Park & Recreation Advisory Board Minutes
The purpose of the Park and Recreation Advisory Board is to advise and
advocate for park and recreation opportunities for a growing Tigard.

1. Call to Order and Roll Call
The meeting was called to order at 7:00 p.m. by Wayne Gross.
2. Approval of Minutes:June 11, 2018
Dave Brown moved to approve the June 11, 2018 meeting minutes. Scott Winkles
seconded the motion. The minutes were approved by a unanimous vote of the board
members present with Wayne Gross, Scott Winldes, Dave Brown, and Ben Holmes voting
yes.
3. Comments from the Audience
Mr. Essenberg commented on the Fanno Creek Trail closure related to the remeander project
that Clean Water Services has begun. He would like to see more information posted, to let
the public know what the project is about, and Mr. Essenberg also suggested, signs be posted
in advance to give notice of the temporary trail closure.
4. Recognition new PRAB Members
Mr. Gross announced the names of 4 new PRAB members: New-voting members Tristian
Irvin, and Ellen Seminara, and new alternates Sean Ernes, and Darlene Dick.
5. Update on Park and Recreation Fee (PARF)
• Public Works Director, Brian Rager, provided an update regarding the 2018 Park and
Recreation Fee's annual report, which is being prepared for presentation at the August,
City of Tigard Council Meeting.
• PRAB will review the report at their next meeting on August 13, 2018.
6. Discussion of Transient Lodging Tax
Nothing new to report at this time.

7. Parks and Recreation Updates
Mr. Markey gave the following updates:
• The First Pop-Up in the Park was on July 4 at Summerlake Park, more than 150 people
attended. The next Pop-Up in the Park will be on July 11 at Cook Park.
• "Goonies" will kick off"Movies in the Park" at Dirksen Nature Park on July 21. Back to
the Future, Peter Rabbit, and Wonder Woman are on the schedule for the month of
August.
• Classes and camps are underway, feedback from parents and kids is positive, and they
would like to see more; full day camp options offered in the future.
• Concert in the Park is set for August 15, 2018, at Cook Park, and will feature the band
"Hit Machine".
Mr. Martin gave the following update:
• Park's Crews are finishing-up renovations on fields at Cook Park after the Balloon
Festival and 4" of July festivities, to prepare for upcoming sports tournaments.
• A multi-agency group to address the standing water on Fanno Creek Trail will begin soon.
• The final payment for the Lasich property has been made.
8. Election of PRAB Officers
• Elections of PRAB Officers postponed until the September meeting.
9. Consideration of August Meeting/Park Tour
• Board members suggested starting the August meeting at 6:00 PM to have time to discuss
the Parks & Recreation Fee, prior to going on a tour of the city parks.

11. Executive Session
An executive session was held at 8:22 p.m.

The meeting was adjourned at 8:34 p.m.
