Proposal For Water Qua]ity Testing and Analysis Services (City of Tigard RFP—2016) Page 5 of 27 .4AIexin ,Analytical F si n Project Understanding and Approach In our history as an environmental testing laboratory specializing in the analysis of drinking water samples for potable water parameters,we understand the unique needs of public drinking water systems. As a small local laboratory with an experienced and knowledgeable staff we are able to analyze and report large volume of samples in an extremely timely manner. We understand the needs of public water systems for fast and reliable analysis to satisfy their regulatory requirements for Drinking Water Services and their distribution customers. In our history of laboratory services to the City of Tigard,we have been able to assist in the continued monitoring of ASR's along with performing analysis on all routine testing parameters required by ODWP(Oregon Drinking Water Program). This currently includes, but is not limited to,all monthly coliform bacteria samples and quarterly DBP's(Dis-infection By-Products). In addition,we are also fully capable of performing all analyses related to Lead/Copper corrosion control samples, or single home- owner lead samples. Our location allows for the quick transport of samples that have short hold times and low temperature transportation requirements. All microbiological samples received during standard business hours are set up the same day, with results often available with 24 hours or less. Our typical coliform method allows for results in as little as 18 hours. Furthermore,we also have a dedicated team of trained analysts that are available for emergency analysis on weekends or outside of standard business hours,as we understand the sometimes necessity for emergency testing in case of positive results. In the case of positive microbiological results,we pride ourselves in going above and beyond to ensure that we meet the needs of public water systems in emergency situations. In addition to alerting the City of Tigard program managers immediately of any positive results,we will work with the city to make sure all follow up assessments and repeat analyses are completed and reported as promptly as possible, including weekends when necessary. As a drinking water certified laboratory,we are also able to directly update microbiological results with the Drinking Water Program of the Oregon State Health division. All analyses will be reported directly to the Oregon State Health Division, unless otherwise specified or requested on our Chain of Custody. AAL, Inc. shall provide all bottles, coolers, chains of custody, and any other equipment, supplies, or paperwork necessary for successful completion of the scope of work specified in this proposal. We are open Monday through Friday, 8:00 am to S:OOpm. Collection of samples or drop-off of samples for analysis should be performed during standard business hours; however,we can be available after hours Alexin Analytical Laboratories,Inc. In the event that a sub-contract laboratory is used for any water quality analysis parameters that cannot be completed on-site, only laboratories maintaining drinking water accreditation through ORELAP for the specified analyses will be used. The City of Tigard or Project Manager will be notified for approval whenever samples are sent to a subcontractor for analysis. Additionally,Alexin Analytical Laboratories, Inc. utilizes a LIMS database system for all sample control, client information, data repository, and reporting needs. This allows us to maintain complete data and Quality Control records as related to all testing completed by our laboratory. Furthermore, reports for all current and past data can be issued at any time in multiple formats; paper, electronic, EDD, Excel,or other upon request. Alexin Analytical Laboratories,Inc.
