1. Call to Order, Roll Call, and Introductions
Commissioner Henschel called the meeting to order at 5:42 p.m.
2. Approval of Minutes — September 12, 2018, and October 10, 2018
Commissioner Jehnke moved to approve the September 12, 2018, minutes.
Commissioner Ocholi seconded the motion. The motion passed by unanimous
vote of the commissioners present, with Commissioners Henschel,Jehnke and
Ocholi voting yes.

4. Water Supply Update
Mr. Goodrich reported:
• Average water use for the month of October was 5.22 million gallons per day
(mgd). This usage is .67 mgd higher than our 10-year data, and .49 mgd less
than October 2017. Water demand in early November decreased to 4.2 mgd,
which is scasonally normal.
• There was no change in aquifer storage recovery (ASR) conditions in the
month of October. Stored water for ASR well no.1 is approximately 39 days of
supply based on 1,000 gallons per minute (gpm) recovery rates. ASR well no. 2
has 81 days of supply based on 1,500 gpm recovery rates.
• November 10 Bonita Pump Statim data indicates a pH of 7.7 with 0.90 mg/L
chlorine residual, 24 mg/L alkalinity, and water temperature of 9.9 centigrade
(50 degrees F).
• Staff received five water quality complaints in the month of October, several of
which involved "reddish or brown" water from private plumbing and hot water
tank. Staff followed up on complaints, including local flushing to improve
water quality for chlorine taste/odor complaints.
• Water treatment plant operations continue to be normal during the month of
November. Ozone is fully functional and operating without any problems
reported by Lake Oswego Tigard Water Treattrient Plant staff. This week the
plant is serving City of West Linn during a scheduled disruption of their water
supply system at South Fork Water Board.
• Clackamas River USGS information reports that the river is flowing at 1,000
cubic feet per second (cfs) with flows 50 percent less than normal average for
this time of year. Flows last year were over 5,000 cfs during this same time
period due to heavy rains. Water temperature is 44 degrees F, with a pH of 7.4,
and turbidity at 1.2 NTU.
5. Informational Items
Mr. Goodrich reminded the board that the scheduled 3.5 percent increase in water
rates takes effect January 1, 2019. Information on the new water rates is posted on
the city's website, and notices will go out to customers in billing statements and in
the KnowH2O newsletter.

Jehnke and Ochoh voting yes.
