The purpose of the Park and Recreation Advisory Board is to advise and
advocate for park and recreation opportunities for a growing Tigard.

1. Call to Order and Roll Call
The meeting was called to order at 7:05 p.m. by Wayne Gross.

2. Approval of Minutes: December 11, 2017
Scott Winkles moved to approve the December 11, 2017 meeting minutes. Linda Shaw
seconded the motion. A vote of the board members present did not achieve a quorum to
approve the December 11, 2017 meeting minutes.
Approval of the minutes for December 11, 2017 will be added to the February 12, 2018 agenda.
3. Comments from the Audience
Chris Garsteck shared that she submitted three proposals and is working together with Herb
Burris and Martin McKnight towards a permanent fence for the dog park at Summerlake Park.
4. Parks and Recreation Updates
Mr. McKnight gave the following updates:
• Summerlake Dog Park's fence and gate improvement expected to be complete by the end of
January.
• Parks will begin to advertise the end of January for Seasonal employees, and approximately
half of the seasonal parks crews will begin in March.
• New park signs are popping up around town, new and old signs are beginning to be installed
as part of a three-year improvement project.
• For the second year, Boy Scout Troop 423 held two weekend tree-recycling events in Cook
Park; the events benefitted Tigard Parks by providing approximately 40 to 60 yards of
woodchips used for tree rings and trails.
• The Park Department is purchasing two new gators in January to replace equipment that is
more than15 years old.
Mr. Markey gave the following updates:
• Work has begun on the Spring Activity Guide, and an insert of the upcoming summer
program camps and classes will be included in the guide.
• Working on updating contracts for recreation programs.
# Recreation will be hiring a seasonal or temporary part-time position to assist with the busy
season.
Mr. Martin gave the following updates:
• Reservations are opening for park shelters and the community gardens.
• Two parks major maintenance projects are being considered:
o Cost estimate of a new drive bridge at Dirksen Nature Park.
o Saving the pedestrian bridge below the area where a sequoia was removed near the
library.

5. Discussion of Council Meeting (Dec 19, 2017)
• The recreation position that was held by Lexi Hallum will not be filled at this time, and it
was discussed how the loss of this position will affect the ability to run revenue generating
recreation programs.
• Contracts vs instructors for recreation programs was discussed.
• Planning for next year's budget was discussed.
• Transient Lodging Tax funds as a possible funding source for parks and recreation was
discussed.
6. PRAB Goals for 2018
Park and Recreation Advisory Board goals — 2018
• Participate in budget committee meetings and advocate for the needs of parks and recreation
in the annual budget process.
• Guide, support, and protect expansion of the citywide recreation program.
• Make recommendations and finalize the bond measure allocation of remaining funds.
• Engage other community and city organizations to drive park development, park
stewardship and recreation.
o Including making recommendations on the use of the Lodging Tax.
• Maintain Park and Recreation Advisory Board (DRAB) transparency and public
communications.
• Explore innovative recreation programs.
• Support the city's walkability vision
7. PRAB Officer Election for 2018
PRAB Officer Election is postponed until the February 12, 2018 PRAB meeting.
8. Non —Agenda Items
The following were the non-agenda items:
• Steve Martin shared the following:
o City of Tigard's Community Engagement Coordinator Marissa Grass would like to do
and interview any of the PRAB members that attended and enjoyed the Concert in
the Park and or who are regular Cook Park visitors and could give an opinion on
Cook Park Maintenance.

An executive session was held at 8:22 p.m.
