Executive Session: An executive session was held at 7:02 pm. 2. Call to Order and Roll Call The meeting was called to order at 7:35 p.m. by Wayne Gross. 3. Approval of Minutes: December 11, 2017 and January 8, 2018 • Scott Winkles moved to approve the December 11, 2017 meeting minutes. Linda Shaw seconded the motion. The minutes were approved by a unanimous vote of the board members present with Wayne Gross, Linda Shaw, Scott Winkels, Ben Holmes, Claudia Ciobanu, and Troy Mears, voting yes. Dave Brown abstained. • Scott Winkles moved to approve the January 8, 2017 meeting minutes. Linda Shaw seconded the motion. The minutes were approved by a unanimous vote of the board members present with Wayne Gross, Linda Shaw, Scott Winkels, and Dave Brown voting yes. Ben Holmes, Claudia Ciobanu, and Troy Mears abstained. 4. Comments from the Audience • Ye Kang Woo voiced his concerns regarding a school bus training he observed in Cook Park, on January 22, and again on February 5 of 2018. He wanted to know if they had permission to have their training at Cook Park, and voiced his concerns regarding the safety for park users that also park in Cook Park's parking lot. • Chris Garsteck thanked Martin McKnight and Herb Burris and shared that the permanent fence at Summerlake Park is now complete. • Chris Rotvik, who works with the NW Trail Alliance, a non—profit organization. Is interested in offering support and any other assistance in building future bike parks. • Dan Wilson shared his support for a Bike Park. PRAB Goals for 2018 Park and Recreation Advisory Board Goals —2018 • Participate in budget committee meetings and advocate for the needs of parks and recreation in the annual budget process. • Guide, support, and protect expansion of the citywide recreation program. • Make recommendations and finalize the bond measure allocation of remaining funds. • Engage other community and city organizations to drive park development, park stewardship and recreation. o Including making recommendations on the use of the Lodging Tax. • Maintain Park and Recreation Advisory Board (DRAB) transparency and public communications. ■ Explore innovative recreation programs. • Support the city's walkability vision • Claudia Ciobanu moved to approve the PRAB Goals for 2018. Scott Winkles seconded the motion. The PRAB Goals for 2018 were approved by a unanimous vote of the board members present with Ben Holmes, Wayne Gross, Linda Shaw, Claudia Ciobanu, Scott Winkels, Dave Brown, and Troy Mears voting yes. 6. PRAB Officer Elections for 2018 • PRAB's election of officers is postponed until a later date yet to be determined. The current officers will remain in their positions until then. 7. Update on Levy and Bond process • Mr. Martin discussed with the PRAB, the 4 basic options being considered by City Council for the potential levy packages for the City of Tigard. • Instructions for the PRAB members regarding the upcoming levy will be forthcoming. 8. Discussion of Transient Lodging Tax • The City Council would like PRAB to make recommendations regarding the spending of the Transient Lodging Tax. • PRAB members would like to keep this topic on the next PRAB meeting agenda. Parks and Recreation Updates Mr. McKnight gave the following updates: • Jack Park's newest playground opened today. • Fields are being prepped for Little League practices, which will start up in March. • Removal of blackberries, holly, and ivy is taking place on the Cash property. • Geese Guys have started a 5-week program of Canadian Geese hazing in Summerlake Park. • Four of the parks crew employees are attending ORPA's class on "Hazard Tree Assessment" tomorrow. • On February 3, 2018, the Boy Scouts held their annual 2 night Jamboree at Cook Park, and they performed a service project for the parks by of spreading chips on trails. • The first 5K Fun Run of the season was held, 250 runners participated. Mr. Martin gave the following updates: • Anthony will give an update on the Egg Hunt at the next PRAB meeting. He is currently working on finding more sponsors. • The flyers for Recreation Summer Camps are ready to go to the printer. • Anthony will interview applicants for a part time recreation assistant. • Fanno Creek House and the Dirksen Mod are being prepared for public rental. 10.Non—Agenda Items • None 11.
