Tigard Street Tigard, Oregon 97223 Gentlemen: A fire and life safety plan re% iew was conducted on the above captioned project for compliance with the 1985 editions of the Uniform Building Code (UBC), Uniform Mechanical Code (UMC), and Uniform Fire Code (UFC) as amended by Tualatin Rural Fire Protection District's Ordinance 86-5. Plans are approved conditional to the following items: 1. Exit Door Hardware: All doors shown on the drawings must be ojenable from the inside for immediate exit at all times without the uz.Q of a key, special knowledge, or effort. (UBC Sec. 3304) Note: This item applies to all interior doors and the exterior for the boat upholstery application area. 2. Exterior Exit Door: Hardware for the exterior doors and key operated deadlocks may be permitted where there is a sign posted on or over the door reading, "THIS DOOR MUST REMAIN UNLOCKED DURING BUSINESS HOURS" in letters not less than one-inch in height on a conrrasting background. (UBC Sec. 3304) Note: This item may apply to all other exterior exit doors. 3. Double Door Hardware: Where exit doers are used in pairs, approved automatic flush bolts shall be used on the secondary leaf. The doo- having the automatic flush bolts must have no door knob or surface mounted hardware. The unlatching of any leaf must not require more than one operation. (UBC Sec. 3304) 4. Firestopping: In all wood framed :ills and partitions, firestopping consisting of 2-inch nominally-sized lumber or other approved materials must be installed at all floor and ceiling levels. Greg and George Mull June 24, 1988 Page 2 Penetrations in this prescribed firestopping to accommodate wiring, plumbing, and other similar utility runs must be packed with noncombustible materials in an approved manner so as to prevent the passage of flame. (UBC Sec. 2516) 5. Landings at Doors: There must be a floor or landing on each side of all doors. The floor or landing must not be more than one-inch .lower than the threshold of the doorway unless serving access for the physically handicapped. k0BC Sec. 3304(h)) 6. Address Required: The tenant space number must be prominently displayed on the street front where it is readily visible to drivers and officers of responding fire apparatus and other emergency vehicles. (UFC Sec. 10.208) 7. Fire Extinguisher Requirements: Not less than one (1) approved fire extinguishers with rating of riot less than 2AIOB:C shall be provided for each 1 ,500 square feet of floor area. or fraction thereof. The travel distance to an extinguisher from any portion of the building shall not exceed 75 feet. (UFC Standard 10-1) 8. Approved Plans on Job Site: One set of approved plans bearing the stamps of the Tigard Building Department and this office must be maintained on the project site throughout all phases of construction ,arid must be made available to building aril fire inspectors for reference during required construction inspections. Inspections Required: Inspection and approval of construction by a representative of this office is required: (a) prior to the cover of any new framing elements following the installation of all utility runs which will be concealed within wall and partition cavities; (b) upon completion of construction and prior to occupancy of the tenant. space. Background A site development review request (SDR 21--84) was approved subject, to conditions in September, 1984, The request was to allow construction of a 3,600 square foot warehouse buildirig on northernmost tax lot 600, The conditions of approval included half-street improvements, i ,ght:--of-way dedication, connection to city sewer, and landscapio,A. No other applications have been reviewed by the City with respect to the subject property (tax lot, 700) . 2 . Vicinity Information Properties to the east, south, and west are also zoned and developed Properties to the north across tho- railroad tracks are zoned and developed R--25 (Multi--family Residential , 25 units/acre) . 3 . Site Information The northernmost property (tax lot 600) is presently developed arid is landscaped. The parking lot has ton spaces . Tax lot 700 is vacant, is mostly gravelled, and has been leveled for development. Tl:e a,:)pl icant proposes to develop tax lot 700 in two phases . Phase 1 will conn i.st of a 3,000 square. foot addition to the present 3,600 square foot computer data storage facility . Tho addition will serve as a fire--safo vault. The applicant has stated that during this phase, no changes to the parking or landscaping are intended. Phase 2 involves the construction of an approximately 5,500 square foot building which will be used for now tenants . Phase 2. is intended to begin when a tenant is found for at least. 50 percent of the second proposed building. Th..: Tualatin Rural Fire District has reviewed the proposal and notes that if fire hydrants have riot already been installed, they should be provided such that a water supply is or can be available within 250 feet of all portions of the building. If the building has a sprinkler system, then the above- mentioned distance is a minimum of 500 feet. Access shall comply with the Uniform Fire Code. The Tigard Water Di.str•i.ct has reviewed the proposal and has the following comments : There is adequate fire protection: with a fire hydrant. in close vicinity. However, the 3/4--inch meter will probably have to be increased in size to accommodate the larger demand. It may be batter to provide an independent meter to the new facility . The Water Dis'-r•ict wishes to be consulted on this matter by the applicant , NPO 02 was sent a notice, but is unable to comment because they will not, be able to hold a meeting before the comment period ends . The NPO deems it important to hold a meeting before Phase 2 is begun in order to get neighborhood input. -1ne Engineering Division has reviewed the proposal. and has the following comments: A condition should be added such that the applicant will assure that no work in the flood plain will occur. B.. ANAL.Y'JS AND CONCLUSION''; .section 18 . 120.050(a) of the Code indicates that the Director can approve a site development in phab,_s for• a period between one and three years. Subsection(b) sets forth crit.er•ia for approving a phased site development review proposal . They are as follows : 1 . The public facilities shall b• constructed in conjunction with or• prior to each phase. 2. The development and occupancy of any phase shall not be dependent on the use of temporary public facilities. A t.empor•ar•y public facility is any fac•.i.lity riot constructed to the applicable City or• district standards . 3 . The phased development shall riot result in requiring the City or other• pr•opert:y owrior•s to construct public facilities that are required by the approved dvvolopmrnt. prcipusal . However, as provided in Section 10 . 120.060, a bond should be.. required in f—der• to ensure that: the landscaping and p:�rking ultimately are in conformance with the Code and the approved elan. Landscaping should be completed prior• to issuance of occupancy permits for the 5,500 square foot structure. The applicant shall also ensure that all tenants obtain a City of ligard business tax prior to initiating business. The applicant also needs to indicate hoW the landscaped areas will be irrigated; therefore, a revised landscaping plan is warranted. 2. Park i n The plans indicate provision of 11 parking spaces initially and the provision of 8 additional spaces upon completion of Phase 2 . Upon completion of the 3,000 square foot addition to the existing building, a minimum of t0 parking spaces wuu1J be required. At the end of Phase 2, 12 parking spaces would be -equir•ed (1 space: 1,000 square feet) . No evidence of a patron servi.nq area has been indicated so this parking requirement is not applicable, l"he Code requires that at least: oi•c secured bicycle rack shall be provided for- each 15 parking spaces in any development. The plans should be revised to show one bicycle rack which is not located within parking aisles, landscape area or pedesirian ways . Should all required parking be postponed until completion of Phase 2, then a bond shall be r•equ i r•ed . 3 . Vision Clearance and Access and Egress No problems ar•e anticipated with respect to vision clearance and access and egress . The vegetation to the north of the access drive is below 3 feet in height. The r-evised landscaping plan should indicate the height of vegetation and/or trees to the south of the access drive. Parking aisle and driveway apron widths meet code requirements . 4. S ignac e No plans for- signs have bean submitted as part. of this application. No signs have yot been erected at the site.
