Public Works Update 10/11/18 Item#1Vewsle r: Here is a summary of the work happening in Public Works. Oregon Parks & Recreation Assn. Volunteer Service Award goes to Friends of Bull Mountain Park The Oregon Parks and Recreation.association named The Friends of Bull Mountain Park as this year's recipient of the Volunteer Service Award. The annual award recognizes outstanding parks and recreation projects and partners. Representatives from the group will join city staff at the awards ceremony in November. Nominated by Steve Martin,Tigard Parks &Facilities Manager, the Friends of Bull Mountain Park were the first neighborhood group to ask the City of Tigard to use park bond funding to purchase 10 acres of undeveloped land for a new nature park. "Their persistence, dedication and sweat equity-is why the park exists today," says Martin, "It is a neighborhood park, built by the neighborhood." The group sent representatives to the City Council and Park and Recreation Advisory Board meetings for more than a year to advocate for the purchase of the property in their neighborhood. Once the purchase was complete, they participated in the development of a concept plan for the future park and pursued grants from Metro's Nature in Neighborhood program,in-kind sponsorships from the Tualatin River Watershed Council and the City of Tigard and donations from the community to develop it. Volunteers logged more than 2,000 volunteer hours adding native plants, building a picnic shelter with tables, developing soft trails and creating the city's first nature play structure to make their dream for a community park come true. City/county Insurance Services NEWS October 11, 2o18 Contact: Bill LaMarche 503-763-3824 Tigard Wins Prestigious Safety Award Eugene, Ore. —During the recent League of Oregon Cities annual conference, the City of Tigard received a well-deserved Silver Medal safety award. CIS (Citycounty Insurance Services) presented the award in recognition of the city's good employee safety record during the 2017-18 year. The award showcases cities that foster employee safety, have a proven 1 track record related to safely operating equipment and machinery, and where management has a clear commitment to a safe work ` environment. This year's winning cities also have a strong focus on training. CIS'annual safety awards are presented in three categories: gold, silver and bronze. Cities are grouped by their number of full-time employees, and award-winning cities are determined by the number and duration of time-loss injuries the city has, compared with the number of hours their employees worked in a year. "At CIS, we take the safety of our workers'compensation program members seriously,"said CIS' Executive Director Lynn McNamara. "The City of Tigard has adopted safe work practices—and makes sure those practices are followed, day in and day out. Their commitment and vigilance produces results: employees stay on the job, and costs stay down." The annual safety awards are open to all members of the League of Oregon Cities. Qualifying cities may win a gold, silver or bronze award based on the number of full-time employees, the number of time loss injuries the city has, and their duration, compared to the number of hours worked in a year. Gold awards went to those cities with zero,time-loss injuries. If no cities in a group had zero time-loss injuries, then the gold went to the city with the lowest injury ratio. To learn more about the CIS safety award, please visit cisoregw).org/SafetyAwards. Group 5 Medal City of La Grande Silver City of Lincoln City Silver City of McMinnville Silver City of Roseburg Silver City of Newberg Silver City of Tualatin Silver City of Redmond Silver City of Oregon City Silver City of Pendleton Silver City of Tigard Silver City of Woodburn Gold City of Grants Pass Silver Background: CIS safety awards are based on a Total Time-Loss-Index rating known as DART(Days Avlay,Restrictions and Transfers).DART was created by OR-OSHA and is based on trends of more than 2oo,000 employee hours—and if those injuries and illnesses were severe enough to warrant Days Away,Restrictions and Transfers. Cities that have no time-loss injuries receive a Gold award. Most smaller-sized cities in Groups i-3 have zero Total Time Loss Injuries, while larger cities, Groups 4,S,and 6,have more employees that work hundreds of thousands of hours. It's unrealistic for larger cities to have zero total time loss injuries, therefore,CIS provides Gold awards to cities that have the lowest total time-loss- injury rating. If a city has less than a Total Time Loss Index of 3.64,they qual fy for a Silver award. For cities with a total time-loss-index between 3.65 to 7.27,they're eligible for a Bronze award.Anything higher than a 7.27 and they do not qual fy for an award. The benchmark for a city to qualify for a Bronze or Silver award is to amass at least SS,000 total work hours before a loss time injury occurs to an employee.
