Option 1: Use existing pad; relocated landing lights, reduce curb height. In our discussions with Greg Nelson (uf Christenson Electric) and Gerald Eames (of the State Department of Transportation and Aeronautics Division) there is no minimum lighting requirement from FAA or ODOT. Greg Nelson indicated that the lights from the helicopter pad would provide sufficient illumination of the landing surface. The only requirement .for the helicopter lights is to help locate the pad from the distance at night. The locator lights are not required during landing. The existing Use Permit limits pad use from dawn to dusk; therefore, the existing lights around the perimeter of the structure can be eliminated. The curbs around the perimeter of the helipad can be reduced in height and rounded to remove it as an obstacle to the helicopters and still serve as an edge ;a marker for pedestrians. It should be painted. 4s an additional alternative, the landing lights, now located around the perimeter if the helicopter pad, could be relocated '.o the struts thr.c now support the safety netting around the helicopter pad. This would lower the profile of lights and reduce interference with the helicopter landing platform. Attached is a sketch of the curb and safety net. Option 2: Increase pad area and extend perimeter netting. ti Attached are sketches of possible pad extensions. We show an increase area from 22 ft. sq. to 2i ft. sq. This utilizes the existing pad surface and expands in two directions only. This would require only onE- staircase to be moved and allow reuse of existing safety netting and supports. r 3 Brandon Weathers Project Number: 289329 August 12, 1989 Page Number 2 Option 3: Use existing pad and make perimeter netting solid to increase prop efficiency. Mackenzie/Saito & Associates (MSA) checked with Joe Holden (of ODOT) and Jinn Jaqua (of the Tigard Building Department), They had no objections to making the netting solid if the surface was plainly marked to warn people against walking on the extended surfaces. We anticipate using lb-gauge steel plate on top of the existing struts. We reviewed the design of the supports and found them adequate for the additional weight of the plates and additional wind loads. 4r Also, in Option 3, it is possible to incorporate the suggestions in Option 1, In conclusion, it is our recommendation that Option 1 or 3 could be incorporated easily into the existing facility. Option 2 is the least desirable of the three options for the following reasons: (1) The exterior appearance of Lincoln Tuwer would be impacted by the extension of the helicopter pad due to the extension of the netting. (2) Although the structural Framework of the existing helipad could support expansion, xtensive remodeling of the existing stairs and perimeter netting may be cost •ohibitive for the additional value obtained. 1 have sent this report to Baugh Construction for pricing by their construction crews.
