Please refer to letter attachment A from the City of Tigard dated October 21, 1993. Item 1 - Architecture and Interior drawings will be revised to reflect change of door swing 227B. Refer to attached R-10, dated 10/29/93. Item 2 - This narrowing of the Stock Room adjacent to Door 260B is a discrepancy on the Architectural Drawings. Refer to Interiors Drawing F20B/PP for dimensioned plan (Interiors Drawings are what the Drywall Contractor will be building from). Refer to attached R-11, dated 10/29/93 for revised Architectural plan. Item 3 - As per discussion with Mark Burrows, first part of this issue is voided. Refer to attached R-12 dated 10/29/93 and R-15 dated 11/09/93 for issue of rated corridor. A rated corridor leading to the existing exit stair has been created. We propose a pair of 20 minute doors on hold opens (Door 255A) leading into the corridor (at north east corner of Room 214). Walls to bottom of structure will be one-hour construction and all openings will carry a 20 minute rating (-Doors 211A, 212A, 214A and 252A) with smoke gasketing and closer as well as a one hour rated ceiling assembly. Item 4 - Illuminated signage at appropriate locations (above Doors 227A and 227B) will be provided. Refer to attached R-13, dated 10/29/93. Item 5 - The following is a list of doors referred to in your letter and how we propose dealing with them. 122A- Increased strike edge to 2' -3"-1/4", refer to attached R-9, dated 10/29/93. 227A- Exit only- no requirement. 246C - Exit only - no requirement 256A- Increased strike edge to 1'-6", refer to R-11 dated 10/29/93. 257B - Increased strike edge to 1'-6", refer to R-11 dated 10/29/93. Item 6-We take exception to this issue. t + a. Lobby to elevator is contiguous with sales floor and should not be construed to be a corridor. Access through double doors 118A is for passage of stock/merchandise only and is not for public access. As a group of rooms from the loading dock, an occupant load of 13 can be calculated from the square footage (2913+300=9.71 plus 245=100=2.45). This requires one exit, which is provided at grid 13 between F&G from the loading dock to sidewalk at south loading drive. b. Corridor 233 to elevator 221 is a corridor in name only. Its occupant load is only that of three ancillary spaces (2 stockrooms and a display workroom. 1 occupant each for stock rooms - less than 300 s.f. each and 5 for the display room - office/workroom 500_100=5) and circulation totalling 21 occupants (circulation = 400+30=13.33 or 14). We propose renaming the "corridor" to "elevator lobby" or "circulation" and leaving the plan in the current configuration. Item 7-The entire store structure is non-combustible construction requiring no draft stops. Item 8 - Refer to paragraphs below for our response to these issues: a. Here again we have named a space for mechanical ducts to pass through store areas as "shafts", when in fact they need not be. We propose deleting the reference "shafts" from the Drawings. The logic for this lies in UBC Chapter 17, section 1706.c, paragraph 3 which states: "In one- and two-story buildings other than Group I occupancies,gas vents, ducts, piping and factory built chimneys which extend through not more that two floors need not be enclosed, provided the openings around the penetrations are fire stopped at each floor.". Typically wall furring around ducts will terminate at the ceiling line at finished spaces and as required at stock areas to protect duct work(10'-0" approx. above fin. floor). b. The issue of penetrations as noted in your memo for fire rated corridor construction will be modified to comply with code requirements. Refer to attached R-14, dated 11/5/93. Sincerely, Martin W. Please submit the following items for completion of the plan review process at your earliest convenience: 1. Since the occupant load for the lounge (room 227) is 61 per Table 33-A, door 227B to swing in the direction of exit travel (section 3304(b) ) . 2. Corridors serving an occupant load of 49 or less shall not be less than 36 inches in width (section 3305(b) ) . Please see the beginning of the corridor into stock room 260 at door 260B (sheet A9) . 3. The children's sales area 258 requires two exits with a maximum of 200 feet travel distance to an exterior exit door, horizontal exit, exit passageway or an enclosed stairway (section 3303(d) ) . Since escalators cannot be used as required exits, the customer service area 255 would be required to be a one-hour fire-rated corridor to stair 210. Doors 258D, 252A, 214A, 212A, and 211A to be 20 minute fire-rated assemblies with smoke gaskets (section 3305(g) (h) ) . A possible solution would be to install a fire-rated door perpendicular to the corridor side of the lounge to eliminate code problems in regards to fire-rated corridors and opening protection in the customer service room. In addition, the total occupant load per Table 33-Afor the training room, offices, customer service area, and gift wrap room is 49, requiring a fire-rated corridor. 4. When two or more exits are required from a room or area, exit signs shall be installed at the required exits from the room or area (section 3314(a) ) . Doors 246C, 256A, 257B, 227A, and 122A to have a minimum of an 18 inch strike edge wall (section 3109(H)3, figure #25(a) , and Table 31-F) . 6. Elevators 117 and 221 to have elevator lobbies per section 3305(j ) . 7 . Since this building is classified as 5N construction, draft stops are required per section 2516(f) . On the other hand, if noncombustible construction is present throughout this building, draft stops are not required. Please clarify this issue/concern. 8. Fire dampers complying with the requirements of UBC Standard No. 43-7 shall be installed and be readily accessible for servicing in the following locations: 1. Duct penetrations through shaft enclosures (ducts penetrate the mechanical shafts without fire dampers) . 2 . Duct penetrations through protective elements of fire-rated corridor walls (see corridor area of customer service 255, corridor area adjacent to elevator 117, and corridor 233) . (section 4306(j ) 3 and 5) Please make these corrections on the appropriate pages of the drawings and resubmit 3 copies of each page to the City of Tigard for review. This plan review does not include electrical or plumbing plan reviews . Plans are approved subject to City of Tigard conditions and the following: 1 . Automatic Sprinkler Plans: Plans referred to and examined by this office contain no provisions for the alteration or installation of automatic sprinkler system. Not less than three sets of plans for the installation shall be submitted to this office for approval prior to installation. UBC 302‘(b) 2 . Fire Extinguisher Requirements: Not less than one (1) approved fire extinguisher(s) with a rating of not less than (*) shall be provided for each (**) square foot of floor area or fraction thereof. The travel distance to an extinguisher from any portion of the building shall not exceed 75 feet. Washington Square Rd. 5889C-060-105 Gentlemen: This is a Fire and Life Safety Plan Review and is based on the 1988 editions of the Uniform Fire Code (UFC) and those sections of the Uniform Building Code (UBC) and Uniform Mechanical Code (UMC) specifically referencing the fire department, and other local ordinances and regulations. Plans submitted for the above captioned project are conditionally approved, subject to The City of Tigard Building Department requirements and the following items: Automatic sprinkler head spacing shown on construction drawings were inadequate. Either indicators for automatic sprinkler heads were left off or heads are not located properly. Heads shall be spaced at no greater than 15 feet on center to each other nor closer than 6 feet to each other. Heads shall be spaced not further than 7 1/2 feet off of a wall or an obstruction, nor closer than 4 inches to the same. In this particular case, head location and piping can be checked by a field inspector. Please provide this office with 24 hour notification through Tigard Building Department, prior to anticipated inspection times. Approval of submitted plans is not an approval of omissions or oversights by this office or of non-compliance with any applicable regulations of local government.
