MINUTES
Call to Order: 7:20 p.m., by Lonn Hoklin, acting Chair.
Roll Cal : Lonn Hoklin, Nancy Irwin, Chris Lewis, and new members; Angus McKay
and Larry Beck. Staff: Kathy Davis.
Director held new member orientation from 6:30 to 7:15 p.m. Election for
Chair and Vice-Chair will be held at the October 12 meeting.
Minute : Lewis moved to approve minutes as presented, seconded by Irwin.
Repo : July Monthly Report: Summer Reading was great success this year. As a
result, some children were turned away because of space restrictions in the
library. Children's Librarian, Gary Lark, rescheduled many of the remaining
summer programs to the Water Building which accommodated more
people. Board will discuss space limitations at space planning session after
formal meeting. Library, along with Washington County, have signed an
agreement to use the Metzger Park Building until December 1995 for
overflow recreation programs. Library will continue to oversee this program.
August Monthly Report: The Library has approximately 200 volunteers with
a new record of volunteer hours equaling 7.2 FTE. The library has had over
40,000 circulations in the last four months. Circulation is up 7.7 percent
over July.
Friends of the Library: Susan Mueller gave a background overview to the
Board. Friends Book Sale, in conjunction with the Farmers Market, is
earning approximately $100 per week. Sales of Entertainment Books
brought in approximately $100. The Solicitation Letter is mailed out every
Fall. This holiday season they will organize a coupon book sale with a
10 percent discount at Powells. They will be having another Writer's
Workshop on October 21. The Friends contributed $11,800 to the library
for fiscal year ending May 1995. Susan asked Board members if they know
of any or anybody who knows about rent-free space available as they would
like to conduct their ongoing book sales in this space.
CLA : In process of preparing for levy in March. Director briefed Board
on CLAB's plan of action and answered questions regarding the levy.
Overview of State Library Grant Proposal:
The State of Oregon is offering a matched fund grant program to libraries
for the purpose of providing Internet access to the public. The library will

apply for this grant. In addition, library staff, along with Tigard-based
business, ICLnet, have been working out a partnership to expand this kind
of service. The library will have a supervised, three workstation set-up. The
library will provide the equipment and ICLnet will provide connectively and
staff training. Connectivity includes World Wide Web and FTP (a program
where patrons can bring files to download them onto disks). Agreement will
be set for one year.
Adwournment: Beck moved to adjourn meeting at 8:05 p.m., to conduct planning session
for meeting with Council, seconded by McKay.

SUBJECT: Monthly Report, September 1995
• Library Collection Development Policy has been updated and will be presented to
the Library Board for approval at their October meeting. The Collection
Development Policy outlines the scope and purpose of materials in the library
collection including formats (print, electronic, video, etc.) and special materials
(such as adult literacy, foreign languages, small business materials, etc.).
• Youth Services: As usual, no youth programs were offered in September as
everyone focuses on "back to school" issues. Teacher Packet requests are
already coming in at all grade levels. Our Youth staff prepare packets of books,
maps, magazines, etc., for use by teachers in the classroom at appropriate grade
levels. These are used by teachers in public and private schools as well as by
homeschoolers. A grant for $3,500 was submitted to the State Library for
Children's Services events.
• Banned Book Week: Our annual display of information regarding the importance
of reading and the issue of censorship has gone up in the library. See attached
Times article.
• Library Computer Tech. position was posted this month. The information was also
sent out on the Internet to several library "listservs," generating a number of
qualified applicants. This is the first time that the City has recruited in this way.
• Annual Report: The annual report to the State Library was filed on September 25.
Some statistics of note included 49,854 interlibrary loans processed and 39,416
reference questions answered!
• New Library Clerk: Mary Madland has joined the staff as a part-time clerk in the
Technical Services Division where she will assist with data entry and processing.
• Internet Grant: A grant in the amount of $8,170.50 was submitted to the State
Library. These funds would match our own to create a public Internet room in the
current study room. Two thousand dollars of this amount would go towards the
heating and cooling system upgrade planned for this space. Public access will be
limited to times when trained volunteers are available to oversee appropriate use
and provide assistance.

Re: Library Construction Plans
Date: September 20, 1995
Attached is a copy of a single-page form which needs to be completed
for each public library as part of the countywide capital construction
planning process.
A description of each city's or community's plan for increasing space
to meet the Oregon Library Association standard for adequacy (.6 sq.
ft./person) for the year 2015 is an important step in consideration of a
countywide funding measure.
Please complete the form and return it to my office by November
22nd. A copy of each library's plan will be sent to CLAB members
prior to the December 6th meeting, when a preliminary construction
timeline will be developed.
Also attached is a copy of the construction planning timeline and a
chart showing a preliminary estimate of your library's 2015 service
population and a preliminary estimate of your library's share of a
countywide funding measure.
If your city/community does not currently have a plan to expand your
present facility or construct a new facility, please describe the process
you intend to use to develop such a plan by the agreed upon deadline
of September, 1996 and estimate when construction/renovation would
be likely to take place.

LIBRARY USE GUIDELINES
The Tigard Public Library expects patrons of all ages to exercise social responsibility in
the use of the library. Appropriate behavior ensures that all customers are able to use
the public library for their information, education, and entertainment needs. Please be
considerate of others in your use of this library and observe the following guidelines:
• Treat other patrons and staff with courtesy and respect.
• Quiet conversation, please.
• Supervise children under the age of 10. Set a good example for young patrons.
• Respect other users' privacy.
• Respect furnishings and equipment by using them appropriately.
• Please do not bring food or beverages into the library.
• Use personal audio devices with headphones on low volume.
• Please park bicycles, skateboards, etc., outside.
Library staff members are required to speak to those in need of a reminder of these
guidelines. Our goal is to help everxone have an enjoyable, successful library visit.

Sometimes, when you feel strongly about something, dropping a slip of
paper in a suggestion box just isn't enough. For these instances we
have developed the attached "Concerned Citizen Comment Form' .
A copy of this form will be put on file in the Librarian's office for
review by the Library Board. A copy will also be sent to the City
Administrator and brought to the attention of the City Council.
It is often through the efforts of citizens like yourself that the
wheels of change are put in motion. We appreciate your concern and
your taking the time to let your opinions be known.
