Tigard Avenue 6089B- 220 -000 Gentlemen: This is a Fire and Life Safety Plan Review and is based on the 1988 editions of the Fire and Life Safety Code (UBC), Mechanical Fire and Life Safety Code (UMC), Uniform Fire Code (UPC), and other local ordinances and regulations. Plans are conditionally approved for installation of the 2, two -hour walls subject to the following conditions: In accordance with City of Tigard construction files, this building is a Type III -N building. It is the understanding of this Plans Examiner that two -hour walls are being added for compliance with the Uniform Electrical Code to establish three separate buildings. The Uniform Building Code does not recognize two -hour area separation walls for Type III -N buildings to create separate buildings. This building is of such size (approximately 15,000 square feet) and fully sprinklered that it can be reclassified as a Type V -N building and be within allowable areas of the Uniform Building Code. Therefore, if the owner, in writing, will agree to allow the city and the fire district to reclassify the construction of this building from a Type III -N to a Type V -N construction, the two -hour walls will be acceptable as creating separate buildings for Uniform Electrical Code application only. The reason for limitation to the Uniform Electrical Code is that construction and design of these 2, two -hour walls do not . comply with total requirements of the Uniform Building Code, but do comply with the intent of the Uniform Electrical Code "Working" Smoke Detectors Save Lives Atlas General Contractors January 14, 1991 Page 2 for creating separate buildings. It needs to be further acknowledged that no electrical wiring, with exception of phone cable, may pass through these two -hour walls. Great care should be taken in the future that movement of these two -hour walls will be highly restricted with the electrical configuration that is presently being installed. With consultation of county electrical inspectors, this department would highly recommend that the new meters being installed on the building be equipped with a master shut -off at each meter on the outside of the building, and at each meter location a sign be permanently placed on the building stating that there are additional master control shut -offs located along the outside west wall. To the best of my knowledge and in accordance with the county electrical inspectors, this would comply with the Uniform Electrical Code, therefore, not requiring the building to be separated into separate buildings by two -hour area separation walls, and leaving much more flexibility in remodeling the building as tenants come and go requiring additional or lesser space.
