windstorm,there's something new neighbors are talking about: a
150-foot pine tree that is now leaning over the street. The windstorm blew it partially over. PGE
crews were out strapping the tree to a nearby tree as neighbors watched. All are hoping crews
can take down the tree without disrupting power.
