RESOLUTION NO. 18-CZ
A RESOLUTION OF SUPPORT FOR A METRO 2040 GRANT APPLICATION TO ASSESS THE
FEASIBILITY OF MISSING MIDDLE HOUSING IN TIGARD
WHEREAS, Metro offers an annual 2040 grant program to assist cities in the region with planning and
development work;and
WHEREAS, the City of Tigard intends to adopt development code amendments to allow a wider variety of
housing options for Tigard's residents;and
WHEREAS, Goal 10.1 of the Tigard Comprehensive Plan is to provide opportunities for a variety of housing
types at a range of price levels to meet the diverse housing needs of current and future City residents;and
WHEREAS,the Tigard Comprehensive Plan Goal 10 includes an action measure to provide information about
accessible design practice to housing developers,and the City desires to accommodate and encourage universal
design in housing to support the diverse needs of its citizens;and
WHEREAS,in 2016,Metro published the Opportunities and Challenges for Equitable Housing report, calling
for a wider variety of housing types throughout the region,including missing middle housing types;and
WHEREAS, the discussion draft of the Southwest Corridor Equitable Development Strategy (SWEDS),
published in March 2018, includes as it Goal 3: Increase choices for new homes for all household types and
incomes;and
WHEREAS, one of the strategies for implementing this goal in the SWEDS discussion draft is to recruit
community land trusts to the SW Corridor,and
WHEREAS,the City of Tigard has partnered with Proud Ground,the state's largest community land trust, on
this grant proposal.
NOW,THEREFORE,BE IT RESOLVED by the Tigard City Council that:
SECTION 1: Council approves submittal of an application for a Metro 2040 Planning and Development
Grant to perform a feasibility analysis of missing middle housing development in Tigard and
to guide the city and its partners in providing equitable and affordable housing in a cost-
effective manner.
SECTION This resolution is effective immediately upon passage.
