In addition to the standards of this chapter, development within this zone is subject to the standards of Chapter 18.650. SUB-AREA: Highway 99W and Hall Boulevard Corridor. This sub-area is intended to create a "pulse-point" along the Highway 99W corridor. Located at the intersection of 99W and Hall Boulevard, the area has the high traffic and visibility to draw potential retail customers from the region.It will also serve the potential for future high capacity transit in the corridor. The area will accommodate higher levels of vehicular circulation,while maintaining a pedestrian scale at the ground-floor level of buildings. It would allow development of mixed use and retail buildings that could vary in scale from one-story retail-only buildings,to mixed use buildings up to 45 feet tall with retail on the ground floor and residential and/or office uses above. DECISION Notice is hereby given that the City of Tigard Community Development Director's designee has APPROVED the above request. The findings and conclusions on which the decision is based are noted in Section IV. THIS APPROVAL SHALL BE VALID FOR 18 MONTHS FROM THE EFFECTIVE DATE OF THIS DECISION. SECTION III. SITE AND PROPOSAL INFORMATION Site Information: The subject property is located at 11875 SW Pacific Highway (WCTM 1S135DD, Tax Lot 900); at the northeast intersection of SW Hall Boulevard and SW Pacific Highway.The 0.86-acre site contains one (1) commercial building that is occupied by a bulk sales use(Broadway Furniture),one(1) building that is used for storage only,and an on-site parking lot. The property is located in the Tigard Downtown Plan District, Mixed Use-Central Business Zone (MU-CBD), and the Highway 99W and Hall Boulevard Corridor Sub Area. SECTION IV. APPLICABLE REVIEW CRITERIA AND FINDINGS 18.650 Tigard Downtown Plan District 18.650.020 Applicability C. Design standards applicability. 2. Expansion, modification and site improvements to existing development: An addition, expansion, enlargement, modification, or site improvements associated with such lawfully preexisting uses and structures shall be allowed, provided the application for such proposed development moves toward compliance with the applicable development standards. Only those downtown building and site design standards applicable to the proposed expansion,modification or site improvements to the existing development shall be applicable. The applicant proposes to add two (2) windows on the southern facade of an existing commercial building at 11875 SW Pacific Highway. Because the applicant is proposing a modification to an existing development, only the building design standards that specifically apply to this project are addressed below. No changes to the building footprint, on-site parking, or on-site landscaping are proposed; therefore, the site development and site design standards outlined in 'IDC 18.650.050 and TUC 18.650.070 do not apply to this project. 18.650.070 Building and Site Design Standards A. Create vibrant ground floors,streetscapes and rights-of-way;provide weather protection;and promote safety and security. Intent. Design standards in this section are intended to foster vibrant, inviting streetscapes and sidewalk-facing ground floors and entryways.They are also intended to create buildings that are easily accessible to and provide protection from the elements for pedestrians. They also will help ensure that the ground floor promotes a sense of interaction between activities in the building and activities in the public realm. Building and site design should also address crime prevention through defensible spaces lighting, and features that allow DDR2018-00001 Broadway Furniture PAGE 2 OF 3 observation and "eyes on the street." 3. Windows. a. Ground floor windows for nonresidential and mixed use buildings: i. 60 percent minimum ground floor window coverage for street-facing wall (minimum window coverage includes any glazed portions of doors). ii. Ground floor window transparency. All buildings with nonresidential ground floor windows shall have a visible transmittance (VT) of 0.6 or higher, with the exception of medical and dental offices, which may have tinted windows. d. Window shadowing for all buildings: Windows shall be designed to provide shadowing. This can be accomplished by recessing windows 3 inches into the facade and/or incorporating trim of a contrasting material or color. The applicant proposes to add two (2) windows on the southern facade of an existing commercial building at 11875 SW Pacific Highway. This facade directly fronts SW Pacific Highway, and currently contains one (1) existing window with three (3) window panes. The addition of the new windows will create 45 percent ground floor window coverage on this street-facing facade.Although this proposal does not meet the minimum 60 percent ground floor window coverage standard, this modification moves toward compliance with the standard, and is therefore approvable (TDC 18.650.020.C.2). The applicant proposes to have the new windows match the transparency and design of the existing windows. Staff reviewed photographs of the existing building and the applicant's materials to confirm this proposal will meet the ground floor window transparency standard outlined above, and that window shadowing will be provided by incorporating trim of a contrasting material or color.Upon review of the applicant's plans and narrative, staff finds the proposed project is in compliance with the applicable requirements of this Title. These standards are met. SECTION V. Track 1. The design compliance letter provides for a Type I review process, using the clear and objective design standards. It is intended for smaller building and site renovation projects, which meet the threshold of 18.650.030.B.1.a. 2. Track 2. The administrative review track is more complex and provides for a Type II review that requires review utilizing clear/quantifiable standards. It applies to new development and renovation/remodeling projects listed in 18.650.030.B.2.a. 3. Track 3. The design review board track provides for a Type III review process through which a design review board determines compliance with the design objectives. After or concurrently with receiving design approval, a development will be reviewed as a Type II review for all other applicable standards or a Type III review for a conditional use. B. Procedures. 1. Track 1: Design review compliance letter using design standards. a. Applicability. �►�" i. Addition, imination, or change in location of windows that does not decrease the mini m required window coverage; oy ii. Addition,elimination,or change in location of entry doors and loading doors; iii. Addition of new and change to existing awnings, canopies, and other mounted structures to an existing facade; iv. For commercial and mixed use developments, modification of up to 15 percent on-site landscaping with no reduction in required landscaping. Modification refers to changing the hardscape elements and the location of required landscape areas and/or trees; v. Modification of off-street parking with no reduction in required parking spaces or increase in paved area; vi. Addition of new fences,retaining walls,or both; vii. Changing of existing grade; viii.An increase in the height of the building(s) less than 20 percent; ix. A change in the type and location of access ways and parking areas where off-site traffic would not be affected; x. An increase in the floor area proposed for a nonresidential use by less than 10 percent or under 5,000 square feet; xi. A reduction in the area reserved for common open space and/or usable open space,which does not reduce the open space area below the minimum required by this title or reduces the open space area by less than 10 percent.
