Welcome and introductions. The group discussed at the beginning of the meeting whether it could conduct business with eight members present. The bylaws confirmed the group needed a quorum to vote and conduct business. A quorum was present and the committee could conduct business. Owens introduced Norma Trujillo, one of two new members appointed to the CCE.The second new appointee,Bhushan Gupta,was excused due to travel. 2. Review of draft minutes from Dec. 13, 2017. The group unanimously adopted the meeting minutes from Dec. 13, 2017. 3. Recap of the City Council's Feb. 6 decision to appoint two new members to the CCE: Bushan Gupta and Norma Trujillo. Trujillo was welcomed by the attending committee members. 4. Update from Rudy Owens on the City Council's Feb. 13 decision to put a local option levy to Tigard voters in the May general election. Owens provided an update on the City Council's February decision to put an operating and capital levy to voters on May 15,in order to maintain and increase city services.The levy would be for a five-year period,if approved, and assess a tax of$1.18/$1,000 in assessed value. The group asked if the city had sent a levy to voters before. Owens said he would confirm if that had happened. [After the meeting Owens confirmed a one-year was put to voters in May 1983, to fund seniors,police and staff services.] The city has sent bond measures to voters,including a 2010 parks bond and 2004 library bond. The group wanted to know if the levy was to maintain or enhance city services. Owens said he would provide an update later once confirmed FAQs and other information was approved by the Secretary of State's office. 5. Committee housekeeping: choosing a Vice Chair. The group discussed the role of the chair and vice chair. Owens read the committee rules to the group explaining the vice chair's role. Everyone understood the rules. The committee made a motion that was seconded to nominate Hanna as vice chair. The committee unanimously elected Hanna to the position of vice chair. The current chair is Christopher. 6. Discussion of city's communications with residents and survey of CCE members evaluating the city's communications channels. Owens and the group discussed a survey taken by group members, evaluating city communications and taken between Feb. 14 and 20, 2018. Ten of 15 committee members took the survey. Owens highlighted results noting the resident groups that the members felt were not receiving city information: renters, disabled individuals,groups with language barriers or who spoke a language other than English at home. The group discussed the pros and cons of different platforms. Owens noted the growing popularity of Nextdoor,but some members said it wasn't a useful platform because of the amount of information that was not important. Lauritzen,who is a moderator for Nextdoor, explained he could delete inappropriate posts for his Nextdoor neighborhood. Some suggested renters and younger residents likely would use Instagram and Snapchat. Some thought Facebook did a good job. Hanna said information needs of end users would drive some communications functions, such as during inclement weather,when people sought city information. The groups spent additional time discussing how the Senior Center shared information with the elderly and homebound.Audritsh said Meals on Wheels sent a popular newsletter out once a month. The center also shared stuffer information, such as what to do during hot weather. Audritsh expressed supported for an open space downtown. Owens informed the group the council has been briefed on a design concept for a plaza space on SW Burnham Street that could accommodate concerts, events, farmers markets and more. Hanna shared with the group he thought it would benefit from having more clarity and clearly defined responsibilities. He suggested the group consider a strategic planning process. Owens pointed to the committee's bylaws,which defined the committee's scope of work and responsibilities. Owens also proposed the group could consider a study session meeting with the City Council. He also said any member of the committee was always welcome to attend any council business meeting and provide comments and ask questions of the council. The group agreed it should meet again to discuss how it how it could have more clearly defined roles and learn more what the council wanted. Ramaekers shared Tigard Turns the Tide event information about a guest speaker and former NBA player Chris Herren, scheduled for March 5. 7. Adjourn.
