8/12/2015 - Minutes City of Tigard Tigard Public Library Board — Minutes MEETING DATE/TIME: Wednesday,August 12, 2015 7 p.m. MEETING LOCATION: 13500 SW Hall Blvd., Conference Room, Second Floor 1. CALL TO ORDER: Vice-Chair Katie Harris called to order the August 12,2015 Tigard Library Board at 7:01 p.m. 2. ROLL CALL Present at the meeting were: Katie Harris,Linda Monahan,Michelle Taylor,Jan Thenell,Nicci Walker and Cole Weber;Library Director Margaret Barnes and Executive Assistant Alison Grimes. Scott Hancock was excused. In Hancock's absence, Harris chaired the meeting. 3. APPROVE MINUTES The minutes from the May 13, 2015 Library Board were reviewed and approved. AGENDA ADDITIONS AND DELETIONS Add Code of Conduct and Library Strategic Plan between items 5 and 6. 5. CALL TO THE PUBLIC Harris welcomed the new Board members and thanked them for their willingness to volunteer. Members and staff then introduced themselves and told a little about their love of the library. 6. CODE OF CONDUCT Barnes distributed and explained the City's Code of Conduct.-Tigard Boards, Commissions and Committees document. All members and alternates who sit on a committee, board or commission receive this and are asked to sign. LIBRARY STRATEGIC PLAN Barnes gave a recap of information concerning the Strategic Plan which was discussed during the May meeting. The 2015-2020 Library Strategic Plan will focus on the following, chosen during two meetings held in April and approved by the Library Board during May's meeting: ■ Be an Informed Citizen o Local,National and World Affairs ■ Express Creativity o Create and Share Content ■ Stimulate Imagination o Reading,Viewing and Listening for Pleasure A draft of a letter containing information from both the past and current plans, addressed to the citizens of Tigard from the Library Board was reviewed. The letter explained what was accomplished during the previous five-year plan and then described the goals for the 2015-2020 year plan. After the Board's review, a motion was made and approved the letter as written. Motion—Weber Second—Walker Hancock—Excused Harris—Aye Monahan—Aye Taylor-Aye Thenell—Aye Walker—Aye Weber-Aye 8. WCCLS OPERATIONAL LEVY Several items from WCCLS concerning the operational levy (Measure 34-235) that will be on the November ballot were distributed to the Board—a WCCLS coaster and a rack card with levy information. Tigard-specific rack cards should arrive from WCCLS soon. This replacement levy,if passed,replaces a 5-year levy that expires in June 2016. The rate would be 22C per$1,000 of assessed value, an increase of 5¢ over the current rate. If the levy passes, the Tigard City Council has agreed to reinstate Thursday hours. The funding will provide staff for the public service desks—no programs or special events would occur. It was also noted that no candidates are on the ballot for this fall; citizens will only have several measures to vote on. 9. LIBRARY OPERATIONS Statistics from May,June and July were distributed. Barnes spoke with the Board about the installation of the Automated Materials Handling system that was installed by Lyngsoe Systems whose corporate office is located in Denmark. The Board will be given a tour of the system after the meeting. A question was raised about the coffee shop in the lobby,wondering if we had received any inquiries. Barnes said that she knew that there was some interest in the facility,but any questions about its use are referred to the Purchasing division of the City. Ideas for its use other than as a coffee shop were posed by several members. 10. Circulation statistics were higher this July than last;not sure if it is due to the new equipment. One of the members asked if it would be possible to add wireless statistics to the monthly statistical report. Barnes noted the question and said that staff would add that figure to the report. Summer Teen Volunteering was also mentioned. This year's group did a great job keeping up with shelving materials. 11. ADJOURN There being no further business, the meeting was adjourned at 8:13 p.m. Following the adjournment,Board members were given a tour of the Automated Materials Handling system and an opportunity to return materials themselves to see how it operated. The next meeting of the Tigard Library Board is scheduled for Wednesday, September 9, 2015 at 7 p.m. in the second floor Conference Room of the Library, 13500 SW Hall Blvd.,Tigard.
