KEY FACTS AND INFORMATION SUMMARY
Alta Planning + Design has completed 60% design documents for the Tigard Street Heritage Trail and Rotary
Plaza.These documents include detailed trail alignment, trail amenities and fixtures,and a detailed plan for the
plaza. The documents are currently under review by staff in Engineering,Public Works, and Community
Development as well as ODOT, ODOT Rail,and Clean Water Services. In addition, since potential
jurisdictional wetlands were found on the site, the Army Corps of Engineers is reviewing the project. Based
on comments received,the plans will progress to the 90% stage.
The latest plan set includes the improved and widened trail,with shoulders on each side,in addition to a rail
crossing at Tiedeman and improved pedestrian connections across Tigard Street to Grant and Katherine
Streets. The Main Street end of the trail widens to a plaza with improved parking,ADA accessibility,a public
restroom,and other site amenities and furnishings,including a donated clock from Tigard Rotary Clubs that
will serve as the heart of the plaza.
The project is currently 60 days behind schedule due to extended review time by staff,ODOT, and required
wetland delineation activities. The project managers are working with Alta to try to compress some phases to
reduce the schedule gap.
This stage of the project has firmed up the design and specifications,and the design team and project
managers are moving forward within the constraints of timeline,budget,and agency oversight.
Alta has also provided cost estimates for the project as currently designed,which are slightly higher than
original projections. In addition,ODOT and the Army Corps have required additional work outside the
original scope of the project that have required changes.An interdepartmental staff review team is working to
determine where cuts can be made to bring the project in on-budget. It is likely that some items will need to
be funded through other sources in subsequent phases,and some will need to be removed from the project
scope altogether.
Background
The Tigard Street Heritage Trail uses 3/4-mile of abandoned rail corridor parallel to Tigard Street.This ODOT
property was leased by the city for 99 years beginning in 2014. Running from Main Street to Tiedeman
Avenue, this trail provides a safe off-street biking and walking connection from Downtown Tigard to centers
of employment along Tigard Street. Funding sources include a state Connect Oregon VI grant,a Washington
County MSTIP grant and the City of Tigard. Funding for elements not allowable under the other grants will
come from the Urban Renewal program.This update will provide an overview on the project budget and
schedule.
