Members Present: Joyce Casey,Josh Kearney, Gloria Pinzon Marin, Kate Rogers (Vice Chair), Richard
Shavey and Sarah Villanueva (Ex Officio).
Members Absent: Carine Arendes (Chair), and Tim Myshak.
Staff Present: Redevelopment Project Manager Sean Farrelly, Senior Administrative Specialist Joe
Patton, Senior Transportation Planner Buff Brown and Associate Planner Schuyler Warren.
Others Present: TDA President Steve DeAngelo.
1. CALL TO ORDER
Vice Chair Rogers called the meeting to order at 6:30 pm. The meeting was held in the Tigard Red Rock
Conference Room, at 13125 SW Hall Blvd.Joe recorded the roll call.
2. CONSIDER MINUTES
The July 12, 2017 CCAC Minutes were unanimously approved.
3. PUBLIC COMMENT
None.
4. TDA AND STREET FAIR UPDATE
Steve gave an update on TDA projects. Installation of the banner poles on Main St. is complete and
banners will change for the Taste of Tigard,Art Walk, Street Fest,Trick or Treat, and the tree lighting
downtown events. The Street Fair is taking place on September 9 with 170 booths and 2 stages slated.
The Oregon Main Street conference is taking place in Oregon City October 2- 4. A TDA sponsored bus
tour will occur on September 19 to the City of Milwaukie.
5. SW CORRIDOR PLANNING
Buff gave an update on the planning taking place and the timeline. The city's preferred alignment is at
Ash Ave. Discussion is underway on different street designs for SW 70''Ave. in the Triangle and siting
of a downtown 300 spot Park and Ride. The City is requesting TriMet reserve unused property for
affordable housing sites.
6. TIGARD STREET HERITAGE TRAIL
Schuyler gave a brief overview of the history to date for the trail and noted the last Walk and Talk will
take place on August 31. The Timeless Railway is the most popular design. Top feedback to the
Consultant included no loss in parking,lighting and interpretive signs.
7. DOWNTOWN 5 YEAR PLAN
Sean reviewed the proposed timeline of downtown projects for the next five years including timing of a
loan and expected costs of the various projects. The alignment of the SW Corridor could affect some of
the planned projects.

Using new estimates of tax increment that will result from the voter approved substantial amendment
that expanded the City Center Urban Renewal district, a rough financial plan is shown on the attached
table. It is based on the work that was done by a financial consultant for the Report Accompanying the
Substantial Amendment to the City Center Urban Renewal Plan.
The financial plan suggests the Agency take out an $8.3 million loan in Fiscal Year 2020-2021. This
timeline is not set in stone, a decision could be made to obtain a smaller loan in an earlier fiscal year.
The potential project expenditures reflect the 2015 CCAC review of the City Center Urban Renewal Plan
projects that had not been started or were partially completed. In this review, the highest ranking projects
were:
• Commercial St. streetscape improvements

These projects are reflected in the 5-year plan,with the exception of the Scoffins Road Streetscape
improvements that should be coordinated with the Scoffins/Hall/Hunziker intersection realignment.
As a priority over the next 5 years, staff suggests Planning and Development Assistance,including
development incentives for affordable housing and for the urban renewal improvement programs
(facade, etc.).
One of the unknowns in planning for urban renewal projects is the timeline of the SW Corridor light rail
project. Current assumptions have construction starting in 2021;however, the uncertain availability of
Federal and regional funding could change that. If the project is delayed, the timing of some of the
projects would be modified i.e., the Commercial Streetscape improvements that would be done in
sequence with light rail construction.

8/2/17 Downtown Project Updates
1. Fanno& Main (Saxony) project
• One bid received, $74K higher than estimate
• Contract award by Council August 22nd
• Building over Fanno Creek demolition by September 30. Rest of structures and soil
excavation in October.
2. Tigard Transit Center/Nicoli redevelopment study(Metro CET grant)
• Met with TriMet and affordable housing developer on July 26. Will work with TriMet
to facilitate new affordable housing if SW Corridor is built.
3. Parking management
• Outreach to Downtown business/property owners for Phase 2 of parking plan
