1.) Skateboard Park Task Force:
Chairman Rich Carlson was particularly interested in receiving up to
$20,000 in "seed money" from the City to pay for a consultant to prepare a
conceptual design and a preliminary cost estimate. The City Council was
receptive to the Task Force's request and directed staff to prepare a
RFP/scope of services, et. al., and return to the City Council in the future.
The following three sub-committees (design, site selection, and
fundraising) have been meeting on a regular basis for many weeks.
Each sub-committee has been focusing on their specific charge. One of
the biggest challenges facing the task force is selecting a site for the
Skateboard Park. The future focus of the three sub-committees will be to
continue to meet and move forward with their critical tasks.
I have contacted several Department Heads of agencies that have a
skateboard facility. I have also been in contact with a designer who has
been highly recommended by two agencies. The designer has agreed to
send me a document that sets forth what a response to a RFP/scope of
services request would look like in a situation like ours where a site has
not been identified. This should be very helpful in creating documents to
take to the City Manager and the City Council. Rich Carlson, Task Force
Chair, is very concerned about getting more "movers and shakers"
involved with the Task Force, particularly with the fund raising effort.
The Skateboard Park"site location" sub-committee has discussed this site
as a possible location for the skateboard facility. They expressed their
concern about locating the skateboard facility at Summerlake Park
because many residents live very near to the park. And, one of the site
criteria is not to locate a skateboard facility in a residential area. They
believe that there would be a lot of neighborhood resistance to it and the
notion that even if it were located there, the City would have continuing
complaints in the future.
2. Dog Park Committee:
The Coe Manufacturing site has been mapped by City engineering and
the cost estimate for the farm fencing is approximately$4,600. It is
estimated that the total cost of construction will come in under budget.

The formal agreement with the owner has been signed by the General
Manager at Coe Manufacturing.
A site design meeting was conducted with the committee on January 7.
The design has focused on the following; perimeter fencing/gates, entry
area, signage, furnishings (picnic tables and benches), identification of
parking spaces, interior perimeter mulched path, smaller interior fenced
area for small dogs and puppies, drinking area for dogs and landscaping.
The conditional use permit process is underway. The public meeting,
required in the conditional use permit process, attracted no participants. It
is expected that the remainder of the conditional use permit process will
take up to 6-8 weeks. Construction should begin by April 111 and
completed by July 11
Presently, the major areas of focus are, getting the Dog Park final design
completed in February, completing the conditional use permit process,
and beginning the construction of the Dog Park by April 1, 2002.
Construction of the Dog Park is scheduled for completion by July 1, 2002.
