2. Current activities (summarize):
The group heard an update of the Skateboard Park Task Force activities. Most of the
meeting focused on the middle school after-school program and funding options to
keep the program in operation. National Youth Service Day was also discussed.
3. Status of long-term projects:
Funding of after-school program—Ed Wegner and Pam Brown agreed to take
information to civic groups about the program to obtain some funding. Liz and Susan
Stark Haydon will pursue grants.
4. Number of volunteer hours contributed this month (noted number of volunteers and total
hours).
Seven volunteers for one hour each = 7 hours.

Take the time asset survey results–to be discussed with Tigard-Tualatin School
Board, City of Tigard and City of Tualatin councils on April 16, 2002.

Mayor Griffith opened the meeting at 7:35 a.m.
Skateboard Park Update
Rich Carlson updated the Forum on the Skateboard Park process. RFVs are out to
potential design consultants to do conceptual designs of a skateboard park.They are
due back the end of March for review in April. The Finance Committee meets tonight.
They are working on a logo contest where they will request middle and high school
students to participate. The logo then will be used for t-shirts, etc. The committee hopes
to have a booth at the Balloon Festival and to have the winner of the logo contest
announced at the event. Also,they hope to have information and displays there.
Site location-Rich has discussed the process with people involved in the Summerlake
Park Master Plan group. He is not sure if a meeting with that group should take place
before or after a design is ready. Rich has also discussed possible sites with Clean Water
Services to determine if any of its sites are available. Rich is also continuing to discuss
the prospect of using the Fowler Middle School site. Susan Stark�Haydon reported that
issues have been raised by Fowler staff and neighbors about the woodland portion of
that property. Rich is looking for a minimum two acre site,with the park itself about
one acre in size. Parking,restrooms and other features would occupy the remainder of
the site.
Rich is concerned about the potential cost of the project, particularly if site acquisition is
involved. Phasing of the project may be necessary.
Mayor Griffith noted that it may be possible to put the facility in the flood plain. Bill
Monahan mentioned that the interpretation given by the Community Development
Department is limited in scope. Construction of restrooms in the flood plain could be an
issue.

Update on the February 26 Twality Program Visit
Susan Stark Haydon reported that Mark Mahon and Mayor Griffith attended the
program.Susan noted those who are participating are those who are definitely in need.
The food provided to the children is needed.Susan also reported that a meeting was
held yesterday to discuss how to keep the program going. It is not clear if county
funding will be available next school year. Federal funding for food may be available.
Liz Newton noted that Randall Development Company has identified three possible
federal funding sources to provide opportunities for children in need. The City and
district may be able to jointly pursue applications.
Susan noted that she is working with the school food service staff to provide more
protein in the food provided to the program participants. The cost is$70 for 70
participants in the program. The district also provides transportation via bus. Ed
Wegner noted that there may be funding sources from local service clubs and
organizations. Susan agreed and pointed out that the participants in the district meeting
yesterday feel that by getting more information out about the program potential
funding sources could be identified. Pam Brown and Ed are willing to take an
information package to civic groups.
There may also be the opportunity to seek funding from local businesses and
organizations to fund the program itself.The group discussed the possibility of an
"Adopt-a-Week" program where a sponsor would cover meal costs for a week of
program meals. There are also volunteer opportunities available for businesses and
service clubs. The Morning Rotary Club has been working on a program with Fowler
Middle School.
National Youth Service Day-April 26
Liz Newton noted that the City is looking at setting up,with the school district,the
possibility of a joint project. Susan will check with principals at schools to see if there
are projects they have in mind, and can they release students that day for programs. Liz
will work with the district and public works to see if programs can be developed. Also,
an effort will be made to recognize students who have been involved in volunteer
activities over the past year.Some focus on youth volunteers will be included in the
volunteer recognition agenda items in April.
Youth Advisory Council or Committee
Liz reiterated that on February 12 the Forum received input on the formation of a
council or committee.She asked for input from the Forum how to proceed. Liz asked
what the charge to the committee would be;i.e., input to Council or programs for
youth. Susan mentioned that the Assets Survey could be a starting point. The library
has a teen idea group that has had some success. A library grant is coming to establish a
Hispanic teen initiative to have Hispanic youth involvement, to connect the library with

Hispanic families.That group will advise on library programs and could serve as a link
with the City and schools.
The next meeting is April 10. The topic of the formation of a Youth Advisory Council
will be on the agenda next month.
