The city has agreed via an intergovernmental agreement (IGA) with Washington County to
refine its West Bull Mt. Concept Plan into the River Terrace Community Plan. The community
plan will put into place a means to implement the vision of the concept plan through zoning,
development code regulations and other measures that will make urban development possible.
The process will also include updates to utility, parks and transportation master plans, including
the financial strategies necessary to fund and maintain required infrastructure improvements.
The concept plan was created over the course of three years with the help of a stakeholder
working group (SWG) and a technical advisory committee (TAC). Project goals and principles
guided the development of the land use, transportation and parks framework maps. These maps
represented the vision stakeholders agreed upon for the future development of the area. They
provide a variety of residential densities and housing types; disperse densities throughout the
community; provide appropriate amounts of commercial uses, parks, trails and open space; and
outline a multi-modal network of connected streets and walkable blocks. The SWG and TAC
both voted to forward the concept plan to the Washington County Planning Commission and
Board of Commissioners for consideration and adoption. In November 2010, the Planning
Commission voted to recommend the Board adopt the concept plan. In December 2010, the
Board adopted the concept plan by Resolution and Order.
Since the conclusion of the concept plan, the city has annexed a portion of the area (Area 64)
and petitions have been filed by property owners to annex the remainder of the area within the
urban growth boundary (Areas 63 and Roy Rogers West). The city will complete the River
Terrace Community Plan for all of these areas.
City staff has developed a work program (Attachment 1) to guide the project through
completion. This will include a lot of technical work to ensure the community plan meets the
state and regional planning requirements, as well as a public involvement plan to engage
stakeholders in any necessary refinements to the concept plan as the process moves forward.
Staff anticipates completion of the River Terrace Community Plan in summer 2014 (Attachment
2).
The Planning Commission will be an important component of the community planning process.
The Commission will be asked to review a number of comprehensive plan amendments and
make recommendations to city council, so staff will provide frequent updates and hopes to have
a commissioner sit on the project's stakeholder working group.
The first recommendation the planning commission will be asked to make is to adopt the
concept plan recommended land uses (Attachment 3) into the Tigard Comprehensive Plan. This
action will set expectations for the community planning process, as well as allowing the city to
access a portion of the CET funds from Metro that were given to the city through the IGA with
Washington County. A number of policies will also be recommended for adoption to guide
regulation of the River Terrace area during and after completion of the community planning
process (Attachment 4). These recommended land uses will be further analyzed as part of the
community planning process and if there are needed refinements; recommendations will be
brought back to planning commission and city council for adoption at the end of the process. A
public hearing has been scheduled with the planning commission on December 3, 2012 and
with city council on December 11, 2012.
The city has begun work on a few tasks included in the work program. These include: a tree
grove inventory and an Economic, Social, Environment and Energy analysis (ESEE) for both
the tree grove inventory and the local wetland inventory previously completed during the
concept planning process; an initial meeting of the technical advisory committee; and a
community kick-off meeting held on October 24, 2012. The kick-off meeting was well attended
(47 signed in and staff estimated 70 total participants) and overall the conversations and
comments regarding the concept plan were positive. Individuals had specific topics they wanted
addressed in the community plan, but there was no organized opposition to any particular
recommendations. The most popular comment was wanting the community planning process
completed as soon as possible.

Tigard will be responsible for preparing a community plan for the River Terrace area. The planning
area will include all property within the urban growth boundary (Areas 63, 64& Roy Rogers West)
that was included in the West Bull Mt. Concept Plan completed by Washington County in 2010. The
community planning effort will refine the concept plan recommendations into adopted land use
regulations,public infrastructure plans and financing strategies for the area.
Task 1: Public Involvement
• Prepare and execute a public involvement plan that outlines appropriate communication and
outreach tools, as well as appointed advisory committees and community meetings.
• Form technical advisory committee of partner agency staff to provide feedback and
direction,inform proposed policy and review regulatory and financing components.
Subcommittees will be formed for each infrastructure task.
• Form council appointed stakeholder working group,including members of the concept plan
group as well as other interested individuals,property owners and stakeholders. The group
will advise staff on general direction of the project.

TIGARD Proposed Tigard Comprehensive Plan Text Changes
The City of Tigard proposes to amend the Goal 14: Urbanization chapter of its comprehensive plan
to include the policies below. The policies will be located under existing Tigard Comprehensive
Plan Goal 14.3. The policies are intended to provide guidance during the preparation and after
adoption of the River Terrace Community Plan.
5. Metro brought areas known as Area 63,Area 64 and Roy Rogers West Area within the Urban
Growth Boundary. These areas are known as the River Terrace Community Planning area. The
City of Tigard shall be the designated service provider for the area.
6. The City shall prepare and adopt a River Terrace Community Plan for the area. The basis for the
River Terrace Community Plan shall be the land use designations from the West Bull Mountain
Concept Plan. Refinements to the West Bull Mountain Concept Plan shall be considered during the
public planning process for the River Terrace Community Plan.
7. The City shall identify appropriate urban zoning districts and regulations as part of the River
Terrace Community Plan,which shall comply with the Statewide Planning Goals and the Metro
Urban Growth Management Functional Plan.
8. The City shall defer land use and zoning decisions within the area to Washington County, as
outlined in the Intergovernmental Agreement dated April 24, 2012,until the River Terrace
Community Plan is adopted.
9. If all areas are not annexed by the City by the time the River Terrace Community Plan is adopted,
the City shall seek an amendment to the Intergovernmental Agreement of April 24, 2012
transferring land use and zoning responsibility for the River Terrace Community Planning area,
including unincorporated areas, to the City.
10. Once the River Terrace Community Plan is adopted, and upon annexation to the City,urban
zoning districts shall be adopted for these areas. If unincorporated areas remain,rural zoning shall
be retained for these areas.
11. The City shall prepare a public facilities plan and an infrastructure financing plan as part of the
River Terrace Community Plan.
12. No application of City zoning or development shall be approved by the city within the River
Terrace Community Plan Area until such time as a full analysis under the Transportation Planning
Rule (TPR) (OAR 660-012-0060),which shall include a transportation funding strategy prepared in
coordination with Washington County,has been completed and approved for the River Terrace
Community Plan Area by the City. The funding strategy should identify transportation
improvements proposed to resolve transportation system impacts generated by development of the
River Terrace Community Area, the responsible party for constructing improvements, their
associated cost estimates and public and/or private funding sources,including sources that may be
specified by any applicable memoranda of understanding or development agreement. If the funding
strategy includes transportation Supplemental Development Charges,it should identify the process
and timing for their approval and implementation.

River Terrace Community Plan
Creating a community of great neighborhoods
I. Project Overview
The City of Tigard is now kicking off a community planning effort in River Terrace. This
process will develop specific proposals for future land uses and public improvements in the
River Terrace area. It will provide tailored policies and a long-range physical development
guide for elected officials and citizens engaged in community development.

We want to create a plan that reflects community values and has the River Terrace
community support. We encourage you to become involved and
contribute to the decision-making process.
Background
Tigard will be responsible for preparing a community
plan for a portion of the area that was included in + �
the West Bull Mt. Concept Plan (WBMCP) completed
by Washington County in 2010. The area includes
the recent River Terrace annexation (Area 64), and j •
urban growth boundary expansion areas 63 and Roy
Rogers West (see map).
The difference between the community planning tiLT
effort and the West Bull Mountain Concept Plan is
that the WBMCP established the broad vision and
blueprint for developing a future community, while the River Terrace Community Plan will
implement, to the extent practical, the WBMCP and consist of specific regulatory land-use
maps, public facility and transportation master plans, infrastructure financing mechanisms,
and codes and regulations. In other words, the WBMCP alone does not have legislative land
use authority, and the RTCP, once adopted by Tigard City Council, will allow urbanization to
occur.
II. Process
The RTCP is expected to take 18 to 24 months to complete and get through the legislative
adoption process. There will be a variety of public involvement opportunities available to the

community. This includes a series of community open houses throughout the process, as
well as a citizen advisory committee and technical advisory committee.
In addition to land use, the City Council will need to approve a River Terrace financial plan
which will help pay for the construction of required new infrastructure and its operations and
maintenance. This may include changes to development charges for parks, storm water
management, sanitary sewers, water, and transportation improvements. It will also be
important to address whether or not other special assessments will be needed for land use
and building permits, as well as utility rates to ultimately recoup the investment the city
makes in completing the community plan.

III. Public Involvement
Public Involvement Plan Requirements
The public involvement plan seeks to achieve the goals outlined in the Tigard Comprehensive Plan and
to include a broad cross section of the community, consistent with federal requirements for Title VI
communities.
Tigard Comprehensive Plan
The Public Involvement Plan will implement the Tigard Comprehensive Plan Citizen Involvement Goals,
which are as follows:
Goal 1.1: Provide Citizens, affected agencies, and other jurisdictions the opportunity to
participate in all phases of the planning process.
Goal 1.2 Ensure all Citizens have access to:
A. Opportunities to communicate directly to the City; and
B. Information on issues in an understandable form.
Specifically the Plan will ensure that citizens and other stakeholders can participate, communicate and
receive information about the Tigard HCT Corridor Land Use Plan.
Communication Principles
Early identification of key messages will contribute to initial and ongoing project communications.The
project management team will refine and coordinate messaging throughout the project.

CONSIDER MINUTES
November 5 Meeting Minutes: Acting President Anderson asked if there were any additions,
deletions, or corrections to the November 5 minutes; there being none,Anderson declared the
minutes approved as submitted.
ACTION ITEM—RIVER TERRACE PUBLIC INVOLVEMENT ADOPTION PLAN
Senior Planner Darren Wyss said he was here seeking approval of the River Terrace Community
Plan Public Involvement Plan. He noted this was brought before the Planning Commission for
review by Associate Planner, Marissa Daniels, on October 15. He reminded the Commissioners
that Daniels had told them this would come back before the Commission for adoption after it had
been vetted a bit, and after the River Terrace Community Plan kick-off meeting had taken place.
That meeting took place at the end of October.They'd heard nothing from the meeting that would
cause them to change their approach, so the plan is back before the Commission for adoption;the
same as it was when they'd reviewed it on October 15.

Wyss said the plan provides the outline for project phases and the general timeframes for
community meetings. The Technical Advisory Committee had met once and will meet three more
times. The Stakeholders Working Group (SWG) comprised of property owners & stakeholders will
reconvene and more people will be added;that group will meet four times.A Planning
Commissioner and a City Councilor will be invited to join the SWG. There will be four more
community meetings during the course of the project.
The plan includes communication principles, key players, stakeholders, and a matrix of activities. If
the plan is approved, staff will have a solid base to do the public involvement activities and provide
the community a document to refer to when wanting information on what opportunities are out
there for them to get involved in the planning process. Staff recommends that the Planning
Commission, acting as the Committee for Citizen Involvement(CCI),make a motion and then
vote to adopt the Public Involvement Plan as presented.
After a short question and answer period, a motion was made:
MOTION
The following motion was made by Commissioner Doherty:
"I move that we accept the River Terrace Community Plan as presented tonight by
Senior Planner Wyss." Commissioner Muldoon added the following amendment to the
motion: "to include, as discussed, the modification to part 8 for availability of
information." Commissioner Muldoon also seconded the motion.
The motion was voted on and carried unanimously.
BRIEFING— RIVER TERRACE COMMUNITY PLAN
Sr. Planner Darren Wyss distributed copies of the West Bull Mountain Concept Plan Report. A
link to the plan is available on-line at www.tigard-or.gov/riverterrace. Wyss said his intent for
tonight's meeting was to discuss the River Terrace community planning process. He will talk
about what's in the Concept Plan, and will talk about the public hearing that's scheduled for
December 3rd to adopt the recommended land uses from the Concept Plan.
Wyss explained that the West Bull Mountain concept plan was created over the course of three
years by Washington County with the help of a stakeholder working group (SWG) and a
technical advisory committee (TAC). The two groups came up with project goals and principles
that guided the development of the land use, transportation, and parks framework maps. These
maps represented the vision stakeholders agreed upon for the future development of the area.
The concept plan set out to provide a variety of residential densities and housing types; disperse
densities throughout the community; provide appropriate amounts of commercial uses, parks,
trails and open space; and outline a multi-modal network of connected streets and walkable
blocks.

An important thing to note about the concept plan is that the SWG and the TAC both voted to
forward the plan to the Washington County Planning Commission and Board of
Commissioners for consideration and adoption.
In November 2010, the Planning Commission voted to recommend the Board adopt the
concept plan. In December 2010, the Board adopted the concept plan by Resolution and Order.
The idea was to take this vision and move it into a community plan. Since the conclusion of the
concept plan, the city has annexed a portion of the area (Area 64 in fall 2011). In spring of 2012,
the city agreed via an intergovernmental agreement (IGA) with Washington County to refine its
West Bull Mt. Concept Plan into the River Terrace Community Plan.
The community plan will put into place a means to implement the vision of the concept plan
through zoning, development code regulations and other measures that will make urban
development possible.,.The.processwill also include updates to utility, parks and transportation
master plans,including the financial strategies necessary to fund and maintain required
• infrastructure improvements.
Petitions have been filed by property owners to annex the remainder of the area within the
urban growth boundary (Areas 63 and Roy Rogers West). The city will complete the River
Terrace Community Plan for all of these areas. City staff has developed a work program to
guide the project through completion. This will include a lot of technical work to ensure the
community plan meets the state and regional planning requirements, as well as a public
involvement plan to engage stakeholders in any necessary refinements to the concept plan as the
process moves forward. Staff anticipates completion of the River Terrace Community Plan in
summer 2014.
Wyss went on to walk the commissioners through the plan. He spoke about the tasks in
progress and assured the Planning Commission they would be kept up to speed.
The first recommendation the Planning Commission will be asked to make is to adopt the
concept plan recommended land uses into the Tigard Comprehensive Plan. This action will set
expectations for the community planning process, as well as allowing the city to access a portion
of the CET funds from Metro that were given to the city through the IGA with Washington
County. A number of policies will also be recommended for adoption to guide regulation of the
River Terrace area during and after completion of the community planning process. These
recommended land uses will be further analyzed as part of the community planning process and,
if refinements are needed, recommendations will be brought back to the Planning Commission
and City Council for adoption at the end of the process.
A public hearing has been scheduled with the Planning Commission on December 3, 2012 and with
City Council on December 11, 2012.
