W. '121st Avenue and the Windmill site adjacent to the curb line. This will eliminate the park strip as originally pro- posed, which would have been a maintenance problem and saving a tree on the Windmill site. The concrete sidewalk will be routed around the power poles on both sides as needed with blorkouts around the poles to be provided. Paving will be done in two-(2) lifts with one year lapsing before the final paving is done. 'Je have encuintered similar material and used similar methods in portions of Summerfield within the City as well as king City, Tualatin and other areas of Washington County. In my opinion as Project Engineer, the use of native material for trench backfill has proven itself in field application of similar material under our supervision. The City Council , acting without strict adherence to the PD ordinance , apparently approved a General Plan for the Wind- mill P.D. on August 28. Aside from the fact that the Planning Commission did not review and approve the General Plan , as re- quired by the Code, the original staff analysis was somewhat deficient in its analysis of the development limitations on a portion of the site. The following findings and recommendations are in reference to these areas . Findings 1 . The exact elevation of the 100 year flood plain on this site is indptermi.nnte where the drainage swale enters from the southwest . The desired precision of data is not currently available. However, available data does suggest that , in the vicinity of the drainage Swale, the 100 year flood would inundate to a depth of between 170 ' and 172 ' . The importance of exactly defining the line of demarc,:*ion between the 100 year flood plain and the wetland in the drainage swale should be placed in per- specttve by an understanding of the latter' s relateddevelopment limttat.ions . 2. The drainage swale is underlain by W apato silty cls loam (U. S. Soil Conservation Service classification) which is very poorly drained, has a seasonal water table at the surface or within one foot of the surface, may have ponding in lowlying areas , and is subject to flooding. The soil has severe low strength and a fluid seismic response, which could resillt in the partial if not total loss of bearing strength in the event of a major earthquake. The SCS characteristics indicate that this soil has severe limitations for support of dwellings and shallow excavations. 3. The location of lots #1-3 and 34 (Preliminary Plat dated May 12 , 1978 - also see lots #1-4 and 29 on the Preliminary Plat d.+ ted July , 1978) in the drainage swale would not conform to the Comprehensive Plan , particularly Policies #1, 2, 3, and 5 of the Environmental Design and Open Space Plan . Staff is now in the process of implementing this portion of the plan, and more strin;Pnt restrictions on development in hazardous areas are o being developed. ,L the barest minimum , site., in sensitive areas mill require a detailed development reir-)rt prior to approval ( see Policy F6 of the Environmental. Deign and Open Space Plan) . This situation can be remedied by eliminating the cul-de- sac street serving lots 3 and 4 , making these flag lots , thereby permitting lot 7 to be shifted eastward and lot 2 eliminated. The savings to be realized by not constructing the cul-de-sac and diverting the existing sewer line around lot 7 should offset the value lost from eliminating one building lot .
