CITY OF TIGARD —PORTLAND STATE UNIVERSITY,
OREGON MODELING COLLABORATIVE PARTNERSHIP:
MODELING PEDESTRIAN TRAVEL BEHAVIOR TO AID DECISION SUPPORT
IN ASSESSING WALKABILITY GOALS
This Memorandum of Understanding (MOU) is effective this Ir day of July,2015 by and between
the City of Tigard, a municipal corporation (Tigard) and Portland State University, Oregon Modelling
Collaborative (OMC),a program in the Oregon Transportation Research and Education Consortium.
RECITALS
1, In 2012, the City of Tigard began a journey to define its sense of place and the strategic direction it
wanted to take over the next 20 years. Ideas came together around a strong vision to become the
most walkable community in the Pacific Northwest where people of all ages and abilities enjoy
healthy and interconnected lives.
2. In November 2014, the City Council unanimously adopted the Strategic Plan.The plan's
framework and vision will steer the city's direction through 2034. To advance these goals,the city
has identified key objectives to achieve through 2034: 1) Facilitate walking connections to develop
an identify,2) engage the community through dynamic communication, 3) ensure development
advances the vision,and 4) fund the vision while maintaining core services.
3. To fulfill the vision, the City of Tigard seeks to develop the means to support ongoing assessments
of walkability in order to evaluate the success or feasibility of potential actions (policy/projects)
that contribute towards achieving the vision of the Strategic Plan. For example, Tigard seeks to
understand: what is the state of pedestrian travel now? What influences pedestrian travel
behavior? How can we test policies and projects to determine if they affect pedestrian travel.

our knowledge of pedestrian travel behavior? What other strategies can be applied to increase
pedestrian travel (walkability) in Tigard?
4, The City recognizes that regional partnerships and collaborations are an important part of
achieving this vision. Portland State University's Oregon Modeling Collaborative (OMC)is an
example of a valuable partner in this work. The OMC program develops methods and analytical
tools for transportation planning and analysis—with a specific focus on sustainable transportation.
5. A collaboration between Tigard and OMC is an opportunity for OMC to apply their research and
analysis to a suburban setting and for Tigard to apply metrics for decision support in evaluating
progress on achieving walkability.

NOW THEREFORE
"I'lne City of Tigard and the Oregon Modeling Collaborative will strive to achieve the following mutual
goals over the next five years:
1. jointly pursue funding opportunities to support this vision and the implementation of the
following objectives:
A. Develop a data collection plan, including bicycle and pedestrian counts and household and
establishment surveys, to establish a baseline and continuing assessment of the levels of
walking and to support the development of modeling tools and to aid in planning
decisions.
B. Develop and apply the pedestrian modeling framework developed by OMC and other
decision support tools in a suburban environment to assess their potential to support plans
for creating walkable suburban neighborhoods at the city,neighborhood and project levels.
2. Create a mutually beneficial,long-standing, credible collaboration with local and regional partners.
3. This MOU will be in effect for five years from the effective date identified above. This MOU may
be amended should the parties determine that such amendment is necessary. Amendments must be
in writing and agreed to by both parties.
4. Any party of this MOU may opt out of the terms of the MOU upon 60 days written notice to the
other party.
