The building division at the City of Tigard informed us that it would defer the acceptance to an outside opinion, NFPA suggests acceptance as coming from the Fire Marshal. We further understand that you do not promulgate any specific form for this notice. Consequently, please accept this letter as Agilyx's explanation of our proposed repurposing of the PST and the classification of our product. Agilyx is currently undergoing construction to transition our process from manufacturing Agilyx Synthetic Crude oil from Mixed Waste Plastic to a similar process the manufactures Agilyx Styrene Oil (ASO) from Polystyrene. The redevelopment of the facility is in compliance with Oregon's Department of Environmental Quality through an approved Notice of Construction dated in April, 2017 and the applicable building notifications with the City of Tigard. We are proposing the use of our current 12,000 gallon UL-142 Rated Product Storage Tank (PST) for storing up to 10,800 gallons of ASO before the product is loaded out for delivery. Agilyx Synthetic Crude Oil, which was previously stored in the PST,was also a flammable 1C liquid. Pure Styrene (>99.9%) in the absence of inhibitor, and at elevated temperatures, may undergo polymerization. At normal temperatures and pressures this process is fairly slow, and there are easy practical methods to deter further polymerization. ASO's main component is styrene, but it is not expected under any circumstances that the storage of this chemical in our current PST would facilitate violent chemical change or rapid release of energy at normal temperatures and pressures. OFC defines a class 1 unstable material as "...materials that in themselves are normally stable but which can become unstable at elevated temperatures and pressure". Testing and research on ASO has shown this to be an accurate definition. For additional safety precautions, ASO will be stored in the presence of inhibitor,recirculated, and actively cooled. Therefore, we are proposing to store an unstable class 1, flammable 1C liquid in our current PST. The current tank is an A-36 carbon steel UL-142 rated, horizontal double walled tank. The following safety measures are scheduled to be constructed,or have been constructed: • Recirculation and active cooling of ASO • Temperature,pressure, and level sensing/trending • Statistical process control programs to alert and trip early indication of any potential polymerization • Inhibitor injection into recirculation line • Dissolved oxygen sensing with air injection • Nitrogen blanketing • The PST is under slight positive pressure • The PST is insulated and cladded • The PST has a vapor recovery system • The PST has a professional engineer designed and sized pressure safety valve • ASO should be in the tank no longer than 1 week, 3 days when running at full capacity • Frequent checks by operations personnel for upset conditions • Quarterly and annual tank inspections The following table is from Chevron Phillips Safe Handling and Storage of Styrene Monomer. This is referencing the effect of the inhibitor on a pure(99.9%)styrene product.ASO is roughly 65%styrene, is inhibited to 100ppm,and our product will be actively chilled to between 60-70°F. We have taken these regulations into on design and modifications to the tank. The following table demonstrates the adherence to the regulatory requirements: Design Criteria(OFC 57,66&NFPA 30) Suitability for Proposed Use Explosion Control(OFC 5704.2.5&OFC 911) Not required since material is F1C/URI and located outside. Materials of Construction(NFPA 30,OFC 5704.2.7& PST is UL-142 certified and steel construction.It 5704.2.7.1) satisfies the NFPA and OFC requirements. The interior will be coated with an epoxy to prevent corrosion. Nameplate(OFC 5704.2.7) Tank is UL-142 Certified and has a nameplate. Tank Pressure Design(OFC 5704.2.7.2) Tank contents will be stored at slightly less than atmospheric pressures,and pressure control valves and pressure safety valves are installed at 1PSI and 2PSI respectively Tank Emergency Venting(OFC 5704.2.7.4&NFPA 30- Pressure Safety Valve has been sized due to external fire 22.7) case.An engineering firm(Jacobs),completed the calculations.2 different manufacturers were consulted and both recommended the same size outlet, 10",which was adopted for this application.
