08/08/2018 - Minutes City of Tigard Tigard Public Library Board Minutes MEETING DATE/TIME: Wednesday,August 8,2018 7:00 p.m. MEETING LOCATION: 13500 SW Hall Blvd., Conference Room, Second Floor 1. CALL To ORDER: Chair Katie Harris called the meeting to order at 7:02 p.m. Chair Harris welcomed a member of the public who was in attendance and asked her to introduce herself.This was Liz Newton.Liz shared a bit about herself and said she was just here to observe. 2. ROLL CALL Members Present: Mary Bogert,Becky Gauthier,Katie Harris,Lonn Hoklin,Kate Ristau Members Absent: Jean Hart,Joseph Callahan Alternate Present: Shirley Edwards Alternate Absent: Nina Kung Staff Present: Communications Coordinator Paula Walker and Confidential Executive Assistant Margaret L. Reh. 3. INTRODUCTION OF LIBRARY BOARD MEMBERS With the induction of the new Library Board members, each member introduced themselves and shared their involvement with the Library Board and the library. 4. APPROVE MINUTES The minutes from the June 13,2018 Board meeting were reviewed. No changes were suggested. Motion by Lonn Hoklin. Second by Mary Bogert to approve the June 13, 2018 minutes. CALL TO THE PUBLIC Scott Lieberman,Senior Library Assistant—Tech Services was our guest this evening. Scott began working for the Tigard Public Library in October 2017. Scott had ten years of experience working at Powell's and then cataloging the music collection at the PCC Library. He is from the east coast and has lived in Oregon for over 20 years.He is enjoying working in a not-for-profit environment and doing his part to get materials ready for the public. Scott spoke briefly about cataloging and working with bibliographic records for books and magazines. LIBRARY OPERATIONS Margaret Barnes was not able to attend the meeting this evening. Paula Walker, Communications Coordinator attended in her place. Walker distributed the June and July 2018 Statistical Report. Walker explained that since we didn't know what the outcome the levy would be in early spring,staff was instructed to start reducing programs. There will be even fewer programs scheduled for the fall. The Board was informed that the Tigard Library is an official cooling center for Washington County.There are various facilities throughout Washington County that have signed up to be cooling centers when temperatures reach 90 degrees and above. The Tigard Library has been providing ice water in the lobby for patrons when the temps get that high. Paula updated the Board on other library operations.Tech Services have cataloged 24 puppets that patrons can check out.The Adult Summer Reading Program had record breaking sign-ups this year with 595 sign- ups compared to the previous record of 566.We had 2,789 youth sign ups,with a breakdown of 517 teens and 2,272 kids signing up to read for the summer. There is a new streamlined look to the monthly library newsletter Books and Bits that is distributed electronically to library patrons. The Page Turner is a new bi- weekly publication that is now submitted to the City Council packet. This publication updates the Council on the recent activities happening in the library. This packet is also distributed to all city staff, so all staff members have the opportunity to see the latest happenings at the library also.WCCLS now provides a new film/movie streaming service through a program called Kanopy. Patrons can download up to 10 films or movies each month from this site using their library card. 8. DISCUSSION AND UPDATING LIBRARY BOARD BYLAWS With the new Board members joining the Board,it was noticed that the Bylaws had the date of the meeting still listed as the second Thursday of the month. Chair Harris explained the Board used to meet on Thursdays,but when the library began to be closed on Thursdays,the then current Board decided to meet on Wednesday nights instead.The Bylaws were not updated at that time.A brief discussion ensued. Motion by Mary Bogert. Second by Becky Gauthier to amend the Tigard Library Board Bylaws. In Section VI Meetings,Letter A,the first sentence currently reads"the regular meeting of the Board shall be held on the second Thursday of each month at 7:00 p.m. at the Tigard Public Library,unless otherwise determined by the Board." This first sentence in Section VI Meetings, Letter A of the Bylaws will be amended to read: "The regular meeting of the Board shall be held monthly at the Tigard Public Library,unless otherwise determined by the Board." The motion was approved unanimously. This amendment will be submitted to the City Council for adoption. 9. OTHER BUSINESS Chair Harris explained to the new members that this agenda item is a time for Board members to bring up areas of interest or topics they have heard about in the library world. Paula Walker recommended the movie HQ11wood Librarians as an entertaining documentary about librarians. She shared some of the details from the movie and what this documentary covered. 10. ADJOURNMENT Chair Harris adjourned the meeting at 7:45 p.m.The next meeting of the Tigard Library Board is scheduled for Wednesday, September 12,2018 at 7:00 p.m. in the library conference room.
