(Alpha) was retained by Riverside Homes, LLC to conduct a Soil Matrix cleanup for a heating oil tank(HOT) located at 14775 SW 76th Ave, Tigard, OR (the Site). The protocol used for this project is in general conformance with Oregon Administrative Rules (OARs) 340- 177-0001 through 0120,Residential Heating Oil Underground Storage Tanks. The Site was formerly occupied by a single-family residence and is located in a primarily residential area (Figure 1). The house was razed and the property is currently under development. 1.1 Applicability Alpha Environmental Services, Inc. asserts that the Soil Matrix cleanup is appropriate for this Site based on the following: • The release is from an underground residential heating oil tank. • Heating oil(diesel#2)appears to be the sole source of petroleum contamination. • No free product is present. • Contamination is limited to soil only. • Contaminated soil above 500 parts per million(ppm)left in place is deeper than 3 feet below ground surface • Soil Matrix score criteria is met(see Appendix D) 1.2 Scope of Services The scope of services for this project included: 1. Decommissioning the HOT by removal,an approved method specified in OAR 340-177-0025. 2. Removing an appropriate volume of petroleum-contaminated soil(PCS)beneath the tank. 3. Collecting sufficient soil samples to confirm the completion of the Soil Matrix cleanup. 4. Submitting the soil samples to a reputable independent laboratory for chemical analysis using approved analytical methods. 5. Evaluating the analytical results with respect to State of Oregon underground storage tank regulations. 6. Preparing and submitting a report to the Oregon Department of Environmental Quality (DEQ) documenting findings and analytical data, and certifying that the HOT decommissioning meets Oregon DEQ regulations. 1.3 Geology/Hydrology The Site is situated within the Willamette Valley,which is a portion of the Puget Trough physiographic sub province of the Pacific Mountain System geological province. This area consists of fluviolacustrine sedimentary deposits. Underlying the area is unconsolidated silt, sand, gravel and clay. The thickness of SOIL MATRIX CLEANUP 14775 SW 76TH AVE,TIGARD,OR PROJECT No.17-18512 PAGE 1 Alha environmental, these deposits is generally less than 100 feet;locally,it may be as great as 150 feet(U.S.Geological Survey, Geologic Map of the Oregon, 1991). No surface waters or wetlands are located in the immediate vicinity of the site. Groundwater was not encountered. 2 SITE WORK The 650-gallon former HOT is located as shown in Figure 2, in a generally east-west orientation and at a bottom depth of approximately 71 inches below surface grade(bsg). 2.1 Sample Collection On March 15, 2018, representatives of Alpha collected initial soil samples and vertical/horizontal delineation samples at the Site. To assess the possible presence of a below-ground release at the Site, one soil sample was collected from directly beneath each end of the tank. These two initial samples were collected with a Geoprobe push-probe from soils 12 to 24 inches beneath the tank through the ground surface. 2.2 Decommissioning On May 8, 2018, representatives of Alpha began overseeing the decommissioning of the HOT. The apparently uncontaminated soil overlying the tank was removed and set aside in an isolated pile. A portion of the top of the tank was cut away with a reciprocating saw to expose the tank interior. Approximately 50 gallons of unused product (emulsified fuel, sludge, and water) were pumped out by Oil Re-Refining Company of Portland,Oregon and taken to their facility for recycling(Appendix B). The tank interior was thoroughly cleaned by hand to remove any remaining product. The tank had normal pitting and rusting due to age. 2.3 Petroleum-Contaminated Soil Removal Following the cleaning of the tank interior, the tank was removed by excavator. This allowed careful observation of the entire area of soil beneath the former location of the HOT. Petroleum-contaminated soil (PCS)below the former tank location, including the soil represented by the original samples and the delineation samples,was removed and carried by excavator to waiting dump trucks for removal from the Site. Approximately 296.1 tons of PCS were removed in this manner from an area approximately 20 feet wide by 20 feet long by 18 feet deep. Soil removal continued downward until the excavation sidewalls and floor appeared to be clean. Alpha representatives then collected soil samples with a decontaminated trowel from several inches beneath/beyond the pit floor/walls to confirm cleanup success. 2.4 Post Excavation Work Following the confirmation of laboratory analytical results,the excavation was filled with native soil. This material was replaced and compacted in approximately 2-foot lifts until the excavation was backfilled to grade. The oil/residue removed from the tank was taken to Alpha's storage facilities pending delivery to Oil Re- Refining Company of Portland,Oregon for recycling. The tank and associated piping were removed from the Site by Alpha and stored pending delivery for recycling(see Appendix A for the latest receipt). Chain-of-custody protocol was implemented throughout the project. 3 LABORATORY RESULTS Laboratory analytical results are presented in Table 1.
