02/13/2018 - Minutes City of Tigard i Tigard Public Library Board Minutes MEETING DATE/TIME: Tuesday, February 13, 2018 7:00 p.m. MEETING LOCATION: 13500 SW Hall Blvd., Local History Room, Second Floor 1. CALL TO ORDER: Chair Katie Harris called the meeting to order at 7:00 p.m. 2. ROLL CALL Members Present: Mary Bogert, Becky Gauthier, Katie Harris,Jean Hart, Lonn Hoklin Alternate Present: Nina Kung Member Absent: Joseph Callahan, Michelle Taylor Alternate Absent: Martin Rubin Staff Present: Library Director Margaret Barnes and Confidential Executive Assistant Margaret L. Reh. 3. APPROVE MINUTES The minutes from the January 10, 2018 Board meeting were reviewed. No changes were suggested. Motion by Becky Gauthier. Second by Jean Hart to approve the January 10, 2018 minutes. Bogert—Aye Callahan—Absent Gauthier—Aye Harris —Aye Hart—Aye Hoklin—Abstained Taylor—Absent 4. AGENDA ADDITIONS AND DELETIONS The Board decided to add a discussion of options at the end of this meeting for rescheduling the April meeting as Margaret Barnes will be unavailable on April 11. 5. CALL TO THE PUBLIC Library staff member Linda Chance, Library Assistant-Circulation was our guest this evening. Linda has been working in libraries since she was 18 years old. Once she started here at the Tigard library, she was quickly promoted to a Library Assistant position. Linda works with our teen volunteers. She also enjoys working with co- worker Mimi Wong in entering in the Bright Spots on to the Inside Tigard website. Linda enjoys the thrill of the hunt looking for misplaced holds and working to ensure all patrons' records are current and correct. 6. LIBRARY OPERATIONS Eva Calcagno, the Director of WCCLS is retiring the end of February. Margaret has been helping with the interview process to find a replacement for Eva. A copy of the newly published spring kids program brochures were distributed to the Board. The January 2018 statistical report was distributed. A brief discussion ensued. Margaret informed the Board of the success of the programs that have taken place since the last meeting. AARP is on site again this year to help patrons with taxes. They are set up in the Technology Room. Margaret Barnes informed the Board that the patron survey is going well and thanked the members who have been able to help out at the survey table. The physical survey will be finished on February 17, 2018 and electronic surveys will continue to be accepted through the end of February. 7. POLICY REVIEW A. Interlibrary Loan Policy The Board reviewed and discussed the Interlibrary Loan policy. This policy was last reviewed on May 14, 2014. Motion by Jean Hart. Second by Mary Bogert to re-adopt the Interlibrary Loan policy as it is currently written. Motion was approved unanimously. B. Petitions/Signature Gathering Policy The Board reviewed and discussed the Petitions/Signature Gathering policy. This policy was last reviewed on March 19, 2014. Motion by Becky Gauthier. Second by Mary Bogert to re-adopt the Petitions/Signature Gathering policy as it is currently written. Motion was approved unanimously. POSSIBLE LOCAL OPTION LEVY A newly published handout for the proposed local option levy was distributed to the Board. This hand out was distributed at the library event "Reptile Man" which was taking place concurrently with this Board meeting. The Board discussed some elements of the proposed local option levy. 9. DISCUSSION OF JOINT WORKSHOP MEETING WITH CITY COUNCIL The Library Board will be meeting with the City Council for their annual Joint Workshop on Tuesday, April 17, 2018. A brief discussion took place of the history of past joint workshops with the City Council. Board members discussed options for the upcoming workshop. Four general ideas were indicated: 1.) create a video highlighting library activities; 2.) present statistics; 3.) share the data and patron comments from the annual survey; 4.) share our customer satisfaction with the services provided by the library, how the library is valued by the community, and how these values line up with the City's strategic plan. Each Board member was tasked with exploring the many training opportunities offered with the WCCLS on-line resource Lynda.com prior to the March meeting. This would also be a valuable asset of the library to share with the Council. If a Board member is not comfortable speaking to the Council, they do not need to share, but all Board members are encouraged to attend the workshop. 10. OTHER BUSINESS Chair Harris polled the Board for what days they might be available to meet for the April meeting as mentioned earlier in the meeting. It was decided to schedule the April meeting for Thursday, April 12, 2018 at 7:00 p.m. Margaret Barnes informed the Board that she is hoping to have the final EDGE report available for the Board in April or May. 11.
