Mayor's Youth Forum

1. Meetings were held on July 16, 2003
2. Current activities:
The Youth Advisory Council met on July 7 and July 28. They are making progress on
their bylaws and starting a web page. They are also investigating starting a cable
television program aimed at youth perspectives on issues.
3. Status of long-term projects:
The Skate Park Funding Committee continues to meet twice a month. Members
participated in the July 19 Optimists' Youth Day for a fundraiser.
4. Number of volunteer hours contributed this month(noted number of volunteers and total
hours):
4 volunteers x 1 hour=4 hours

7. Status of members:
The Youth Forum membership is being expanded. Staff is contacting different groups to
recruit representation. A discussion on membership will be held at the August 20
meeting.

Wednesday, July 16, 2003
Present: Mayor Jim Griffith, Ed Wegner, Margaret Barnes, Bill Dickinson, Louise Meyers, Ken
Scheckla, Maria Rose (President of Tigard Little League), Andy Hanson (President of
Tigard Youth Football League), Bill Monahan
Mayor Griffith began the meeting at 7:35 a.m. He pointed out the City Council is reactivating the Park
and Recreation Advisory Committee. He noted that three of the appointees have park and recreation
experience. He listed the appointees. The group is representative of many park and recreation
interests. Their primary interest appears to be programs rather than construction.
The initial meeting of the advisory committee will be on August 11, 2003. The group will be
developing a work program after receiving an orientation from Ed Wegner.
Youth Forum Membership Discussion — Ed Wegner introduced Maria Rose and Andy Hanson from
the Tigard Little League and Youth Football League respectively. Both represent leagues that have
been very active in the community for a number of years. Both leagues provide athletic and league
activities for youth, providing services which the city does not provide. Prior to the next meeting,
administration staff will contact those members on the Youth Forum roster who have been occasional
participants. These individuals will be asked if they wish to continue on the committee. A report will
made to the Youth Forum listing those individuals who wish to be active in the Youth Forum. Based
on this, the Youth Forum will identify the need for additional members representing unrepresented
interests. The group will discuss how to go about recruiting new members.
Skate Park Update— Rich Carlson was unable to attend the meeting. The Skate Park Committee
has met since the last Youth Forum meeting, including last night. The youth involved in the Skate
Park Committee will be participating in the Optimist's Club Tigard Youth Day of Fun on July 19. This
is the first of several fundraisers which the youth will participate in to raise awareness of the
fundraising activity.
Youth Advisory Council Update— Bill distributed the report prepared by Liz Newton which outlines
the recent activities of the newly formed Youth Advisory Council. The group has met and learned
about the assets based survey conducted by the Tigard-Tualatin School District. They've also been
meeting with Tigard's webmaster, Victor Soares. The council meets again on July 28. There was
some discussion among the Youth Forum members about the assets survey and how it can be used
by the advisory council.
Other issues brought forward by the group—
✓ Andy Hanson reported on the activities of the football league. While the league is going forward to
provide programs in the community, they're being impacted by the budget constraints of the
Tigard-Tualatin School District. The league seeks assistance to help them keep the costs passed
on to participants at a reasonable level. The cost of participation in the football league has
doubled over the last few years so that it is approximately$250 per participant.
✓ Maria Rose reported on the little league activity and noted that field condition problems at school
sites need to be addressed because of safety concerns. School funding cutbacks have impacted
their programs. There is a limit to the amount of funding that the little league can generate from its
fees.
✓ Andy also reported on the reductions made to the Chess for Success program at the schools. He
noted that this program provides after-school opportunities for participants to have competitive
experiences that are non-athletic. Louise Meyers noted that the library has received funding to
pay Chess Masters as part of its activities. Louise noted that they hope to begin this program in
August. The grant runs through the end of the year so the library would like to connect with the
schools.
✓ Bill Dickinson reported that the youth dance club which recently opened in Tigard has opened to
mixed reviews. An officer has been assigned to work with the owners of the facility. So far, the
operation has been okay, but the turnout at the Wednesday, Friday and Saturday night activities
has not been great. Cost may be an issue for some youth.
✓ Louise Meyers noted that close to 1,000 Tigard kids have signed up for the summer reading
program. Today, OMSI will do a program in the library on chemical reactions. Kids attending tend
to be between the ages of 10-12. There has been a lot more participation by teens this week.
Reptile Man will be presenting a library program on Thursday of this week.
✓ Bill Dickinson noted that the DARE/GREAT camp is in week four of five weeks of activity
presented over the summer. About 30 students have been involved in each camp.
