AND DRAINAGE HAZARD PERMIT i FOR THE SUMMERFIELD TRUNK The Summerfield Trunk is a Unified Sewerage Agency Master Plan line locatedin the area of SW Durham Road and SW 108th Avenue. The Trunk begins just north of the Tualatin River, west of SW 108th Avenue, and progresses northerly to the existing pump station in SW Durham Road. The Trunk consists of approximately 1,900 feet of twelve-inch sewer. The applicant, Unified Sewerage Agency of Washington County (USA), is a regional service district that provides sanitary sewage collection and treatment to urbanized Washington County and portions of Multnomah and Clackamas Counties. USA is not the owner, purchaser of record nor leasee in possession of the five lots across which this application applies. USA is not proposing to develop these lots. Rather, the application proposes to install a regional underground, gravity sanitary sewer within permanent easements across these five lots. The easements have been obtained from the property a owners. s. s The prcposed route of the Summerfield Trunk lies within Washington County and _ the City of Tigard. The total service area of this Trunk lies within the urban growth boundaries of the City of Tigard. The terrain along the proposed route is a narrow, moderately sloping drainageway. The drainageway is bordered by brush and stands of tall deciduous and coniferous trees. During construction, brush will be cleared from the work area about 50 feet wide along the route of.the sewer. It is the Agency's policy that the number of large trees disturbed during construction , d h-d.,e be held to a minimum. The construction will not alter the elevation of thee drainageway. The creek location will be restored back to its original e. location and grade. The flow capacity of the creek will not decrease, if anything, the flow capacity will increase due to the removal of the brush a; allowing less restrictions in the creek channel. i To prevent long term erosion, excavated and disturbed areas will be seeded. To facilitate this seeding operation, the top eight inches of topsoil in the • excavated areas will be retained and then replaced during backfill operations. It is anticipated that within a year following construction, a stand of grass s and brush within the work area will be reestablished and the banks of the i creek will be stabilized. The Trunk begins just north e of the Tualatin River, west of SW 108th Avenue, and progresses northerly to ' the existing pump station in SW Durham Road. The Trunk consists of v approximately 1,900 feet of twelve-inch sewer. The applicant, Unified Sewerage Agency of Washington County (USA), is a regional service district that provides sanitary sewage collection and treatment to urbanized Washington County and portions of Multnomah and Clackamas Counties. USA is not the owner, purchaser of record nor leasee in possession of the five lots across which this application applies. USA is not proposing to develop these lots. Rather, the application proposes to install a regional underground, gravity sanitary sewer within permanent easements across these five lots. The easements have been obtained from the property owners. e— -- The proposed route of the Summerfield Trunk lies within Washington County and the City of Tigard. The total service area of this Trunk lies within the urban growth boundaries of the City of Tigard. • The terrain along the proposed route is a narrow, moderately sloping drainageway. The drainageway is bordered by brush and stands of tall deciduous and coniferous trees. During construction, brush will be cleared from the work area about 50 feet wide along the route of the sewer. It is the d Agency's policy that the numb large trees disturbed during construction be held to a minimum. The construction will not alter the elevation of the drainageway. The creek location will be restored hack tip its original location and grade. This facility has sufficient capacityto , treat additional flows generated as a result of constructing this trunk. As previously mentioned. costs associated with treatment of the increased flows will be offset by service charges on the new units. Removal of the pump station will save the Agency operational costs as stated in Costs and Financial Implications. Elimination of this pump station will also remove the po ••ntial for accidental overflow into surrounding natural dratnageways and associated storm drains. According to the Corps of Engineer's flood plain maps, the lower 350 feet of this trunk would be situated within the flood plain and the remainder within a drainage hazard area. The terrain in u ` this area generally slopes between one and three percent, but exceeds fifteen • percent for a short distance directly south of Durham Road. The creek is bordered by a mixture of evergreen and deciduous trees and fairly dense undergrowth. According to the Washington County Comprehensive Framework Plan, no significant fish and wildlife nor waterfowl and upland birds habitat in this area. During construction, brush will be cleared from a work area about 50 to 60 feet wide along the length of the trunk. Only trees that interfere with 4 construction (within approximately 10 feet of the centerline of the trench) 5` will be removed. It is the Agency's pol i cy that disturbance of large or valuable trees and shrubs be kept to a minimum whenever positible. When the route of the sewer encounters a creek crossing, temporary realignment of the creek will be necessary. Following construction, the creek will be restored to its original location and dimensions. nEeeeeionthe disturb d en areas will be controlled by a planting of grass and clover. In egleittion_to_e the plantings, creek banks will also be stab i za y placement of a jute matting. The overall environmental impact on this area by construction of this trunk will be minimal. The Trunk 'Just north of the Tualatin River, west of SW 100th Avenue, and progresses northerly to the existing pump station in SW Durham Road. The Trunk consists of approximately 1,900 feet of twelve-inch sewer. The applicant, Unified Sewerage Agency of Washington County (USA), is a regional service district that provides sanitary sewage collection and treatment to urbanized Washington County and portions of Multnomah and Clackamas Counties. USA is not the owner, purchaser of record nor leasee in possession of the five lots across which this application applies. USA is not proposing to develop these lots. Rather, the application proposes to install a regional underground, gravity sanitary sewer within permanent easements across these five lots. The easements have been obtained from the property owners. The proposed route of the Summerfield Trunk lies within Washington County and the City of Tigard. The total service area of this Trunk lies within the urban growth boundaries of the City of Tigard. The terrain along the proposed route is a narrow, moderately sloping t z drainageway. The drainageway is bordered by brush and stands of tall deciduous and coniferous trees. During construction, brush will be cleared from the work area about 50 feet wide along the route of the sewer. It is the Agency's policy that the number of large trees disturbed during construction be held to a minimum. The construction will not alter the elevation of the drainageway. The creek location will be restored back to its original location and grade. The flow capacity of the creek will not decrease, if anything, the flow capacity will increase due to the removal of the brush allowing less restrictions in the creek channel. To prevent long term erosion, excavated and disturbed areas will be seeded. To facilitate this seeding operation, the top eight inches of topsoil in the excavated areas will be retained and then replaced during backfill operations. } It is anticipated that within a year following construction, a stand of grass 12. and brush within the work area will be reestablished and the banks of the r , creek will be stabilized. The Trunk begins just north of the Tualatin River, west of SW 108th Avenue, and progresses northerly to the existing pump station in SW Durham Road.' The Trunk consists of approximately 1,900 feet of twelve-inch sewer. The applicant, Unified Sewerage Agency of Washington County (USA), is a regional service district that provider sanitary sewage collection and treatment to urbanized Washington County and portions of Multnomah and Clackamas Counties. USA is not the owner, purchaser of record nor leasee in. possession of the five lots across which this application applies. USA is not proposing to develop these lots. Rather, the application proposes to install a regional underground, gravity sanitary sewer within permanent easements across these five lots. The easements have been obtained from the property owners. The proposed route of the Summerfield Trunk lies within Washington County and the City of Tigard. The total service area of this Trunk lies within the urban growth boundaries of the City of Tigard. The terrain along the proposed route is a narrow, moderately sloping drainagewaya The drainageway is bordered by brush and stands of tall deciduous and coniferous trees. During construction, brush will be cleared from the work area about 50 feet wide along the route of the sewer. It is the Agency's policy that the number of large trees disturbed during construction be held to a minimum. The construction will : not alter the elevation of the drainageway. The creek location will be restored back to its original location and grape. The flow capacity of the creek will not decrease, if anything, the flow capacity will increase due to the removal of the brush allowing less restrictions in the creek channel. K To prevent long term erosion, excavated and disturbed areas will be seeded. To facilitate this seeding operation, the top eight inches of topsoil in the excavated areas will be retained and then replaced during backfill operations. j It is anticipated that within a year following construction, a stand of grass and brush within the work area will be reestablished and the banks of the creek will be stabilized.
