Call to Order and Roll Call The meeting was called to order at 7:00 p.m. by Wayne Gross. 2. Approval of Minutes: February 12, 2018 Claudia Ciobanu moved to approve the February 12, 2018 meeting minutes. Linda Shaw seconded the motion. The minutes were approved by a unanimous vote of the board members present with Wayne Gross, Linda Shaw, Scott Winkels, Ben Holmes, Claudia Ciobanu, and Troy Mears, voting yes. 3. Comments from the Audience Neil Brown complimented Martin McKnight for his great work at Cach Park. • Mr. Brown also shared that there has been a group formed, and they are working to raise funds privately toward bringing a YMCA to the City of Tigard. 4. Update on Levy and Bond process • Mr. Martin provided 2 handouts regarding the Levy: o Measure 34-283 Tigard Levy Focusing on Police, Parks, Library ■ Information showing how the upcoming levy for the City of Tigard will target the Police, Parks & Rec, Library, and Safety. o Restrictions on Political Campaigning by Public Employees — ORS 260.432 w Information about what you can and cannot say about the levy as a PRAB member, and or public employee. • A possible Bond is still in the preliminary stages. 5. Discussion of Transient Lodging Tax • The board members discussed a variety of properties in the City of Tigard to build revenue generating sports fields on, and the pros and cons of each site. • Troy Mears suggested having other recreation vendors like REI come to a meeting to help brainstorm ideas. • PRAB members would like to keep this topic on the next PRAB meeting agenda. Parks and Recreation Updates Mr. McKnight gave the following updates: • Park's is 80% through the hiring process for seasonal employees, and will be fully staffed by April. • As of March 1, 2018, the gates are open at Cook Park. • The Tualatin Interceptor and Siphon improvement project, starting approximately mid-October of 2018, will go through the Cook Park parking lots; the project should be complete by the spring of 2019. • Summerlake Park irrigation improvement project has begun. Mr. Markey gave the following updates: • The annual Egg Hunt at Cook Park will be on Saturday, March 31, 2018 at 9:00 a.m. • Recreation has hired Kaitlyn McKinnery as a temporary part time Program Specialist. • The 2018 Spring Activity Guide has gone out to schools for distribution. Included with the activity guide was an insert of the 2018 Summer Camp Guide. o The community will also receive the 2018 Summer Camp Guide which was inserted in their Tigard Life mailer Mr. Martin gave the following update: • Recreation will not run the after school program this year, there is not enough staff to operate the program due to budget constraints. The after school program plans to return next year if the proposed levy passes. 7. Non—Agenda Items • Linda Shaw and Ben Holmes shared information from the Farino Creek Trail Improvement meeting, and let the board members know there will be a tour of 2 of the 4 proposed improvement areas on the trail, at 5:00 p.m. on March 21, 2018. • Mr. Martin shared that he spoke with the city attorney about needed changes to the PRAB parts of the municipal code and by-laws, regarding term limits; elected secretary, submission date for meeting minutes, and how many terms a chair can serve. o PRAB members recommended removing term limits. 8. Executive Session An executive session was not held. 9.
