TIGARD ST. 85301 Dear .John: This letter is in reference to the subject property and the Improve- ments of Tigard Street along the property frontage. It is my under- standing from my client, George Mull, that the City would allow the drai :age to be directed along Tigard Street southerly to Grant Street anc. then westerly along Grant providing the drainage facilities could handle the drainage flows. Our ,resent development proposal provides for this drainage pattern, In reviewing the drainage facilities that direct storm waters to the west side of Tigard Street, we find that in addition to the 12-inch culvert along the project site frontage, a 21-inch concrete culvert crosses beneath Tigard Street souther'v of the project site. We have determined the maximum capacity of the 21-inch culvert to be 20.5 cubic feet per second (cfs). The capacity of thr t L ?-rh culver along Tigard Street is about ;,.5 cfs. The combLied flows of the two culverts is approximately 23 cfs. The capacit-,r of the existing, ditch along Grant Street is approximately 24 cts, not counting freeboard or ponding at the drainage culverts. The proposed arch culverts replacing the existing double 12-inch culverts at the two driveway crossings of the Grant Street ditch are sized to convey the estimated flow of 23 cfs. MULL APPLICATION: Request by George E. and Gregory S. Mull for Site Development Review approval to allow a 3,000 square foot addition to an existing 3600 square foot computer data storage facility on property zoned 1- 11 (Industrial Park) . Location : 9650 SW Tigard Street (WCTM 2S1 2BA, Lot 700) . DECISION: Notice is hereby given that the Planning Director for the City of Tigard has APPROVED the above application subject to certain conditions , The findings and conclusions on which the Director based his decision are as noted bolow. A. FINDING OF FAC1 1 . Background A site development review request (SDR 21-84) was approved subject to conditions in September, 1984. The request was to allow construction of a 3,600 square foot warehouse building on northernmost tax lot 600. The conditions of approval included half-street improvements, right--of-way dedication, connection to city sewer, and landscaping. No other applications have been reviewed by the City with respect to the subject property (tax lot 700) . 2. Vicinity Information Properties to the east, south, and west are also zoned and developed I-P. Properties to the north across the railroad tracks are zoned and developed R-2.5 (Multi-family Residential, 25 units/acre) . 3 . Site Information The northernmost property (tax lot. 600) is presently developed and is landscaped. The parking lot has ten spaces. Tax lot 700 is vacant, is mostly gravelled, and has been leveled for development . The ,applicant proposes to develop tax lot 100 in two phases . Phase 1 will consist of a 3,000 square foot arldition to the present 3,600 square foot computer data storage facility . the addition will serve as a fire--safe vault . The applicant has ,tated that during this phase, no changes to the parking or landscaping are intended. Phase 2 involves the construction of an approximately 5,500 squaw foot building which wiil be used for new tenants. Phase 2 is intended to begin when a tenant is found for at least 5O percent of thr. socond proposed building . At that time, landscaping and parking will be brought. into compiiarnce with the Community Development Code. I NOTICE OF DECISION - MULL SDR 87-14 - PAGE 1 4. Agency and NPO Comments The Building Division has reviewed the proposal and has no objoc:tions to it. The Tualatin Rural Fire District has reviewed the proposal and notes that if fire hydrants have not already been installed, they should be provided such that a water supply is or can be available within 250 feet of all portions of the building. If the building has a sprinkler system, then the above--mentioned distance is a minimum of 500 feet. Access shall comply with the Uniform Fire Code. The Tigard Water District has reviewed the proposal and has the following comments: There is adequate fire protection with a fire hydrant in close vicinity. However, the 3/4-inch meter• will probably have to be increased in sire to accommodate the larger• demand. It may be better to provide an independent meter to the new facility. The Water District wishes to be consulted on this matter by the applicant. NPO y2 was sent a notice, but is unable to comment because they will not be able to hold a meeting before the comment period ends . The NPO deems it important to hold a meeting before Phase 2 is begun in order to get neighborhood input. The Engineering Division has reviewed the proposal and has the following comments: A condition should be added such that the applicant will assure that no work in the flood plain will occur. The 100--year flood plain elevation line should be marked in the field during construction by a publicly licensed surveyor. Standard half-street improvements and right-of-way dedication will be required along the Tigard Street frontage. 8,. ANALYSIS AND CONCLUSIONS Section 19 . 120.050(a) of the Code indicates that the Director can approve a site development in phases for• a period between one and three years. Subsection(b) sets forth criteria for- approving a phased site development review proposal. They ar•e as follows : 1 . the public facilities shall be constructed in conjunction with or• prior to each phase. 2 . the development. and occupancy of any phase shall not be dependent on thn use of temporary public facilities. A temporary public facility is any facility riot constructed to the applicat•le City or district standards . s . 1he phased development shall not, result in requiring the City or other properly Owners to construct public faci l i t ices that ars required by the approved development. proposal . NOTICE OF DECISION - MULL SDR 87-14 - PAOE 2 1-he applicant's proposal does not appear to be in conflict with any of these requirements. However, as provided in Section i8. 120.060, a bond should be required in order to ensure that the landscaping and parking ultimately are in conformance with the Code and the approved plan. Landscaping should be completed prior to issuance of cccu'pancy permits for the 5,500 square foot structure. rho applicant shall also ensure that all tenants obtain a City of Tigard business tax prior to initiating business. The proposed redevelopment of the property is consistent with the provisions of the Community Development Code Section 18. 120. 180. However, the following areas warrant further discussion. 1 . Landscaping As mentioned above, a bond wi11 have to be posted if the applicant wishes to delay its installation until all structures have been built. The applicant. did riot submit a landscaping plan which satisfactorily ,'.ndicates the landscaping coverage on the property. Plant and tree species, height, and placement must also be indicated. The applicant also needs to indicate how the landscaped areas will be irrigated; therefore, a revised landscaping plan is warranted. 2. Park in3 The plans indicate provision of 11 parking spaces initially and the provision of 8 additional spaces upon completion of Phase 2. Upur, completion of the 3,000 square foot addition to the existing building, a minimum of 10 parking spaces would be required. At the end of Phase 2, 12 parking spaces would be required (1 space: 1 ,000 square feet) . No evidence of a patron serving area has been indicated so this parking requirement is not applicable. The Code requires that at least one secured bicycle rack shall be provided for each 15 parking spaces in any development. The plan!: should be revised to show one bicycle rack which is not located within parking aisles, landscape area, or pedestrian ways . Should all required parking be postponed until completion of Phase 2, then a bond shall be required. I . Vision Cl6arance and Access and Egress No problems are anticipated with respect to vision clearance and access and egress . The vegetation to the north of the access drive is below 3 feet, in height . The revised landscaping plan should indicatc, the height of vegetation and/or trees to the south of the acces!, drive .
