2. Current activities (summarize):
A community meeting to discuss siting a potential skateboard park on a portion of
the Fowler Middle School site was held the evening of November 20.
Approximately 100 people attended
A meeting was held on November 13 where citizens participated in a discussion of
beginning fund raising efforts.
3. Status of long-term projects:
Martha Flotten and Susan Stark Haydon reported on a meeting held October 31 to
discuss the Search Institute's Asset Survey. A subcommittee of the Youth Forum
was formed to prepare a white paper of Youth Advisory Council models.

Meeting Minutes
November 20, 2002

In Attendance: Mayor Jim Griffith, Dan Plaza,Ken Scheckla, Martha Flotten,Steve
Lowder, Ron Goodpaster, Rich Carlson, Bill Monahan, Margaret Barnes,
Robin McFall, Liz Newton,Susan Stark Haydon
Mayor Griffith opened the meeting at 7:42 a.m.
Skateboard Park Site Update
Dan Plaza displayed the plan/design prepared by the kids and consultant. Four design
meetings preceded the design. A 25,000 sq. ft. park (15,000 sq. ft. base with two 5,000 sq. ft.
additions) is planned. Martha noted that the library has a copy of the design which has
generated a lot of interest from teens.
Insurance agents have reviewed the plan and support it. The Fowler Middle School site, on
Tigard Street, is the subject of a community meeting tonight. The School District has allowed
us to pursue considering a four-acre portion of the site for a park. About 600 notices were
sent to property owners informing the residents of the meeting.
Dan explained that some tree planting may be necessary. He showed a possible plan for a
four-acre site with buffer,bathrooms, playground, parking and the skateboard park. The
engineering department has advised that if the site is approved,a$97,000 half-street
improvement with sidewalks will be necessary. A 15,000 sq.ft. park is estimated to cost
$392,000;20,000 sq.ft. is$519,000;25,000 sq.ft. is$627,000 not including ancillary costs. The
site allows for street skating,too.
No other site is under consideration at this time. Ron reported that if this is approved, the
police department would have this as a mandatory patrol assignment or consider having a
presence at the ESD building now on the site.
Rich reported that on November 13 a meeting was held where citizens participated in a
discussion of beginning fund raising, grant writing, and solicitation of businesses for
contributions, etc.
Asset Survey--October 31 Meeting Review
Martha attended the school district meeting where a person from the Institute met with
teachers. She distributed a list of the 40 assets and a checklist. The national average is 16,but
in Washington County it is 20.She displayed three books available at the Iibrary that are
good resources,and passed out her notes from the meeting.

Susan reported that Clay Roberts from the Institute will be invited to come to the school
district to connect with all teachers of the system. She hopes to also connect the Forum and
some parents to the session. Susan suggested the possibility of inserting some information
about the assets program in Cityscape or the community newspapers. Robin noted that there
is also the possibility of connecting with other groups.Susan and Martha will get together to
discuss the possibility of a youth communication plan-to get the word out to the media
about positive stories- the good things kids are now doing in the community.
Robin reported that the Tigard Recreation Association s dance program is over 250 students.
They are adding camps, and have doubled their capacity. They have run into some facility
issues that they have worked out. They have growing pains.
NLC Grant
Liz reported the city did not receive a grant.She reported on the process and that Tigard will
be kept informed of National League of Cities' activities. An application during a future
grant cycle is possible.
Brainstorm--Youth Advisory Council
Due to time constraints,there was not much opportunity to discuss the ideas. As a result,it
will be the focus of the December meeting. A sub-committee of Liz,Susan, Martha,and Bill
Will assemble some examples to distribute to the Forum in advance of the next meeting so
that discussion of options can take place at the meeting.The white paper will be developed
by December 11 for distribution to the committee.
The next meeting of the Youth Forum will be on December 18 when the focus will be Youth
Forum and an update on the skateboard park.
