CALL To ORDER: Chairperson pro tem Mary Bogert called the meeting to order at 7:01 p.m. 2. ROLL CALL Members Present: Mary Bogert,Becky Gauthier,Jean Hart,Kate Ristau Members Absent: Joseph Callahan, Katie Harris,Lonn Hoklin Alternate Present: Shirley Edwards Alternate Absent: Nina Kung Staff Present: Library Director Margaret Barnes and Confidential Executive Assistant Margaret L. Reh 3. APPROVE MINUTES The minutes from the October 10, 2018 Board meeting were reviewed. No changes were requested. Motion by Jean Hart. Second by Becky Gauthier to approve the October 10,2018 minutes. Bogert—Aye Callahan—Absent Gauthier—Aye Harris—Absent Hart—Aye Hoklin—Absent Ristau—Aye 4. AGENDA ADDITIONS AND DELETIONS There were no suggested changes. 5. CALL TO THE PUBLIC Newly promoted Readers Services Manager Allison Arnold was our guest this evening. Four years ago Allison was hired as the Adult Services Supervisor.She previously worked for the Eugene Public Library. Allison recently informed staff that her time as Readers Services Manager will be brief, as she has just accepted a management position at her home library in Lake Oswego. She will be greatly missed.Allison attended this meeting to talk to the Board about BiblioCommons,the newly released catalog. Arnold presented a PowerPoint that walked through the features available to patrons. She stated the library cooperative is working to create an online library experience that is as welcoming and enriching as what a patron would experience in the library buildings, and the new catalog is a big part of that. At the October Board meeting, Margaret Barnes informed the Board that the managers were researching Wi-Fi hot spot devices that could be provided to patrons to check out and use at home. These devices will be available for circulation to help meet a need for people who don't have access to Wi-Fi at home or while traveling. We will initially start with eleven devices and re-evaluate if this meets the needs of our patrons. 6. LIBRARY OPERATIONS Margaret Barnes informed the Board of the status of the changes that took place with the recent shelf shifting project. All the world languages collection have been moved to their new location on the 2nd Floor, just south of the Houghton Room, and the YA collection of DVDs and music have been incorporated with the adult DVD and music collections. The October 2018 Statistical Report was distributed. The fireplace in the Houghton Room is still not available for use. A bit of remodeling needs to be done first. It may be available for use by March 2019. Margaret Barnes provided a detailed digital statistics report to the Board. This report provided countywide and library specific statistics regarding Libby, Overdrive and the audio e-books. Staff will periodically share these stats along with the Tigard Library stats. A brief discussion ensued. 7. POLICY REVIEW A. Study Room Use Policy The Board reviewed and discussed the Study Room Use policy. This policy was last reviewed on February 11, 2015. Motion by Jean Hart. Second by Becky Gauthier to re-adopt the Study Room Use policy as it is currently written. Motion was approved unanimously. B. Library Use Policy The Board reviewed and discussed this policy at the September meeting. At that time,it was determined that an inquiry should be made to the city attorney to clarify language regarding panhandling. Adding language to this policy addressing this issue would give staff a specific place of reference which will assist in enforcement,if the need arises. The city attorney reviewed two other policies in addition to the Library Use policy—the Posting and Distribution of Materials; and the Petitions/Signature Gathering policies, and submitted the suggested verbiage to the Board to review and consider for adoption. An additional bullet was suggested to be added to the end of the list in the Library Use Policy: • No soliciting is allowed in the library,pursuant to the library s Soliciting Policy. Motion by Jean Hart. Second by Becky Gauthier to adopt the Library Use policy as amended by the city attorney. Motion was approved unanimously. C. Petition/Signature Gathering Policy The Board reviewed and discussed the Petition/Signature Gathering policy.This policy was last reviewed on February 13,2018. The suggested verbiage submitted by the city attorney reads as follows: POLICY:Bye� Any ~, ssoliciting,including, but not limited to, soliciting funds, signatures,petitions, or distribution of materials of any kindymust occur at least 50 feet from the library's main entrance (beyond the bollards), there can be no chair(s) or table set up: and such activities may not impede access to the building_ Motion by Jean Hart. Second by Becky Gauthier to change the name of the policy from Petition/Signature Gathering to Soliciting and to adopt the Soliciting policy as amended. Motion was approved unanimously. D. Postings and Distribution of Materials Policy The Board reviewed and discussed the Postings and Distribution of Materials policy.This policy was last reviewed on January 10,2018. The following inserted language was proposed by the city attorney to be added to the third bullet from the end of the policy. • Persons are strictly forbidden from soliciting including distributing literature, circulating or posting petitions, or soliciting funds, in the library building or within 4350 feet of the building. Motion by Jean Hart. Second by Becky Gauthier to adopt the Postings and Distribution of Materials policy as amended. Motion was approved unanimously. 8. ALA POLICY REVIEW A. ALA Access to Library Resources and Services for Minors: Library Bill of Rights-(Formerly titled Free Access to Libraries for Minors This ALA policy was last reviewed on September 13, 2017.Jean Hart suggested for the Board to wait until there are a few more Board members present to re-adopt this policy. A brief discussion ensued. The consensus of the group was to wait. 9. OTHER BUSINESS A copy of the New York Times article 12 Authors White About the Libraries They Love was distributed to the Board. Discussion ensued. 10. ADJOURNMENT Chairperson pro tem Bogert adjourned the meeting at 8:00 p.m. The next meeting of the Tigard Library Board is scheduled for Wednesday,December 12,2018 at 7:00 p.m.in the library conference room.
