1. Call to Order, Roll Call, and Introductions
Commissioner Jehnke called the meeting to order at 5:33 p.m.
2. Approval of Minutes —April 11, 2018
Commissioner Inman moved to approve the April 11, 2018, minutes.
Commissioner Woodard seconded the motion. The motion passed by unanimous
vote of the commissioners present,with Commissioners Inman,Jehnke and
Woodard voting yes.
3. Public Comments
There were no public comments.
4. Water Supply Update
Mr. Goodrich reported:
Average water use for the month April was 4.3 million gallons per day
(mgd). This usage is typical for this time of year, and matching our 10-year data,

and slightly higher from last year by .3 mgd. Flows in May are still around 4.3
mgd, with variable temperatures.
• There was a change in Aquifer Storage Recovery (ASR) conditions in April
based on testing ASR well no. 1. Stored water for ASR well no. 1 is
approximately 39 days of supply based on 1,000 gallons per minute (gpm)
recovery rates. ASR well no. 2 has 81 days of supply based on 1,500 gpm
recovery rates. Staff operated ASR well no. 1 from April 3 to April 11 for
testing purposes.
• The May 9 data for the Bonita Pump Station indicates a pH of 7.9 with 1 mg/L
chlorine residual, 21.5 mg/L alkalinity, and water temperature of 13.3
centigrade (56 degrees F).
• For the month of April, staff received five water quality complaints—two
reporting milky color (entrained air) and three involving strong chlorine taste or
odor. Based on staff investigation, all of these complaints were linked to the
testing of ASR well no. 1. The well exhibited an entrained air problem, being
last injected with Portland water, which has a different chemistry.
• Water treatment plant operations continue to be normal during the month of
April. Ozone is fully functional and operating without any problems reported
by Lake Oswego Tigard Water Treatment Plant staff. The plant is preparing for
summer operations, and has several positions to fill over the next few weeks
due to staff turnover.
• Clackamas River USGS information reports that the river is flowing at 3,370
cubic feet per second (cfs) with a mean value of 4,050 cfs. These flows are
above our conditional use parameters for April-May. Water temperature is 54
degrees F, with a pH of 8.5, and turbidity at 1.6 NTU. All of these parameters
appear seasonally normal.
5. Overview of FY 2018-19 Water Utility Budget
Mr. Goodrich briefed the board on the highlights of the proposed water budget,
including these projects:
• Water rate and system development charge (SDC) study.
• Cach Reservoir and pump station design.
■ Water master plan.
• Willamette intake facility expansion.

There were no informational items.
7. Non-Agenda Items
Mr. Goodrich answered the board's questions regarding automatic meter reading
using radio read meters.
After discussion, Commissioner Inman made a motion to move the IWB meetings
from the Public Works Auditorium to the Public Works 10 Mil Conference Room.
Commissioner Woodard seconded the motion. The motion passed by unanimous
vote of the commissioners present, with Commissioners Inman,Jehnke and
Woodard voting yes.
