Community Development Code references are provided throughout the worksheet to guide you to the specific sections that may be applicable to your project. 1 Learn about the Tigard Triangle Development Standards using this worksheet. The full set of standards are online: www.figard-ongov/tigardtrianglc Schedule an Early Assistance Meeting(503-718-2421) with the city. Learn about what 2 standards and permits apply to your project and whether street improvements, land use review, or new street addresses will be required. ➢ Bring all project information and plans and come prepared with your questions. Contact all applicable Service Providers to understand how their requirements may affect your project. See the next page for a list of service providers. ➢ Obtain all required service provider letters and emails. ➢ Adjust your site or building design as needed to meet service provider requirements. Work with the city's Engineering Department (503-718-2440) to understand the standards and permitting requirements for connecting to public utilities, managing stormwater, or working in the public right-of-way. ➢ Adjust your site or building design as needed to meet engineering requirements. Schedule a Plan Check and Permit Submittal Meeting (503-718-2421) with the city after the city assigns new street addresses to your project, where applicable. Your submittal must adequately show how your project meets all applicable 5 development standards, engineering and service provider requirements, and local and state building code standards. Contact the Building Department (503-718-2439) for more information about the building code and permitting process. See the next page for a list of submittal items. The project includes mixed-use apartments with ground floor commercial and frontage improvements to SW 72"d Avenue. No Sensitive Areas were documented on-site or within 200 feet of the project site. The open channel mapped on CWS'storm map is not present. No vegetated corridor extends onto the project site. This memorandum has been prepared to meet CWS natural resource Simplified Site Assessment requirements listed under Chapter 3 of the June 2007(amended August 2008)R& 0 Design and Construction Standards. Background and Existing Conditions The project site is situated on SW 72"d Avenue, south of Highway 99W in Tigard,Washington County,Oregon. The existing land use is residential, consisting of two single family homes and a large shared gravel parking area. The backyards consist of mowed grass and bark chip mulch, with scattered ornamental trees and shrubs. Topography on the site is generally flat(less than 3%overall slope),with a gentle westerly slope towards SW 72"d Avenue. According to the Natural Resources Conservation Service(NRCS)Washington County,Oregon Area soil survey map and the Washington County hydric soils list,non-hydric Quatama loam with 3%to 7%slopes(Unit 37B)is mapped throughout the entire project site(Figure 4).According to the City of Tigard Local Wetland Inventory(LWI)map,no wetlands or waters are mapped on the project site(Figure 5)or within the immediate vicinity of the project site. AKS Natural Resource Specialist,Haley Smith, MNR,conducted a site visit on June 22,2017.There were no Sensitive Areas on-site or immediately off-site.The site generally lacked any native vegetation and was very flat. The undisturbed plant community immediately off-site to the north consisted of red alder(Alnus rubra, FAC), Western red cedar(Thuja plicata,FAC),birch(Betula species),English ivy(Hedera helix,FACU), Himalayan blackberry(Rubus armeniacus, FAC)and rhododendron(Rhododendron species). No visible channel or defined bed and bank was observed off-site to the north. There is also no evidence of a visible channel immediately to the east of the site. The adjacent property to the east is approximately 2 feet higher in elevation than the project site and contained managed lawn and a garden area. There is no open channel on the project site.An 8-inch PVC pipe outfalls into a short, riprap lined channel before draining into a storm grate adjacent to SW 72nd Avenue. The outfall lacked flow during the June 22,2017 site visit. There is no open conveyance channel on-site upslope of the outfall. The location of the inlet is unknown. The on- site area within the vicinity of the CWS mapped open conveyance channel contains gravels.According to google earth imagery, this area was improved with gravel sometime between August 2012 and July 2013. Representative site photographs are attached for reference. An existing conditions plan on a recent 2016 aerial photograph is included as Figure 6. Summary No Sensitive Areas were determined to be present on the project site or within 200 feet of the project site. The project will not impact any Sensitive Areas or Vegetated Corridors;therefore, this project qualifies for a Simplified Site Assessment per Section 3.02.2. Please do not hesitate to contact us with any questions concerning this assessment. labi(d" Haley Smith, MNR Stacey Reed,PWS Natural Resource Specialist Senior Wetland Scientist Field Work and Report Preparation Report QA/QC List of Attached Figures Figure 1.Vicinity Map Figure 2.Tax Lot Map Figure 3.
