To determine the sewer fees,the EDU count is the new fixture value total (293) less the capped fixture value total (30)for an EDU net increase of 16.44. The sewer tally attached above does in fact reflect credits for capped fixtures—as noted in the "Credits capped #s" column,which shows a total of (5) capped urinals in your case. Upon plan review, our plans examiner counted the total number of new fixtures. If the plans we received do not accurately reflect the correct fixture totals, we will need to receive revised plans to review. Please note that relocated plumbing fixtures, as noted in the "Previous value count" column, are not included in calculating sewer fees since existing fixtures do not increase or decrease sewer usage. I reviewed the changes you made to the sewer tally, but the changes were to the previous fixtures, which do not affect the sewer fees. It appears that the City of Tigard worksheet does not give credit for removal of the existing building plumbing fixtures. All of the plumbing fixtures and waste piping in the building is being removed and/or capped, and new waste piping and fixtures are being installed. Please review attached worksheet which takes this into account. I personally counted all the fixtures prior to demo (also shown on demo plans). Shouldn't the owner just be paying for the NET added fixtures? Here is my proposed revised summary: Current Fixture Value 263 Divided by 16= 16.438 Previous Fixture Value 164 Divided by 16= 10.250 EDU Change 99 Divided by 16= 6.188 ECU Change 6.188 X$5,650.00= $34,962.20 Please review, let me know if we can agree on this EDU change and corresponding Sewer Connection Fee of$34,962.20. To determine the sewer fees, the EDU count is the new fixture value total (293) less the capped fixture value total (30)for an EDU net increase of 16.44. The sewer tally attached above does in fact reflect credits for capped fixtures—as noted in the "Credits capped#s" column,which shows a total of (5) capped urinals in your case. Upon plan review, our plans examiner counted the total number of new fixtures. If the plans we received do not accurately reflect the correct fixture totals, we will need to receive revised plans to review. Please note that relocated plumbing fixtures, as noted in the "Previous value count" column, are not included in calculating sewer fees since existing fixtures do not increase or decrease sewer usage. I reviewed the changes you made to the sewer tally, but the changes were to the previous fixtures, which do not affect the sewer fees. It appears that the City of Tigard worksheet does not give credit for removal of the existing building plumbing fixtures. I personally counted all the fixtures prior to demo (also shown on demo plans). Shouldn't the owner just be paying for the NET added fixtures?
