1. Welcome and introductions.
2. Review of draft minutes from Feb. 28, 2018.
Christopher asked a clarification question about the Ballot Measure agenda item discussed at the
Feb. 28, 2018 meeting.
The committee unanimously approved the minutes.
Owens encouraged committee members to come to the Budget Committee meetings starting on
April 23, 2018, to learn about what would happen if the levy didn't pass.

3 .Recap of the City Council's March 27, 2018 decision to appoint one new member to the
CCE: Tamera Boring.
Boring was welcomed to the committee.
4. Discussion of draft report of committee's activities from May 2017 through December
2017 (a report needs to be submitted to the City Council).
Owens gave an overview of the draft report,why it was completed after December and what is
suggested as strategies looking ahead to 2018.
Wood asked Owens to clarify language in the report for the Parks and Recreation Fee that appears
on residents'utility statements.
Hanna said it was a good summary and to adjust language why the report was not initially submitted
at the end of 2017.
Lyons said having the group's activities summarized in a single report was valuable to the
committee.
There was a general discussion of possible goals that were listed, drawn from the committee's
bylaws.
Woodard suggested that the Tigard Downtown Alliance could share its perspectives how its work
program intersect with the city and city events like the Street Fair, Festival of Balloons and Fourth
of July.
With suggested edits to the report,it was adopted unanimously.
5. Discussion of planning goals/objectives—follow-up from Feb. 28, 2018 discussion.
Hanna asked the group how it could have greater impact. He wanted the group to have a better
sense of what they were asked to do and should do,what was outside of its scope, and also what it
could do on its own initiative.
Hanna wanted better structure and direction.
Lauritzen said he wanted the CCE to be more in on the ground floor as projects were starting in the
city.
Olson asked how the group could be more involved in reaching out to the community.
Lyons asked about the issues and departments the group could be more engaged in.
Specht asked how the CCE might be involved in what's happening in issues like regional
transportation planning.

Olson suggested the CCE could have a bigger role push communication out and filtering feedback
coming back in from the community.
Christopher asked how the CCE could be involved in big regional issues like congestion
pricing with regards to community outreach. Can the CCE help with activities to help meet the
needs of Tigard residents. Christopher said earlier input is more preferable for influencing ODOT
projects. The timing of public involvement was crucial to it having any impact on projects.
Woodard suggested Owens share the community attitude surveys conducted by the city be shared
with the group for ideas in its planning.
Committee members wanted to know if the City Council could direct activities to the committee
and how that would work.
Fitzpatrick suggested a smaller group could be tasked for group-directed activities.
Trujillo suggested that the group use an equity lens in determining best methods for sharing city
information with the community.
The group found consensus to have a smaller group from the CCE develop a planning strategy and
facilitate a planning process.
The group agreed to find a time to meet in May to develop a strategic work plan as the only action
item.
6. News from committee members (tour de table).
Owens handed out the city voter information brochures for Measure 34-283.
Owens encourage all members to read the county's voters'pamphlet on that and other items before
voters.
Ramaekers said Tigard Turns the Tide was holding a planning workshop was and was doing a work
plan with parents and teachers.
Lyons said he was doing a podcast.
Kirsten said a Chess for Success fundraiser was coming up.
Lauritzen announced he was departing the committee because of other commitments.
7. The committee adjourned at 8:30.
