Hall Blvd. Tigard, Oregon 97223 Dear Jim: I am writing this letter to address the issue of second floor exiting that we touched upon briefly at our luncheon meeting and again on the phone on March 11, 1993. In doing an analysis of the occupant load of the second floor, based on a ratio of 90% retail/10% stock; an occupant load of 3688 was calculated (109,388 sq./30 = 3,647 and 12,154 sf./300=41). This is based on 1991 UBC with 1992 Oregon amendments. The calculated number far exceeds the number of stairs provided for exiting, although we will add capacity by utilizing the new pedestrian bridges to the new parking structure. The breakdown is as follows: 3688 total occupants Pedestrian bridge 24 l.f.x 12=288 l.i./.2=1440 occ. 3688 total occupants -1440 occ @ Pedestrian bridge 2248 occ. need to exit via stairs total of 4 stairs @ 6' width = 24 l.f. 24 l.f. x 12 =288 l.i./.3=960 occ. 2248 -960 1288 x .3=386.4 l.i./12= 32.2 l.f. of additional exit width required or 5 stair towers at 6'-5" wide. Page 2 of 3 Jim Jaqua A revision to the occupant load factor was not anticipated when the building and addition were originally designed and would necessitate reallocating a large portion of the first and second floor retail space for additional exit stairs, in addition to the great expenses involved. We would like to propose a breakdown of occupant loads into two categories. One for the original pre-1985 construction that would be based on 1 occupant per 60 square feet and a second for the current proposed second story addition based on 1 occupant per 30 square feet that would break out as follows: Existing second story: 89,052 s.f. - 10% = 80,149/60= 1336 occ. 8,905/300= 30 occ. 1366 occ. 1366 total occupants at existing second story New construction second story: 32,490 s.f. - 10% = 29,241/30= 975 occ. 3,249/300= 11 occ. 986 occ. 986 + 1366 = 2352 total occupants based on hybrid occupant load calculation. Current capacity of exits as calculated by previous paragraph would be: Pedestrian Bridge 1440 occ. Stair 960 occ. 2400 total occupant capacity (as per scheme discussed at luncheon meeting on 3/10/93). Of course, in order to carry the calculated occupant load, the pedestrian bridges need only carry an exit capacity of 1,392 (2,352 - 960). In this configuration, the sum total of both pedestrian bridges will represent 59% of the available exit capacity from the renovated second level. As we discussed in our phone conversation, this slightly exceeds the 50% limit outlined in Section 3308(a), but still represents a reasonable solution for the existing conditions in this project. Page 3 of 3 Jim Jaqua In summary we propose the occupant load factor (1 occupant per 60/sf) for the existing construction be "Grandfathered" with current occupant load requirements (1 occupant per 30/sf) applying to the proposed second floor addition only. This revised occupant load would be served by the four existing exit stairways as well as two pedestrian bridges, each of which will handle less than 30% of the floor's occupant load. This section requires that anchor buildings "stand alone" for area, etc. , and cannot enjoy the unlimited area allowance permitted the mall building. Although the existing anchor building is of type V-N construction with unprotected openings to the mall, Section 104 (b) requires that all buildings plus additions comply as for a new building for area, etc. Therefore, Section 5602 (a) would require that the entire anchor building be of at least 1-hour construction, and since the existing building is non-rated, protected openings at the mall would be required. The modification allows the addition and existing anchor building to be of type V-N construction with unprotected openings to the mall, subject to the following conditions: • The mall and all anchor stores shall be fully sprinklered. • The anchor store shall have all exits fully independent from the mall . • The structural system for the anchor building shall be of incombustible construction. • Minimum 60 '-0" wide yards/public ways shall be maintained around the mall and all attached anchor buildings and parking garages.
