DECISION Notice is hereby given that the City of Tigard Community Development Director's designee has APPROVED the above request.The findings and conclusions on which the decision is based are noted in Section IV. THIS APPROVAL IS VALID FOR 18 MONTHS FROM THE EFFECTIVE DATE OF THIS DECISION. SECTION III. BACKGROUND INFORMATION Site Information: The subject property is located at 12280 SW Hall Boulevard (WCTM 2S101BC, Tax Lot 700); at the northeast intersection of SW Hall Boulevard and SW Knoll Drive. The 0.28-acre site contains an existing 1,860-square-foot community services building,with an attached carport.The site also contains an existing, detached shed that is approximately 264 square feet in size. The property is located in the Tigard Downtown Plan District, Mixed Use-Central Business Zone (MU-CBD), and the Highway 99W and Scoffins Street - Commercial Street Sub Area. SECTION IV. APPLICABLE REVIEW CRITERIA AND FINDINGS 18.650 Tigard Downtown Plan District 18.650.020 Applicability C. Design standards applicability. 2. Expansion, modification and site improvements to existing development: An addition, expansion, enlargement, modification, or site improvements associated with such lawfully preexisting uses and structures shall be allowed, provided the application for such proposed development moves toward compliance with the applicable development standards. Only those downtown building and site design standards applicable to the proposed expansion,modification or site improvements to the existing development shall be applicable. The applicant is proposing modifications to an existing community services building (Just Compassion). Specifically, the applicant proposes modifications to windows and doors on the northern, southern, and eastern building facades.No changes to the building footprint,on-site parking,or on-site landscaping are proposed. Because the applicant is proposing modifications to an existing building, only the building design standards that specifically apply to this project are addressed below. 18.650.070 Building and Site Design Standards A. Create vibrant ground floors,streetscapes and rights-of-way;provide weather protection;and promote safety and security. Intent. Design standards in this section are intended to foster vibrant, inviting streetscapes and sidewalk-facing ground floors and entryways.They are also intended to create buildings that are easily accessible to and provide protection from the elements for pedestrians. They also will help ensure that the ground floor promotes a sense of interaction between activities in the building and activities in the public realm. Building and site design should also address crime prevention through defensible spaces lighting, and features that allow observation and "eyes on the street." DDR2018-0(XX)4 Just Compassion PAGE 2 OF 4 The existing building is located at the intersection of SW Hall Boulevard and SW Knoll Drive. The applicant is proposing to modify windows on the southern building façade,which faces SW Knoll Drive. The applicant also proposes to modify windows on the northern building façade,and windows and doors on the eastern building façade. However, the northern and eastern building facades do not front upon a public street. Accordingly, only the design standards that apply to the southern, street-facing façade are addressed below. 3. Windows. a. Ground floor windows for nonresidential and mixed use buildings: i. 60 percent minimum ground floor window coverage for street-facing wall (minimum window coverage includes any glazed portions of doors). ii. Ground floor window transparency. All buildings with nonresidential ground floor windows shall have a visible transmittance (VT) of 0.6 or higher, with the exception of medical and dental offices, which may have tinted windows. The applicant is proposing to modify windows on the southern building façade. Specifically,the applicant proposes to remove three (3) existing windows at the basement level,and replace them with two (2) new windows. Although the southern façade does front upon a public street, the subject windows are not located on the ground floor; they are located on the basement level. Accordingly, the standards outlined above do not apply. d. Window shadowing for all buildings: Windows shall be designed to provide shadowing. This can be accomplished by recessing windows 3 inches into the facade and/or incorporating trim of a contrasting material or color. Staff reviewed photographs of the existing building and the applicant's materials to confirm that window shadowing will be provided by incorporating trim of a contrasting material or color. Upon review of the applicant's plans and narrative, staff finds the proposed project is in compliance with the applicable requirements of this Title. These standards are met. SECTION V. In October, representatives for Just Compassion met with City of Tigard building officials, namely Mark Van Domelen to discuss the project to renovate the basement area of the day facility.This project entails adding a shower and two bathrooms, laundry, some commercial plumbing upgrades and window/door improvements. Mark Van Domelen advised the Just Compassion representatives to file proper land use permits for B occupancy (house from formerly R occupancy) to meet current code requirements. Once Downtown Design Review is complete,Just Compassion will file proper paperwork for building permits for the downstairs scope of work. We consider this a small renovation project, according to City of Tigard standards. Below are answers to addressed design criteria following Track 1 procedure. B. Procedures. 1. Track 1: Design review compliance letter using design standards. a. Applicability. i. Addition, elimination, or change in location of windows that does not decrease the minimum required window coverage. The current plan is to keep roughly the same amount of windows that are existing, but upgrading them to meet energy efficiency goals. However, we are proposing adding three windows on the east elevation basement level to improve daylighting in downstairs.The size of windows would be consistent with existing sized windows downstairs. Windows are being donated by Rewewal by Anderson ii. Addition, elimination, or change in location of entry doors and loading doors. We only propose widening one existing door from 33x80" to 36x80" to meet ADA requirements.The door will stay mostly in the same location. iii. Addition of new and change to existing awnings, canopies, and other mounted structures to an existing facade. We do not plan on adding any awnings or canopies. We previously applied for a 24x36" free-standing, in-ground sign for the street side of the facade, but nothing that hangs from the facade. iv. For commercial and mixed use developments, modification of up to 15 percent on-site landscaping with no reduction in required landscaping. Modification refers to changing the hardscape elements and the location of required landscape areas or trees. We do not plan on reducing required landscaping and don't plan on adding more than 15 percent of trees or hardscape. We have recently improved the landscape, in partnership with the City of Tigard and Clean Water Services. The alteration only involved adding small plants, mulch and improving the facade landscape. v. Modification of off-street parking with no reduction in required parking spaces or increase in paved area. We can currently fit the amount of parking required in the rear driveway—3 parking stalls according to chart 18.310.2—and are below threshold for required bicycle parking. We do not plan on adding any pavement for this renovation project. We have 1 staff member and 1860 SF. vi. Addition of new fences, retaining walls, or both. We do not plan on adding fencing or walls for this project. vii. Changing of existing grade. We do not plan on altering existing grade for this project. viii. An increase in the height of the building(s) less than 20 percent. We are not increasing height of the building for this project. ix. A change in the type and location of access ways and parking areas where off-site traffic would not be affected. We do not plan on altering parking configuration at this time. x. An increase in the floor area proposed for a nonresidential use by less than 10 percent or under 5,000 square feet.We are not adding any floor area for this project. xi. A reduction in the area reserved for common open space or usable open space, which does not reduce the open space area below the minimum required by this title or reduces the open space area by less than 10 percent. Common/usable open space is not changing for this project.
